RECOMMENDED MOTION: Effective January 1,2016,I move to approve RESOLUTION
2015-IMRF-LTC-R-1514'a Resolution authorizing the Village of Oak Brook's Participation in
the Long Term Care (LTC)Program for Illinois municipal retirement fund members and retirees.
IMRF recently endorsed a voluntary Long-Term Care insurance(LTC)program administered by two
third party companies Doyle Rowe LTD and ACSIA. Thisresolution allows the Village of Oak Brook to
opt-in to a comprehensive program where IMRF is treated as a single-employer entity with certain LTC
insurance providers,which affords us discounts based on economies of scale. The LTC program will offer
discounted rates, reduced medical underwriting, and in certain situations, guaranteed issue offerings.
Additionally,no financial or administrative burden will be placed on the Village for opting in to this
program.
LTC insurance pays for services like home healthcare,assisted living services, and nursing home
residency. Typically,these services are not covered by traditional health insurance or Medicare plans.
If the village opts in, all employees who work 30 or more hours a week and are between the ages of 19-65
can participate including Police and Fire employees. Additionally, during open enrollment(month of
January) there will be educational meetings to further explain the benefits of enrolling in this LTC
program. Further information is also referenced in appendix A.
Authorizing this ordinance will allow our employees' access to a great voluntary benefit at no additional
cost to the Village. This program is similar to other IM..RF endorsed programs currently in place at the
Village such as our IMRF voluntary life insurance program which is a popular fringe benefit.
Recommendation:
Pass RESOLUTION 2015-IMRF-LTC-R-1514, which authorizes the Village of Oak Brook's
Participation in the Long Term Care(LTC)Program for Illinois municipal retirement fund members and
retirees.
RESOLUTION 2015-IMRF-LTC-R-1514
A RESOLUTION AUTHORIZING THE VILLAGE OF OAK BROOK'S PARTICIPATION
IN THE LONG-TERM CARE (LTC) PROGRAM
FOR ILLINOIS MUNICIPAL RETIREMENT FUND MEMBERS AND RETIREES
WHEREAS, the Illinois Municipal Retirement Fund ("IMRF") has endorsed an optional Long-
Term Care ("LTC") insurance program for IMRF members and retirees; and
WHEREAS, as a participating IMRF employer, the Village of Oak Brook("Village") must opt into
the program in order for Village IMRF members and retirees to participate; and
WHEREAS, the LTC insurance program is administered by Doyle Rowe LTD in partnership with
ASCIA Partners; and
WHEREAS, it is the recommendation of Village Staff that the Village opt into the insurance
program so that Village IMRF members and retirees have the option of purchasing this insurance; and
WHEREAS, Village IMRF members and retirees who choose to purchase the insurance will be
responsible for paying 100% of the cost of insurance products, without any contribution from the Village;
and
WHEREAS, the Village's Human Resource staff is directed to work with ASCIA Partners and
Doyle Rowe to offer the LTC insurance program during an initial open enrollment period in January 2016:
and thereafter annually during an open enrollment period to be set by the Village's Human Resource
staff.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of
Oak Brook, DuPage and Cook Counties, Illinois as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Resolved. The Village of Oak Brook, as an IMRF employer, opts into the LTC
insurance program.
Section 3: Execution of Documents. The Village Manager and the Village Clerk are hereby
authorized to execute on behalf of the Village any documents required to effectuate Section 2 of this
Resolution and to administer this program.
Section 4: Effective Date. This resolution shall be in full force and effect from and after its
passage, approval, and publication as required by law.
