AN ORDINANCE REGULATING AND LICENSING
SCAVEN(MS, PROVIDING A FEE FOR SUCH
LICENSE, AND REGULATING THE COLLECTION
AND STORAGE OF GARBAGE, RUBBISH AND
REFUSE IN THE VILLAGE CF OAKBROOK,
DU PAGE COUNTY, ILLINOIS
BE IT ORDAINED by the President and Board of Trustees of the Village
of Oakbrook, Du Page County, Illinois:
Section 1. Scavenger License Required. No person, firm or corpora-
tion shall engage in the business of scavenger or garbage collection within
the village limits of the Village of Oakbrook without first securing a license
to conduct such business.
Section 2. Applications. Applications for such license shall be
made to the Village Clerk and shall be referred by the Clerk to the President
and Board of Trustees. The application for such license shall state the method
of collection and the method and place of disposal, and no such license shall
be issued except on order of the President and Board of Trustees.
Section 3. Revocation--Renewals, The license shall be revocable
at any time by action of the President and Board of Trustees either upon the
recommendation of the health officer of the Village of Oakbrook or upon a find-
ing by the President and Board of Trustees that the licensee has failed to
comply with the rules and regulations established in this ordinance.
Licenses may be renewed by the President and Board of Trustees if in
their sole discretion such renewal is to the best interest of the residents of
the Village of Oakbrook.
Section Lt, License Fee and Number of Licenses. The number of
licenses issued by the Village of Oakbrook shall be limited to one in number
except that such limitation may be amended from time to time by the President
and Board of Trustees.
The fee for such license shall be Five Hundred and No/100ths ($500.00)
Dollars per year and the license period shall be from July 1 of each year until
June 30 of the following year. All fees shall be paid to the Village Clerk prior

any given year shall be prorated on a monthly basis for the number of months
remaining in the fiscal year as above established.
Revocation of a license by action of the President and the Board of
Trustees shall not entitle the licensee to a refund of all or any part of the
license fee.
Section 5. Service fees. The schedule of fees to be charged by such
scavengers shall be submitted to the President and the Board of 'Trustees for
their approval prior to the issuance of said license.. and no change in such
fees shall be made during the licensing period without prior approval of the
President and Board of Trustees. Failure cif the President and Board of Trustees
to approve the fee schedule submitted shall be grounds for refusal of a license
hereunder.
Section 6, Bond. No scavenger license shall be issued unless and
until the applicant therefor has filed with the Village Clerk a surety bond
in the sum of One Thousand and No/100ths ($1,000.00) Dollars. Said bond shall
be conditioned so as to indemnify the Village for any damage, loss or liability
resulting from the conduct of business by the licensee, and shall also be con-
ditioned that the licensee shall obey and comply with all of the ordinances of
the Village of 0akbrook relating to such business.
Section ?. Scavenger Vehicles. Any vehicles used by a licensee for
the collection of garbage, rubbish or refuse shall be completely enclosed and
watertight. No such vehicle shall be driven through or over any road or
street within the Village of Oakbrook during or on a Sunday.
All scavenger vehicles shall be cleaned and disinfected when not in
use in order that such vehicles do not become offensive.
Section 8. Storing of Refuse. No licensee hereunder shall dispose
of or store any refuse in any place within the village limits without first
receiving a permit therefor from the President and Board of Trustees.

Section 9, Penalty. Every 4 ��, in addition to the other
penalties provided herein, who shall violate any section of this ordinance,
shall be subject to a fine of not less than One and No/lOoths ($1.00) Dollar
