Minutes - 03/13/2007 - Committee of the WholeMINUTES OF THE MARCH 13, 2007 SPECIAL COMMITTEE OF THE WHOLE MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN BY VILLAGE BOARD ON APRIL 10, 2007. 1. CALL TO ORDER: The Committee of the Whole Meeting of the Village Board of Trustees was called to order by President Quinlan in the Samuel E. Dean Board Room of the Butler Government Center at 6:06 p.m. 2. ROLL CALL: Deputy Village Clerk Carol Harty called the roll with the following persons PRESENT: President Kevin M. Quinlan, Trustees Stelios Aktipis, Jeffrey Kennedy, John Craig, Kathryn Manofsky, Robert Sanford and Asif Yusuf. ABSENT: None. IN ATTENDANCE: Jeffrey P. Moline, Acting Village Manager; James Bodony, Fire Chief; Bruce F. Kapff, Director of Information Services & Purchasing; Darrell J. Langlois, Finance Director and Stephen Larson, Deputy Police Chief. In attendance from Federal Signal Corporation: Robert D. Welding, President and Chief Executive Officer; Michael K. Wons, Vice President and Chief Information Officer and Matt Brady, Director of Sales. 3. PUBLIC SAFETY WIRELESS MESH NETWORK James Bodony, Fire Chief introduced this topic indicating that he and the Police Department had been working with Federal Signal Corporation for approximately ten months. Federal Signal has taken a new direction with new ideas and a new market. He added that they were looking to unveil their new technology in Oak Brook where they are based. This wireless technology would be used by the public safety departments for security and could be expanded to much broader uses. President and Chief Executive Officer Robert D. Welding, began by describing the history of Federal Signal Corporation and their technology. He described the advantages of the Public Safety Broadband Wireless technology to municipalities which included video surveillance at malls, high- traffic areas, schools and other village locations. He added that the technology was interoperable with other types of communication systems and could be upgraded to an additional band which would be available to the residential community. He suggested that in recent years municipalities were expected to do more to protect residents and that this wireless network would provide benefits to residents. He added that Federal Signal would like to form a partnership with Oak Brook because it was their home community and they would have a close relationship for feedback as to how the system works. They were offering an attractive package with Federal Signal in which they would provide an equal investment for the first year of $185,000. Vice President and Chief Information Officer Michael K. Wons described the benefits of the project to the Police and Fire Departments and applications that would increase security in the community. Trustees asked questions relative to cumulative and annual costs and whether the commercial sector might be willing to help with the costs. Their major concern was that there was currently no funds available for this project. President Quinlan asked whether Trustees Sanford, Kennedy or Manofsky would be willing to work with Finance Director Langlois and Federal Signal to investigate cost factors and bring back a recommendation to the Board. Trustee Manofsky agreed to work with them. President Quinlan thanked Federal Signal Corporation and acknowledged what a good neighbor they have been to Oak Brook. 4.
