1. MEETING CALL:
The Special Committee -of -the -Whole meeting of Monday, April 26, 1999 was called to order by
President Bushy in the Samuel E. Dean Board Room of the Village Commons at 7:38 p.m.
Pledge of Allegiance was given.
The Clerk called the roll with the following persons
PRESENT: President Bushy, Trustees Caleel and McInerney.
ABSENT: Trustees Bartecki, Kenny, Savino and Shumate.
IN ATTENDANCE: Stephen B. Veitch, Village Manager; and Michael A. Crotty, Assistant
Village Manager.
2. DISCUSSION OF CHICAGO METROPOLIS 2020 PROJECT:
Tracey Fleming, Program Associate, Chicago Metropolis 2020, was in attendance at the meeting.
The Chicago Metropolis 2020 is an independent, non - profit organization that was created by the
Commercial Club of Chicago whose membership includes more than 400 business and civic
leaders from the region. The mission of the new 38- member Executive Council is to foster
collaboration across the Chicago metropolis. George Ranney, Jr. serves as president and CEO of
Chicago Metropolis 2020.
The Council met for the first time recently and discussed the following priority areas to receive
the initial focus of Chicago Metropolis 2020:
Regional learning: Promote understanding about regionalism and determine public attitudes
about various topics addressed in the Report.
Education: Work to enhance educational resources in the region, with special emphasis on job
training and day care.
Transportation: Address regional highway and public transit issues through legislation and
coalitions.
Business commitment: Encourage major employers and other business leaders to consider
regional housing, land use and transportation policies before making their investment decisions.
President Bushy indicated there were some recommendations that are beneficial to the region but
in some areas they do not comprehend the operations of municipal government. The Board did
agree with the recommendation to provide an adequate minimal level of funding to ensure access
to a high quality education for all students. The Commercial Club suggested that communities

may respond to the Plan by writing to the Commercial Club directly, as the names of its
individual members are not made public.
Trustee McInerney suggested that the Plan needs to include a vision statement, what they wish to
accomplish and benchmarks. He recommended that the Village forward these comments to the
Commercial Club for its response.
Trustee Caleel commented that the Plan is a social engineering plan, not an architectural plan
like the Burnham Plan where all the authors signed it. The people who formed this group should
want their names on the Plan as a sponsoring individual or firm.
Trustee Caleel remarked that the Plan suggests urbanization of the suburbs with rapid transit and
utilization of the same tax structure. He suggested that the Village recognize any benefits of the
report and support those recommendations. He also noted the Village already shares its sales tax
revenue, and the solution is not at the municipal level but at the State level. He recommended
the Village Board schedule another meeting to identify recommendations the Village would
support in the Report. He suggested there could be better coordination between such
governmental entities as the Northeastern Illinois Planning Commission (NIPC), but not the
formation of a Regional Coordinating Council as suggested in the Plan, since it would be another
layer of government. He recommended the DuPage Mayors and Managers Conference develop a
position paper in response to the Plan and include the positives and negatives of the 2020 Report.
He asked that this document be given to the press so that our region's response to the Report is
on record.
President Bushy observed that each community needs to extract its own concerns, as each
municipality is different. If the recommended sales tax sharing formula is implemented, Oak
Brook will receive $6,400,000 in sales tax revenue annually as compared to the $11,000,000 the
Village now receives. Of the 6.75% sales tax charged per dollar in Oak Brook, one cent ($.01) is
given to the Village. Out of that revenue the Village must provide police and fire protection,
which costs approximately $7,000,000; maintain roadway infrastructure and provide other
municipal services to the Village's commercial areas. The remainder of the sales tax revenue is
given to the State and other governmental agencies.
Trustee Caleel reiterated the Village's need to identify the negative effects the Plan will have on
the Village of Oak Brook and the positive recommendations of the Plan, and write a broad
critique of the 2020 Report. He offered that the 2020 Report should be a more in -depth
document with which communities can identify and state their specific recommendations.
Village Manager Veitch indicated that DuPage Mayors and Managers Conference will work
constructively on items that will benefit the region.
President Bushy noted that the Metropolitan Mayors Caucus will meet on May 6, 1999, when the
2020 Report will be discussed. She also noted that the members of the DuPage Mayors and
Managers Conference may have to contribute funds for the expense of developing a position
paper in response to the Report. She indicated that she and-the Village Manager will speak on
behalf of the Village of Oak Brook regarding this Plan at regional or county meetings. She
suggested that another Committee -of -the -Whole meeting be scheduled to discuss the 2020
Report, and Board members will be advised accordingly.

Motion by Trustee Caleel, seconded by Trustee McInerney, to adjourn the Committee-of-the-
