SUBJECT: Award of Contract — Police Department Gun Range Improvement & Bullet Trap
Replacement Project

BUDGET SOURCE/BUDGET IMPACT: $69,600 is included in Program 421 — 90400 Municipal
Building, Structural Improvements, for this item.
RECOMMENDED MOTION: I move that the Village Board award a contract,
subject to attorney and staff review, to the company with the best overall value,
Range Systems for the Police Department Gun Range Improvement & Bullet Trap
Replacement Project in the amount of $54,877.
Background/History:
A Request for Proposals for the Police Department Gun Range Improvement & Bullet Trap
Replacement Project was posted on the Village website and sent to two (2) companies on
Wednesday, June 12, 2013. A pre - proposal meeting was held on Wednesday, June 19, 2013 and
five (5) companies attended. The three (3) sealed proposals were received and opened on
Wednesday, June 26, 2013 are as follows:
Range Systems $54,877
Meggit Training Systems, Inc. $62,664
Action Target $71,900
Staff reviewed the proposals and agreed that the proposal submitted by Range Systems was the
best overall fit for the Village. Staff checked references and is extremely satisfied.
The Police Department gun range located in the basement of the Butler Government Center was
constructed in 1990. Since that date little has been done to improve the facility. The current
condition of the range severely limits the quality of training and staff has reported experiencing
recurring equipment failures as well as an increase in the number of ricochets associated with the
steel bullet trap. The removal of the existing trap, all electronics, and the firing booths has
already been completed. Range Systems will furnish and install the bullet trap and target
holders, and will provide ballistic protection for the ceiling. This will dramatically improve the
functionality of the range.
Recommendation:
That the Village Board award a contract, subject to attorney and staff review, to the
company with the best overall value, Range Systems for the Police Department Gun Range
Improvement & Bullet Trap Replacement Project in the amount of $54,877.
RESOLUTION 2013- PD- FR -AG -R -1284
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD OF A CONTRACT TO RANGE
SYSTEMS TO UPGRADE THE VILLAGE'S GUN RANGE
WHEREAS, in 1990, the Village installed a gun range in the basement of the Butler Government
Center ( "Gun Range') for use by the Police Department; and
WHEREAS, to promote safety and to improve the functionality of the Gun Range, the Village
desires to install a new bullet trap, target holders, and additional ballistic protection for the Gun Range
ceiling ( "Upgrades'); and
WHEREAS, the Village issued a request for proposal on June 12, 2013 for a contractor to provide
the Upgrades ( "RFP'); and
WHEREAS, the Village posted the RFP online and sent the RFP to various companies that
provide Upgrades; and
WHEREAS, the Village has determined that Range Systems is qualified and the lowest
responsive and responsible proposer to provide the Village the Upgrades; and
WHEREAS, the Village desires to award the contract and enter into an agreement with Range
Systems for Range Systems to provide the Upgrades in an amount not to exceed $54,877.00; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement in a final form approved by the Village Manager and the Village
Attorney;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The President and Board of Trustees shall, and do
hereby, approve the award of contract to Range Systems to provide the Upgrades in a total amount not to
exceed $54,877.00.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute a final Agreement on behalf of the Village after
review and approval of the final form of the Agreement by the Village Manager and the Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
