I. MEETING CALL:
The Committee -of- the -Whole meeting of Monday, July 8, 1991 was called to-
order by President Bushy in the Samuel E. Dean Board Room of the Village
Commons at 7:33 p.m.
In attendance: President Bushy, Trustees Bartecki, Krafthefer,
Payovich, Shumate and Skinner.
Absent: Trustee Winters.
II. DISCUSSION OF PROPOSED OAK BROOK SPORTS CORE BUSINESS PLAN:
Trustee Krafthefer presented a slide presentation,of a proposed Sports
Core Business Plan.
Sports Core Manager McAdams explained the Mission Statement of the
Sports Core to the Village Board.
Trustee Bartecki made the following recommendations to the Board:
Incorporate additional recreational activities with the Park District or
a subcontractor, extend hours of the tennis courts and swimming pool
with lighting and subcontract any food service.
Trustee Shumate stated with no reserves, it is difficult to operate or
expand the Bath & Tennis facility, when there is no operating revenues
until yearly membership fees are received.
President Bushy states since the Park District's boundaries are
different than the Village's boundaries, would they be able to be a
partner in a joint venture with the Village? President Bushy stated
this area needs to be addressed with the fee structure to be charged to
Park District residents.
Trustee Payovich suggested the Sports Core provide a medium to a high
quality of service until more information is received by the Village
Board on costs and revenue projections and then formalize a plan.
Trustee Bartecki requested the major priority of the Sports Core should
be to minimize the flooding of the golf course. Trustee Bartecki
requested a progressive plan for flood- proofing, prioritizing and
analyzing contract services.
It was the consensus of the Board to eliminate the word "outdoor" in the
Mission Statement that states the Sports Core provide a medium /high
quality swimming pool and tennis facility with programmed activities for
Oak Brook residents.

Trustee Krafthefer noted with the increased user fees, the Village needs
to improve the facilities either by setting aside reserve funds for
improvements or to address a bond issue for expansion of the golf course
for flood control.
President Bushy announced at 9:32 p.m. that residents could address the
Village Board with public comments.
Scott Krueger, Bath & Tennis Committee member, requested that the
operational costs of the Sports Core be reduced.
Gus LeBarre, Golf Club Committee member, asked that the surcharge issued
to golf users also be assessed to the Bath & Tennis Club users.
Frank Benuska, Golf Club Committee member, inquired does the golf course
subsidize the Bath & Tennis Club? Village Treasurer Klein stated the
golf course does subsidize the Bath & Tennis Club to a certain extent.
Trustee Krafthefer noted professional assistance is needed by the
Village for the feasibility of the golf course expansion and flood
mitigation.
President Bushy stated a public announcement will be made of a future
Committee -of- the -Whole meeting that will further address the Sports Core
Business Plan.
III. ADJOURNMENT:
President Bushy adjourned the meeting at 10:08 p.m.
