April 4, 197 MEMO TC:� 'resident & Board of Trustees SUBJECT: Hawthorn: Development Gentlemen, 654-2220 On Wednesday, April 2, 1975 a meeting was held in the offices of Village Attorney Bianucci with members of the Hawthorn Development Group, specifically Joe Beale, Yee Frey and Bob Webber, Attorney. In attendance representir4 the Village of Oak Brook was Attorney Bianucci, Chet Yarbrough and me. 40 The purpose of the meeting was to review on a staff level the annexation agreement which we receiv ^-d on April 1, 1975 and to establish some preliminary suggestions in terms of steps to be followed relative to the annexation and rezoning. The preliminary draft of the annexation agreement submitted was very preliminary and since we had only received it one day prior to the meeting, we were not in a position to comment formally on each of the items, however, we did raise some questions relative to the language or general provisions that would have to be addressed in the annexation agreement; We indicated to the developers that it was our understanding that the village board would require an annexation agreement in finalized form prior to any public hearings on annexation or rezoning. Based on this premise, it was concluded that it would take at least 60 days to review and work out the terms of the annexation agreement assuming that a joint public heariLLg would be held by the village board, Plan Commission and Zoning Board of Appeals. It was the con- clusion that no' final action would be taken until some 30 days after the ,point public hearing based on the assumption that the terms of the annexation agreement had been completed, at least on a staff level prior to that time. Our discussions dealt with technical and application dealing with the annexation agreement and specifically excluded the policy issues that will be required to be discussed and made by the village board. 2 a.s important that the negotiating team, if restricted to the tf members, the village attorney, myself and Chet Yarbrough, ,.to carry on the negotiations and meetings on the annexation �.-ement be provided with the parameters and some specifics !ling with the various items.
