Memo for Record Subject: Meeting of March 23, 1978 Regarding Route 83 Study Oak Brook Village Hall By: James C. LaBelle, Executive Secretary - DuPage Mayors 'and Managers Conference A meeting was held Thursday, March 23, 9:30 a.m,., at the Oak Brook Village Hall to discuss Route 83 study progress. He suggested that if we want the work to be done in a timely manner, we need to communicate with members of-the-CATS Work Program Committee, and request that the Work Program Committee assign higher priority to the work. He said CATS does not have enough resources, and that right now there is insufficient clerical help to complete alternative codings. 0 WORK BY TDOT Dick Garrity said there is a need to inventory the local street system (not FAUS or State) , especially streets, expected to be. reclassified at some point based on the County highway plan, Memo Regarding Route 83 Study Meeting of March 23,' 1978 Page Two IDOT does not have staff to do this inventory,. IDOT also needs information can condition of structures from the County Highway Department. Garrity suggested that the County highw ay plan alternatives should be modified to be financially obtainable. Carmigrani said we should not assume that the alternatives*.are not "i..nancially obtainable at this point. Northeastern Illinois has s;venty percent of Illinois population and receives about ten percent of the total highway money in Illinois, and we should push for a larger share. Wally Kos reported on the schedule for the Route 83 study, He said thr-Ut last September, IDOT placed a temporary hold on work' by the Consultant. The Consultant is now only performing coordination activities. Th- Consultant will proceed'with scheduled work when the first alternate is delivered to him (by August 1) . Benes said his firm has compiled data and plotted that data on base maFs, including existing cross sections, right - of -way, zoning, property information, functional classification of roadways, hydrology, utilities, and most accident data. Kos distributed the complete Route 83 study schedule covering fifty months beginning august 1, 1978, continuing through October 1, 1982. It was noted that as scheduled, the study will be completed more . than six - and -a --half years after its beginning. It was agreed that the Committee should meet with representatives a Of FHWA around the end of phase I to seek their help in shortening the review time. Dissatisfaction with the length of the Schedule as proposed was generally expressed by the municipal representa- tives. Ca.rmignani said the problem seems to be that nobody is,in charge of the study. - Ken.Macander said IDOT is officially responsible for the study but cannot control CATS. Macander said that IDOT's Division of Location. Studies will take responsibility for reporting study progress and red -- flagging any delays to the Route 83 municipalities. Orzeske said the CATS Work Program Committee tells Biciunas what priorities should be set for CATS staff work. If we want to get CATS staff to expedite this work, we should send a•letter to the Work Program Committee requesting that they tell CATS staff to proceed with the work. Eugene Ryan said that CATS staff can meet the work schedule distributed unless pulled off by other work. Orzeske said we should send :representatives to the April -7 Work Program Committee meeting. Memo Regarding Route 83 Study Meeting of March 23, 1978 Page Three Joy Schaad of IDOT reported that ' interim improvements to Route 8_ are scheduled as follows: this year, emergency deck repairs by - IDOT and substructure repair by Biirlington Northern on the structure at Route 83 and the Burlington Northern Railroad; for the fiscal year 1979 areawide street program, the structure on Route 64 over the Salt Creek will be repaired; the 1980 to 1983 program. will include repairs on the structure at Route 83 and Salt Creek, and the'structure over Ogden Avenue. It was suggested that the Transportation Committee review any. traffic - generating land uses proposed along-Route 83. LaBelle was requested to send a letter to IDOT District Engineer Ziejewski requesting prior review of traffic -- generating land uses proposed along Route 83. Kos agreed that following this procedure, he would send a summary of any such land use proposal to LaBelle for distribution to the Transportation Conntittee and*Route 83 municipalities. ' It was agreed.that the next meeting of this group would be held on April 13, 9 :30 a.m., at the Oak Brook Village Hall. mhe following items will be included in the agenda: 1. The three alternatives will be presented for review. 2. CATS will report on the priority assigned to Route 93 uork. 3. Other progress and any problems will be discussed. This letter is in reply to your letter regarding the delays in the traffic simulation work for the DuPage County Highway and Route 83 studies. Personnel losses, unanticipated computer problems as well as the necessity of completing the Unified Work Program and the Transpor- tation Improvement Program have created heavy staff pressures. I can understand your'concern and share it. The three month delay in our simulation work following a fifteen month delay in resol.vi ng the popu- lation and enipl oyment ,forecasts and the additional knowledge that IDOT estimates another three to four years to complete the engineering and environmental impact statement on Route 83 is discouraging. At this point we have completed the simulations of 2000 year travel over the base network. These runs address all comments received on the submittal last December. Maps with these new figures will be delivered this week. It is our understanding that it will then-take two.weeks for the study participants to agree upon the operating characteristics for the alternatives. In the meantime, we are attempting to make up some*of the lost time by proceeding with the coding of the three alternatives with the expecta- tion that the characteristics and not the network structure of the alternatives will be affected by' the deficiency analysi s o . It is our intention to proceed in the running of all three alterna- tives as soon as possible. Therefore, unless the other participants require extensive network 'changes to the-alternatives, we would hope to make up a considerable-portion of the time lost during the last few months and would deliver the results of the three simulations during June. Abel, 'Director, Du Page County Regional Planning Commission SUBiECT: Request for input in the Du Page County Multi-Modal Transportation Study °- Highway Component . DATE: April 1, 1 976 The Du Page County Regional Planning Commission is working on the development of a County-wide transportation study. This study will identify and•recommend the - need for proposed transit and highway improvements in the County. During 1975, we prepared and reviewed with the communities and other interest groups our prelim- inary transit plans.} As part of the overall transportation study, the Du Page County Regional Planning Commission staff is now in the process of developing four alternate highway pL@ns. These highway alternates w :11 be tested, using the Chicago Area Trans orb n Study Simulation process, for their ability to meet future trip P demands in the. most efficient manner. The results of this study will provide a basis for policy decisions on land use and road improvements, in addition to assisting the various public agencies in the preparation of capital improvement programs. Specifically, we would tike to be aware of your desires regarding-the road network In your area This may be in the form of improvecents on existing roads (2 lanes to 4 lanes), realignment of roads to remove jogs, or any proposed new road. • Pa rtic :pants ©. he Stud s The highway p l ann i ng program is a joint effort of the Du Page Count, Planning Study Commission, Du Page County Highway Departments Chicago Area Transportation y (CATS ); and Illinois Department. of Transportation ([DOT). The Du Page County Planning Commission had the prinary responsibility for monitoring and managing the entire study. The actual work elements of the study are divided among the parti- cipants as follows 1. In addition to monitoring the study, the Du Page County Regional Plan- ning Commission will prepare the appropriate existing and future popu- lation and land use data files, and participate In the preparation and evaluation of the proposed highway network after the completion of t travel simulations. 2. The Du Page County Highway Department and IBOT participation includes alternate highway plan preparation and evaluation, and assisting the Du Page County Regional Planning Commission staff in data collection - on road cha.-afteristics (existing and proposed). 3. The Chicago Area Transportation Study wili participate in the prepara- tion of the alternate highway plans, simulate travel over the highway alternatives. Othcr agencies to be involved (and who have participated in the past), include the Du Page County Mayors and Managers Conference, various committees of the' Conference, municipalities within and bordering Du Page County, Township High - way Commissions or departments, and special interest groups. Alternative Highway Plans Four highway plan alternatives have been prepared. These plans represent the ideas and concepts of the four participating agencies. In addition, during the plan pre- paration reference was made to local plan programs and priorities as reflected in municipal comprehensive plans, and the 1981.Du Page County functional classi- fication map for the Federal Aid Urban System (FADS)„ The alternates have been pre- sented as, preliminary to the following groups for their comments and review: a) Mayors and Managers Conference - FAUS Committee b) Du Page County.Regional Planning Commission. e) Du Page County Planning, Roads, Building and Zoning Committee of the County Board. d) Du Page County Township Highway Commissioners The alternatives represent four different concepts of highway network systems. The simulation and evaluation procedures will provide a tool to determine which of the four best achieves a'balance between the capacity provided by an alternate and the transportation demand as expressed in forecasted trip simulations. The alter- nates can be described as follows: 1® Combination Alternate - assumes the two proposed freeways most likely to be completed in the twenty -five year study period (FA 431 and the Elgin O'Hare Freeway), however, variations in freeway interchange loca- tions are included for testing purposes. The arterial and collector • systems represent combinations of proposals from alternates 2 and 3, plus some additional proposals. 2e Freeway Alternate - assumes construction of the three State of'111inois proposed freeways (FA 4319 Fox Valley Freeway, and Elgin - O'Hare Free- way)., Illinois 83 will also be tested as a freeway in this alterna- tive. The arterial and collector systems are designed to complement the existing and proposed freeway system. 3. Arterial Alternate - assumes no proposed freeways. Emphasis is placed on the arterial and collector nettiork, including new arterials and col- lectors plus upgrading of existing roads and road alignments where needed. Existing and Committed Alternate -- represents a hierarchy of highways according to existing conditions. This represents the "do-- nothing" alternate. The evaluation process may suggest that not one of the lour best achieves the desired goals and objectives. A final plan will then "be prepared which could re- flect a combination of the four alternates. This final plan will be rerun through the computer model simulation and evluation process. In addition to the testing of new roads and road alignments, tests will also be made for road widenings, for example improvement of a two lane highway to four lanes. .y R • The Simulation Process The basic purpose of using computer simulation models is to provide a predictive technique to determine future transportation requirements. The process includes the disaggregation of the County into zones (typically 1/4 sections) which are assigned land use and socioeconomic information, both existing and future. Trips are projected for each zone based on the estimated trip generation of land use and measurable indicators of socio-economic conditions. Trips are expressed in terms of productions (related to the estimated number of trips leaving a zone) and attrac- tions (related to the number of trips entering a zone.) The existing distribution of trips is determined based on origin-destination studies (the CATS 1970 Home Interview Study) and will be used to predict future travel patterns. The highway. and transit systems are defined as a collection or set of individual links, con- nected together to form a network for the movement of people. A numbering system is'created to define specific zones, links, and nodes (network highway inter- sections), making it possible to represent an entire transportation system within a computer. Forecasted trips will be distributed on the networks based on trip, gene- ration and existing travel' patterns using the CATS 1°intervening opportunities model°' This model is based on the premise that the preferred tri p_ts as short as possible, lengthening only as it fails to find an acceptable destination. The opportunity model states that the probability that a trip originating in one zone will find a destination in another zone is proportional to the possible trip destinations. -The model predicts the magnitude of.trips on each link of the network. Simulated travel for each link will be in the form of an average daily (24 hour) traffic volume. In addition, a bank of summary and evaluation models will be applied by CATS to analyze capacities, speed, peak hour volumes (factored daily volume) , time -cost factors accident -cost factors etc. Simulated trip forecasts will be made for the projected data base ,years 1980, 1990, and 2000, to stage highway improvements according to pred i ctee needs. How Will the Plan Be Used? The results of the study will be to develop a recommended highway plan,.*staged with a rational schedule of improvements. The plan will not become a viable tool, however, without the approval of all agencies concerned. Thus a' detailed review process is required once'the recommended plan is completed. The Du Page County highway plan will represent the Du Page County component of the six- county region in the 2000-year plan now being developed by CATS, the Northeastern Jllinois Planning Commission and other agencies. Input Sought from Each Municipality It was decided that in lieu of providing copies of the four highway plan alterna- tives, it would be more appropriate to allow complete freedom of thought by re- questing that municipalities depict desired community highway plans and recommenda- tions on the enclosed map. Enclosed are two sets of maps, the Du Page County base map indicating existing and proposed freeways and the Du Page County Township maps which include each community's sphere of influence. The input sought from each municipality includes the following information: I . i. Proposed highways (collector classification and above). 2® proposed linkages of highways, eliminating IT' junctions and discon- " 'tinuitIes In the major street network® 3. Desired physical improvements to existing highways. Communities which will be influenced by the proposed freeway systems, as shown in the enclosed map, should provide us with their counents separately assuming 1) the freeways will be built and 23 if the freeway is not built by the year 2000. Instead of using the township base maps to depict proposed highway systems, it would be acceptable for a municipality to use their own base maps. The input received will be Incorporated into the alternatives, followed by a communication from the Com- mission to the municipalities indicating how comments were incorporated. Because of the tight time scheduling of the study program, comments are requested.by the middle of April, 1976. To reiterates the planning Co ►mission is seeking specific highway improvement recom- mendations to be incorporated into four plan alternatives. 'Alternatives will be evaluated based on' future travel, and one specific plan recommendation will be made.
