SUBJECT: Award of Contract — Towing Services

RECOMMENDED MOTION:
1) I move that the Village Board approve Resolution 2011- 2011 -AG -EXI -R -1112, a
Resolution Approving and Authorizing the Execution of the Service Agreement
between the Village of Oak Brook and Power's 24 HR Towing Service, Inc., subject
to attorney and staff review.
2) I move that the Village Board approve Resolution 2011 -AG -EXI -R -1113, a
Resolution Approving and Authorizing the Execution of the Service Agreement
between the Village of Oak Brook and Jim's Towing Services, Inc., subject to
attorney and staff review.
Background/History:
A Request for Bids was placed on the Village website on March 2, 2011, and sent to ten
companies. Eight sealed bids were opened on March 16, _2011. The apparent low bidder, Great
Lakes Service II, Inc., formally retracted their bid on July 12, 2011 (see attached letter).
Each bid was evaluated on eight criteria. Those criteria included:
I . Better Business Bureau Rating
2. Convenience: Distance from Village Hall to Storage Facility
3. Storage Facility: Size, Security & Cleanliness
4. Rates: Hook Up Rate, Admin Fee and One Day of Storage (see attached bid tabulation)
5. Ability to Provide Services Requested
6. Performance History with the Oak Brook Police Department
7. Available Resources
8. Administrative Support
The evaluation process included a site survey of the storage facilities also. Based on the
evaluation, staff is recommending awarding agreements to .Tim's Towing Services, Inc. and
Power's Towing Services, Inc., for towing services. Jim's Towing Services, Inc. will be

designated as the primary tow company for the Village. Power's Towing Services, Inc. will
serve as the secondary company in the event the primary is unavailable. Staff does not believe it
to be prudent to add any additional companies as doing so may impact the primary company's
incentive to provide the highest level of service possible.
Staff has received and reviewed references for .Tina's Towing Services, Inc., and Power's Towing
Services, Inc. and is satisfied.
Recommendation:
That the Village Board approves Resolutions 2011- AG -EXI -R -1112 and 2011- AG- EXl -R-
1113, Resolutions Approving and Authorizing the Execution of the Service Agreements between
Village of Oak Brook and Power's Towing Services, Inc.., and between the Village of Oak
Brook and Jim's Towing Services, Inc., subject to attorney and staff review.
RESOLUTION 2011- AG -EXI -R -1112
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION
OF A TOWING SERVICES AGREEMENT BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND POWER'S TOWING SERVICE, INC.
WHEREAS, the Village and Power's 24 HR Towing Service, Inc. ( "Power's Towing ") desire to
execute an agreement for the provision of certain towing services to the Village ( "Towing Services
Agreement"); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Towing Services Agreement in substantially the form attached to, and by this
reference incorporated into, this Resolution as Exhibit A.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Towing Services Agreement. The President and Board of
Trustees hereby approve the Towing Services Agreement by and between the Village and Power's
Towing in a form substantially the same as attached to this Resolution as Exhibit A and in final form
acceptable to the Village Manager and the Village Attorney.
Section 3: Authorization and Execution of the Towing Services Agreement. The Village
President and Village Clerk shall be, and hereby are, authorized to execute the final Towing Services
Agreement on behalf of the Village.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
