RECOMMENDED MOTION: Motion to approve Resolution 2012- ADHOC- ENHANCE-
CMTE -R -1191, a resolution establishing the Village ad -hoc Residential Enhancemant
Committee.
Background/History:
Attached is a resolution approving the Ad -hoc Residential Enhancement Committee that was
discussed at the last Village Board meeting. In addition, please find a write up for a proposed
grant application for a housing study that should assist the Committee. This grant application is
through the Chicago Metropolitan Alliance for Planning (CMAP) Local Technical Assistance
Program and is due on August 1, 2012 which is why we would like to move forward with this
grant application even before the committee has met. It is also unclear whether this grant
program will be offered in the near future.
Recommendation:
That the Village Board approve Resolution R -1191 establishing an ad -hoc Residential
Enhancement Committee.

RESOLUTION 2012- ADHOC- ENHANCE - CMTE -R -1191
A RESOLUTION ESTABLISHING A VILLAGE
AD HOC RESIDENTIAL ENHANCEMENT COMMITTEE
WHEREAS, the President and Board of Trustees desire to establish a Village ad hoc Residential
Enhancement Committee for the purposes of making recommendations to the President and Board of
Trustees concerning ways to entice new families to move to the Village, to fill vacant homes, and to
revitalize and enhance the Village's residential properties; and
WHEREAS, the Village Board has determined that it would be in the general welfare and in the
best interests of the Village and its residents to establish the Village ad hoc Residential Enhancement
Committee; and
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Creation of the Residential Enhancement Committee. The President and Board
of Trustees hereby create an ad hoc committee, to be known as the Ad Hoc Residential Enhancement
Committee ( "Committee ").
Section 3: Members. The Board of Trustees shall appoint not less than seven nor
more than eleven members to the Committee. The Board of Trustees shall designate one member of the
Committee to serve as the chairman of the Committee ( "Chairman").
Section 4: Term of Appointment. Each member of the Committee shall serve for a term of
one year, and shall serve without compensation.
Section 5: Vacancies. Vacancies on the Committee, should they occur, shall be filled
for the unexpired term of the member whose place has become vacant, and shall be made by
appointment by the Village President, with the advice and consent of the Board of Trustees.
Section 6: Conduct of Meetings /Quorum. Meetings of the Committee shall be held at the
call of the Chairman. All meetings shall be open to the public and duly noticed and conducted in
accordance with the Open Meetings Act. The presence of a majority of the members shall constitute a
quorum for the conduct of business and the holding of any meeting. The Committee shall act only with
the concurring vote of a majority of members present at a duly called meeting. The Chairman shall have
the power to vote. The Committee shall keep minutes of its proceedings, showing the vote of each
member on every question.
Section 7: Charge of the Committee. The role and responsibility of the Committee
shall be as follows:
a) To analyze Village census and housing data to identify areas of potential enhancements;
b) To review and recommend short-term and long -term strategies to improve property
values, fill residential vacancies, and to attract new families to the Village;
C) To recommend to the President and Board of Trustees a residential enhancement plan
that includes specific goals and objectives to improve residential property values, fill
residential vacancies, and to attract new families to the Village; and

d) To engage in other specified duties or assignments as directed by the President and
Board of Trustees.
Section 8: Effective Date. This Resolution shall be in full force and effect from and after its
passage by the President and Board of Trustees and its approval in the manner provided by law.

RE: Residential Enhancement Project — Village of Oak Brook
The Village of Oak Brook has been known as a premier residential and corporate
destination since it was founded in 1958. However, since 1990, the Village has
observed a slow but noticeable decline in its population (i.e., 1990 — 9,107 vs. 2010 —
7,883) as well as a continued aging of its residents (i.e., median age in 2010 of 55).
In addition, the inventory of vacant of homes has increased dramatically over the
past ten years.
To begin to address this issue, the Village Board is seeking CMAP assistance
through its 2012 Local Technical Assistance Project. The Village of Oak Brook
project would be entitled the "Residential Enhancement Project" would involve the
following key activities:
• Work with "Residential Enhancement Committee" comprised of Village
residents and stakeholders.
• Analyze the Oak Brook census and housing data to identify potential trends.
• Analyze the Oak Brook housing data/trends against the housing data/trends in
the Chicago metropolitan area.
• Identify opportunities to expand housing types that are now provided in Oak
Brook.
• Identify opportunities to fill existing vacancies and improve residential
property values with the goal of attracting younger families to Oak Brook.
• Identify the amenities that young families seek in a community and conduct
an analysis of Oak Brook's strengths and weaknesses in this area.
• Identify opportunities for Oak Brook to better market itself to potential
residents.
• Identify opportunities for Oak Brook to coordinate with its other
governmental partners (i.e., School Districts, Park District, Forest Preserve
District, etc.) to attract new residents.
• Once the requisite data has been gathered, prepare a written report that
summarizes the findings and recommends a series of short and long -term
action steps that the Village could adopt to begin to address the housing
issue.
