CALL MEETING TO ORDER The Committee -of- the -Whole Meeting of November 11, 1985 was called to order by President Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:30 P.M. ROLL CALL: PRESENT: President Wence F. Cerne Trustee Karen M. Bushy Trustee Walter C. Imrie Trustee Ronald P. Maher Trustee Arthur W. Philip Trustee H. Richard Winters ABSENT: Trustee Joseph H. Rush I1. APPOINTMENT OF RECORDING SECRETARY Motion made by Trustee Bushy, seconded by Trustee Winters to appoint Village Manager John H. Brechin as Recording Secretary. V^ICE VOTE: All in favor. So ordered. r I. „STONE SHOULDER POLICY �L The Village Board discussed the Chief of Police's memorandum of October 25, 1985. The Village Board reached a consensus that the Police Department should inform the Board of any areas where utilization of stone shoulders has caused any parking problems. IV. MC DONALD'S LODGE - USE OF FACILITIES The Village Board reviewed the revised guidelines as contained in a John Cooke memorandum attached to a letter dated November 11, 1985 from David M. Gooder, the attorney for McDonald's. The guidelines deal with the appropriate use of The Lodge facilities of McDonald's on Jorie Boulevard in light of the ORA -3 zoning restrictions and the restrictions contained in the Class E liquor license. After considerable discussion, the Village Board requested revisions to be made to Paragraphs 3 and 4 of the guidelines. Consensus was further reached that McDonald's would make the appropriate changes and bring back the revised guidelines for further consideration. V. DU PAGE COUNTY YEAR 2005 STREET AND HIGHWAY PLAN { The Village Board reviewed the DuPage County Year 2005 Street and Highway Plan as referred to in the letter from Gregory Dreyer of the DuPage County Development Department dated November 4, 1985 and the November 4, 1985 letter from Director of Highways, Don Zeilenga. After considerable discussion, the Village Board reached a consensus that the Village by letter inform the County of its position that the roadways in question sought to be widened, York Road, 31st Street, Meyers Road and Midwest Road, remain as two lanes. 1 a COMMITTEE -OF -THE -W E Minutes - 2 - October 7, 1985 Vol STONE SHOULDER POLICY The Village Board reviewed the policy question as contained in Dale Durfey's memo of June 5, 1985 on this subject. The Village Board requested staff to determine the enforcement policy of the Village on no parking and whether tickets are issued to vehicles off the paved portion of the roadway or only to those vehicles parked on the paved, portion. CEREN RE: STONE SHOULDER POLICY 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 60521 (312) 654 -2220 The policy of the Oak Brook Police Department is to issue legally authorized tickets whenever a parking violation is observed on the paved portion and shoulder of the roadways. We do have some areas of our Village which create a problem where the owner of the property increases the shoulder area and parks his car partly within the original shoulder and also owns the property to the center of the road. a I- I "- � Chief A. Durfey, Jr., P.E. SUBJECT: Stone Shoulder Policy RECOMMENDATION: That the Village Board review setting a policy for stone shoulders within the Village. On March 26, 1985, Trustee Ron Maher met with me and discussed the possibility of having the Village Board review a policy on stone shoulders within the Village. Trustee Maher was concerned that streets within the Village that have stone shoulders should be a fairly uniform nature rather than some shoulders being narrow and other shoulders being wide. We also discussed the practical problem of enforcing any such policy with our conclusion being that the Village's Public Works Department may have to become involved within areas where homeowners do not cooperate with the established policy. Our conversation was concluded with Trustee Maher suggesting that this item be placed on an upcoming Committee-of-the- Whole meeting when time permitted.
