Klmkhamer Mayor, City of St Charles Executive Board Vice Chair The Emergency Preparedness Task Force of the Metropolitan Mayors Caucus met with representatives of the Illinois Terrorism Task Force on Monday, August 9. Many issues were discussed, but there was one in particular that we wanted to make you aware of so you do not jeopardize your community's future ability to secure homeland security grants from the federal government in the future. President Bush signed an Executive Order in February that directed the Department of Homeland Security to develop a National Incident Management System (NIMS) that will serve as the nation's policy for how federal, state and local governments interact in the event of a national emergency or an attack. The Executive Order states that all state and local governments must pass a resolution by October 1, 2004 indicating that they intend to work toward becoming NIMS compliant. The Emergency Preparedness Task Force was informed that the Executive Order authorizes all federal departments and agencies to make adoption of this resolution a requirement, to the extent permitted by law, for providing federal preparedness assistance. In other words, if states, counties and municipalities do not pass a resolution stating that they intend to become NIMS certified, they will be precluded from getting federal homeland security assistance of any kind after October 1, 2004. Many of the members of our Task Force were unaware of this Executive Order and its ramifications. Fortunately, the Illinois Law Enforcement Alarm System (ILEAS) has drafted a model resolution that addresses this requirement. A copy of it accompanies this memo. The Task Force recommends that you adopt this resolution at your September Board or Council meetings in order to protect your community's ability to secure federal homeland security funding in the future. Please note that your community is not required to have a plan by October 1, 2004 that is NIMS compliant. You must merely state your intentions to become compliant in the resolution. The Task Force further suggests that you consult with your public safety staff on how it can become NIMS certified. NIMS, a result of an Executive Order signed by President Bush, will serve as the nation's policy for how federal, state and local governments interact in the event of a national emergency or an attack. More detailed information is included on the attached memo written by Dave Bennett, Executive Director of the Metropolitan Mayors Caucus. In order to keep you informed and help clarify any confusion regarding NIMS, the Conference is hosting a one hour presentation on NIMS designed especially for local government officials. The presentation will be held at the Village of Oak Brook in their Council Chamber, on Tuesday, August 24 at 9.00 a.m. The Village of Oak Brook is located at 1200 Oak Brook Rd. /31st St. Please invite anyone from your municipality who is, or may be, involved in emergency planning. A key outcome of a common system would be common training on a single system which would provide the ability for neighboring public safety entities a solid understanding of the response plan and communication process when assisting in the response to high risk situations of another community. The Executive Order also authorizes all federal departments and agencies to adopt this resolution as a requirement of their individual programs, services, and preparedness assistance by any entity, thereby precluding federal assistance to municipalities that do not adopt a NIMS resolution. Further, although additional requirements related to training and the overall system is expected to be released, training programs are already underway. Motion carried. 2) ORDINANCE 2004 -PW- WEED -NW -G -759, "AN ORDINANCE AMENDING SECTION 8 -1 -1 (DEFINITIONS) OF CHAPTER 1 (PUBLIC WORKS REGULATIONS) OF TITLE 8 (PUBLIC WORKS) OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK RELATIVE TO NOXIOUS WEEDS" During the growing season, the Village periodically performs Village -wide inspections, mostly of vacant lots, to insure that noxious weeds are not present and/or proliferating. Being a non -home rule municipality, the Village is governed by State Statute on the subject of noxious weeds and must follow the State's protocol regarding same. As such, and as a "house- keeping" matter, the Village needs to update the listing of noxious weeds to mirror that as contained in the statutes The present listing has not kept pace with periodic changes made to the State's list. OFFICE OF THE GOVERNOR 207 STATE CAPITOL, SPRINGFIELD, ILLINOIs 62706 ROD BLAGOJEVICH GOVERNOR October 1, 2003 Dear Illinois First Responders, Illinois Terrorism Task Force (ITTF) has made training a priority to prepare Illinois first responders to effectively respond to major events and safely operate in hot, warm and cold zones against human, BNICE (biological, nuclear /radiological, incendiary, chemical and explosive), and cyber threats. The federal Department of Homeland Security has released funds that will permit the ITTF to conduct sustained training for the development of cntical technician -level teams in each of the 19 newly designated Illinois Homeland Security Regions. These funds will ensure that all first responders have access to critical information and operations -level training on BNICE threats and incident command. This newsletter is intended to ensure that each first responder knows what training is available and how to obtain it. The training programs available are the product of a joint interagency effort developed with a combination of federal, state and local resources. This partnership builds upon interagency efforts begun ten years ago to develop hazardous materials curriculum that were consistent with newly established federal regulations under CFR 1910.120. This goal remains for the current terrorism curriculum. In 2000, the ITTF approved the Terrorism Training strategy that still serves as the base for homeland security training program. A small amount of federal terrorism funding was allocated by the ITTF to develop /update curriculum. Following events of 9/11/2001, the ITTF approved an updated training strategy and the State Legislature unanimously approved a one -time homeland security supplemental that enabled Initial implementation of the strategy. In May 2003, federal funds were received that permit'the continued implementation of the training strategy. The Illinois homeland strategy is designed to support any community, which becomes the focus of a major event. A substantial part of this strategy assumes that other first responders will quickly respond to provide mutual aid assistance. Full implementation of the training program as outlined in this newsletter is a critical component of this strategy. I hope that you will take full advantage of the training opportunities available.
