BROOK SPORTS CORE LONG -RANGE PLANNING COMMITTEE OF
THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON
JANUARY 19, 2016.
CALL TO ORDER:
The Meeting of the Sports Core Long Range Planning Committee of the Village of Oak Brook
was held at the Oak Brook Bath and Tennis Club and officially called to order by Chairman John
Baar at 6:37 p.m.
PRESENT: Chairman Trustee John Baar, Sharon Knitter, Frank Trombetta, Kathy Marek, Phil
Cuevas, Bob Barber, Jim Carson and Angie Lopez
ABSENT: Deepak Uppal and Kathy Manofsky
IN ATTENDANCE: Riccardo Ginex, Village Manager, Gopal Lalmalani, Village President, Don
Adler, Village Trustee, Sharon Dangles, Asst. Village Manager /Finance Director, Trey VanDyke,
Sports Core Director, Laure Kosey, Oak Brook Park District Executive Director
Chairman Baar gave a synopsis of the agenda topics and the Park District proposal. He explained
that with the resignation announcement of Trey Van Dyke, the Village felt this was a good time
to review and investigate different options for utilizing the sports core. One possibility was to
review the use of outside management. Staff did hold a discussion with Billy Casper Golf that
currently runs Chicago Park District golf courses and rough figures indicated that the Village
could save a substantial amount of money. The Village also approached the Park District and
asked about the possibility of partnering with a management contract that would utilize the talent
that the Park District currently has on staff so that the Village could get back to the core business
of what the Village should be about. Chairman Baar stated that Trey VanDyke has done an
excellent job with the golf course however, once he is gone, we lose that institutional knowledge
that Trey has had. Looking forward, the Village has an opportunity to do something different to
make the Sports Core successful. The Trustees and staff has at least the obligation to look into
doing something different that would work for the residents.
Chairman Baar continued to explain that the Committee is here to discuss something different
that the Park District has brought forth to the Village, at the Village's request, to get the
Committee's feedback and concerns about a proposal for management of the Sports Core. He
explained that the Park District is not going into this lightly as there is a high level of risk for
them, so there will be great motivation to do this right. Also, with the Park District, all of their
records are accessible whereas with a private company managing the sports core, records will not
be accessible. With the Park District proposal, any money made over and above the operational
programming goes into a capital fund that the Village controls to improve the sports core.
APPROVAL OF MEETING MINUTES
A) Phil Cuevas motioned to approve the meeting minutes of November 6, 2013 and July 9,
2015. Sharon Knitter seconded. Voice vote. Motioned carried.
DEVELOPMENT OF A FUTURE MANAGEMENT STRATEGY FOR THE SPORTS CORE
Laure Kosey, Executive Director of the Oak Brook Park District stated that the Park District has
no intentions of raising taxes to support the Sports Core, nor are they looking to own or lease the
Sports Core, they are only proposing to manage it.

She explained the philosophy and mission statement of the Park District and explained the
reasoning behind this proposal and that is to do what is the best for the community. Partnering
and managing the Sports Core could be what is best for the community.
Laure Kosey then reviewed the 3 year proposal submitted by the Park District. She explained
that financially there would be approximately a $300,000 funding gap that the Village would
have to support. Since they would not be overseeing operations until May, the first year they
would run the Sports Core as it has been run in the past. During that time they would hold focus
group meetings and a community survey to see how they can typically improve some of the
business practices of the Sports Core. The second year they would make changes. By the third
year they are hoping that the gap closes and the Village can start reinvesting in the sports core.
Trustee Adler entered the meeting.
DISCUSSION — NEXT STEPS - The Committee held a lengthy discussion regarding the Park
District proposal. Park District staff and Board members were in attendance to answer some of
the Committee member's questions.
The Village Board will hold a Committee of the Whole meeting to discuss options for the
management of the Sports Core.
Trustee Baar thanked everyone for attending and offering input into this important issue to the
Village of Oak Brook.
