MEMORANDUM TO: Kenneth G. Carmignani
SUBJECT: Midwest Club - 31st Street Section.
654-2220
This morning I met with Ronald Dold, Fred. Bowen and Glen Matz
of the DuPage County Highway Department at their office. The
discussion centered around. the 5 points stated in Raymond W.
Dreher °s letter, dated June 8, 1978 as follows:
1. Preliminary plan deleting construction activities
at the high point of 31st Street is unacceptable
to the Village of Oak Brook. This improvement is
to include that high point. ,Advance Consulting
Engineers is working on the engineering drawings.
2. The County still insists on centering the proposed
31st Street improvement on an 80 foot right -of -way.
Objections raised by the Village of Oak Brook in-
clude:
a. The correct way to plan and construct this
roadway is to use an eventual 100 foot right -
of -way.
b. The Midwest Country Club developer is the only
party that is contributing to the improved road-
way system by:"
1) Dedicating 50 feet; and
2) Reconstructing a substantial portion
of the pavement. (I pointed out that
this seemed very unfair, in that,
Butterfield Country Club was asked to
do nothing.)
c. The bike path plays an important part in the over-
all planning within Oak Brook. If an 80 foot right -
of -way is used, instead of 100 feet, the path would
not fit in the right -of -way at all.
d. 31st Street will by at a proposed grade requiring
no further profile changes. In other words, this
proposed construction should remain as the finished
pavement section with no changes'-even if Butterfield
Country Club develops.

Attached please find is a memo from the Engineering Department dealing with
the Midwest Club 31st Street Section.
There is a difference between the previously agreed upon position of the
Village of Oak Brook and the current County of DuPapositiont as it relates
to 31st Street section.. The County insists on placing
the improvement on what would be a right -of -way of 80' (30' to the north and
50' to the south of the existing center line of th.a roadway).
Since the matter was previously discussed at board level, Iimprovement. am pla placing the

The County agreed that,theoretically, the ideal design right -
of way should be 100 feet; but due to the.following it is not
feasible at this time:
a. As far as they know, Butterfield Country* Club
has no plans for developing; therefore, additional
right -of -way is not available from this approach.
b. The cost to the County to acquire the additional
right -of -way is prohibitive due to existing greens
and tees.
The County also presented these comments:
a.. They feel the Midwest Country Club developer should
provide the protected left turn bay on his side of
the right -of -way, since it is directed towards his
project.
lb . If, and when, Butterfield Country Club develops, the
median could be reconstructed and widened to be com-
patible with a 100 foot right -of -way.
c. The County is only asking that the improved and widened
portion of 31st Street be centered on a 80 foot right -
of -way. In other words, only that portion around the
Midwest Club enterance.

3. The County had no .strung feelings concerning the median widths.
They felt this item could be resolved after everything else.
4. I stated that my impression was that only grass would be planted
in the median but that I would check with the developer. The
County shared my feelings concerning sight distance and safety.
S. This was a minor point that neither the County nor I saw much
problem with.
