Minutes - 10/26/2009 - Committee of the WholeMINUTES OF THE OCTOBER 26. 2009 SPECIAL COMMITTEE OF THE WHOLE MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN BY VILLAGE BOARD ON JULY 13, 2010. CALL TO ORDER: The Special Committee of the Whole Meeting of the Village Board of Trustees was called to order by President Craig in the Samuel E. Dean Board Room of the Butler Government Center at 7:04 p.m. ROLL CALL: Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President John W. Craig, Trustees Stelios Aktipis, James Carson. Mark Moy, Gerald Wolin and Elaine Zannis. ABSENT: Trustee Moin Saiyed. IN ATTENDANCE: David Niemeyer, Village Manager, Robert L. Kallien, Jr., Director of Community Development 3. PROPOSED TEXT AMENDMENT — SIGNAGE REGULATION John Houseal from Houseal Lavigne, Inc. presented the proposed new sign regulations. He stated that the proposed changes are the result of a meeting between Houseal Lavigne, Village staff and representatives of the business community. Mr. Lavigne briefly described the content of the proposed sign regulations which consists of the following: 1. Purpose 2. Scope 3. Sign Permit Required 4. General Standards 5. Classification of Signs 6. Signs Permitted in Any District Without a Permit 7. Signs Specifically Prohibited in All Districts 8. District Regulations (B1 and B3) 9. District Regulations (134, 03, 04, ORA1, and ORA2) Mr. Lavigne then discussed the proposed changes to the Villages current sign regulations. The proposed changes include the following: L Signs allowed at the top of building 2. Signs permitted on two sides of a building 3. Signs on buildings must be anchored 4. A logo can be part of a sign 5. Maximum of three colors on logo 6. Size and number of signs dependent on building size COMMITTEE-OF-THE- WHOLE, Minutes Page Iof2 October 26, 2009 7. Off premises ID signs 8. Sign measurements 9. Temporary signs allowed with permit 10. Any legal existing sign will be allowed to stay up with routine maintenance 11. No major changes to the Oakbrook Mall and McDonalds Corporation Districts Trustees, residents, and members of the business community asked questions and commented on the proposed sign ordinance. Discussion ensued. Consensus by all Village Board Trustees in favor of the proposed changes to the sign regulations.
