R-684 - 12/10/1996 - FLSA - Resolutions Supporting Documents %3• 0 Zo �ouNt+ VILLAGE OF OAK BROOK 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 60521 -2255 PHONE: 630 990-3000 FAX: 630 990-l',S76 MEMORANDUM DATE: December 4, 1996 TO: Village President and Board of Trustees RE: 1,997 Salary Ilan,Salary Administration Plan and Fair Labor Standards Act Policy RECOMMENDATION: That the Village Board adopt the attached resolutions,which approve the 1997 Salary Plan and Salary Administration Plan for non-union employees and amend the Fair Labor Standards Act Policy accordingly. The Village's Salary Administration Plan provides for pay ranges to be adjusted as of each January I based on the change in the Chicago-Gary-Lake County"All Items"Consumer Price Index("CPI')for the twelve months ending on the preceding September 30,or based on other factors, in the Board's discretion. The Salary Administration Plan also provides that the Salary Plan will be further monitored by means of a consultant pay and classification study every three years beginning in 1994. The first such review was completed in 1994 and implemented in 1995. Thus,we are entering the final year of a cycle that will involve another outside review in 1997 and implementation in 1998. The proposed 1997 Salary Plan reflects an adjustment of 2.8 percent to all pay grades,consistent with the change in the relevant CPI for the twelve months ended September 30. Other changes reflected in the Salary Plan are primarily of a"housekeeping"nature. The changes reflected in the 1997 Salary Plan are as follows: • The title of the former Director of Code Enforcement position has been changed to Director of Community Development in order to more accurately describe the duties of the position. (The relevant nomenclature has been changed in the 1997 Budget as well.) • The Telecommunications Operator and Telecommunications Supervisor positions have been re-titled Communications Operator and Communications Supervisor,respectively. s .. _.. ,. Nr Village President and Board of Trustees December 4, 1996 Page 2 • In order to reflect the current content of the position,the ClerkM-piM position has been re- titled Police Records Clerk and re-classified from Grade 1 to Grade 2. This change will not have significant budgetary impact. • The Librarian position has been re-classified from Grade 8 to Grade 9 as the second step in a two-step process(begun with the 1996 Salary Plan)to accurately reflect the current content of the position and the market for masters degreed librarians. Additionally,the part-time Circulation Services LTA and Technical Services LTA positions have been re-titled Circulation Supervisor and Technical Services Supervisor,respectively,moved to FLSA exempt status(40 hour applicable work week with no eligibility for overtime pay;,and classified as Grade 8 positions. This step implements the conversion of these positions to fidl- time,provided that this change is approved with the 1997 Budget. 4 In addition to the changes listed above,the positions of Police Sergeant,Fire Lieutenant and Purchasing Clerk were reviewed at the request of the respective departments to determine whether their current salary levels remain competitive. Furthermore,the Purchasing Clerk,Communications Supervisor and Secretary (Legal)positions were reviewed to determine whether the jobs have changed such that reclassification in the Salary Plan is warranted. Given that we have begun a three-year cycle of comprehensively reviewing the Salary Plan,we believe that changes outside of that cycle should only take place in instances where evidence strongly supports an interim change. We did not find sufficient evidence in these cases to support changes to the Plan at this time. Finally,Section V.E. of the Salan•Administration Plan document has been amended to allow the Village Manager the option of granting special merit bonuses for instances when a special merit adjustment would not be appropriate. Such bonuses would be granted for extraordinary events only after notice to the Board and an opportunity for the Board to disapprove the action,as is currently prodded relative to special merit adjustments. CONCUR IN AWARD By THE VILLAGE OF HILLSIDE - VILLAGE OF WATER INTERCONNECTION A RE MENT: HILLSIDE - WATER INTER- The Village Board,at its meeting of October 24, 1995, approved a CONNECTION Municipal Water System Interconnect Agreement between the Village AGREE}IENT of Oak Brook and the Village of Hillside. The Agreement provided that the Village of Hillside would prepare plans and specifications and competitively bid the project, which consists of interconnecting the two water systems with a ten-inch water main for emergency use. Hillside con-vacted with MTA, Inc. (Consulting Engineers) to prepare plans and specifications and bids were publicly opened on November 25, 1996. The Agreer lent provided further that if construction costs exceed $42,000, each municipality must approve going forward with the project. The Village of Hillside did so at their November 25th meeting and v.-ill enter into an agreement with Vian Construction once the Village ol"Oak Brook concurs in the amount of contract.
