Following our meeting of November 12, 1979, N.C. Roden &
Associates, Inc. (NCR) was directed to add four alternative
traffic plans to those,already developed, to evaluate, in- depth,
9 of the 15 alternatives, and to report back to the Board and
subsequently to the Fullersburg residents with the results. Some
additional considerations were also requested which will bE
• covered at the end of this memorandum.
ADDITIONAL ALTERNATIVES
As a result of meetings on November 12, 19799 the Village
professional staff, Village Board, and citizens suggested some
alternatives worthwhile developing and evaluating. Two of the
alternatives are combinations of previous alternatives involving
cul -de -sacs and diversions. Two others involve part or full time
turn restrictions. These additional alternatives are illustrated
on following pages.
Alternative B2 - Cul -De• -Sacs and Diversions
This alternative completely closes Adams to through traffic
and causes through traffic on Madison or Spring to travel a con -
sider.a )le distance out of their way to get between 31st and York.
Fullersburg is made more secure by reducing points of access to
two. Public safety vehicles retain good access except that the
area between Gra.0 Mill and the Nature Center is a little harder
to reach. Res'i.dent inconvenience is in the form of limiting
access generally to one direction.
Alternative B� - Cut. --De -Sacs & Diversions

Big B2, and D are: - The cul -de-sac of Spring Road has been
moved almost to York and Glendale is again connected to "Madison
in Hinsdale. The Spring cul -de -sac in this location makes
virtually all the Fullersburg area directly accessible to
public safety vehicles. It does this while only opening up
three access points for general use: Spring at 31st, Glendale
at Madison, and Washington to right turns or-J.y at Ogden. Through
traffic is entirely eliminated on both Adar•s and Madison, and
virtually eliminated on Spring because of i;he adverse travel
distance via Washington and Glendale. The only significant
through traffic along Spring under this alternative would be to
and from the Nature Center.
Alternative K1 Peak Hour Turn Restrictions
This plan eliminates the evening southbound through traffic
by preventing entry to Spring at 31st from 4 to 6 p.m. Eliminat-
ing southbound evening peak flows will reduce through traffic on

an overall basis less effectively than other alternatives because
® it does not impose more of an inconvenience on northbound traffic
than a Drohibited turn. Since all the existing Fullersburg
access points would remain essentially open, this plan doesn't
address the problem of security at all well. If the problem of
contini:al enforcement is to be avoided, then the turn restric-
tion should be imposed by means of a self - enforcing movable
barrier. The barrier, in turn, presents a handicap to public
safety vehicles.
Alternative K2 Full -Time Turn Restrictions
By imposing the turn restrictions in alternative K1 on
a full -time basis, additional through traffic is discouraged and
enforcement efforts are easily moderated by using barricades to
restrict the turning movement. This essentially turns Spring
Road into a one way northbound roadway between Adams and 31st. t
Public safety access is hindered by this action and security is not

EVALUATION OF ALTERNATIVES
As the evaluation criteria were being applied to the various
alternatives, it became obvious that the primary criteria which
each plan had to pass was the degree to which through traffic
was eliminated. Likewise, the feedback we obtained from
virtually every source indicated that neighborhood security is
a vital concern. We saw too, that the plans must provide
a high degree of access for police, fire 'and ambulances or
all their other achievements were for naught. Correspondingly,
the following five steps were used in the evaluation "process.
1. Apply primary criteria to all 15 alternatives,
2. Rank the alternatives
3. Select out based on rank and community -wide feasibility
approximately half of the alternatives for further
evaluation
4. Apply remaining evaluation criteria
5. Compare rankings based on all criteria and compare
sensitivity of compared ratings.
Primary Criteria Evaluation

In order to provide a comprehensive basis for comparison,
all 15 alternatives were evaluated by the three primary criteria.
The results of this evaluation are shown on the next page,
Table I, Evaluation of Fullersburg Alternatives By Primary
• Criteria. The range of values is from 13 to 25 which is a
spread of 92%. The alternatives which scored best, in order,
are Bl, B3, B2, F, E, A2, and D. These were all fairly close
in score with only 20% difference between the highest and those
tied for 5th highest. Differences of one or two points in the
total should not be considered significant because the evaluation
methods are not sensitive to such small differences.

Select Feasible Alternatives
Certain alternatives have co,-�.mumity wide implications.
For this reason the Village B(,a.rd reviewed the whole; range of
alternatives to determine if some should be eliminated because
they conflict with overall community interests. It was deter-
mined 'that several of the alternatives, if they were implemented,
would not be acceptable.
D, Diversions through cemetary property was ruled out as
was F, the construction of a Bypass for Adams around the Breaken-
ridge Farms. Alternative E. Mazes, was considered incompatible
with the residential quality of Fullersburg. G, Directional
Streets, and H, Restrictive Speed Limits, were judged to be
either ineffective or unimplementable and were-ruled out. Finally
alternative I, Widening 31st 'S'treet was eliminated as being
contrary to community goals and ineffective. The alternatives
which remained to be evaluated were: Al, Alt B1, B2, B3, c, if
and K1. K2 has since been added as a full -time restriction of
certain turns, whereas K1 is only for p.m. peak hours. Although
the Board did not have the results of the primary evaluation at
the time of their selection, they selected 7 of the 10 best
alternatives.
Evalua .e Selected Alternatives by Additional Criteria
The remaining nine alternatives were further evaluated by
six additional criteria to determine how their relative merit
might change. The additional criteria were mostly directed at
evaluating the negative impoc: s of each alternative. Some
alternatives may impact Fullersburg residents and the rest of
Oak Brook more than others. This additional evaluation will help
to determine how the alternatives which best satisfy the primary
criteria rate when their impacts are also considered.

Additional Criteria. Table 2 shows that the difference between
the best and worst.alternatives is less than 14%. This suggests
that the difference in the degree of impact is small, especially
between the alternatives judged as the best five by the primary
criteria. The three "B" alternatives were judged best based on
the primary criteria with only one point each separating first,
second, and third.. The ratings by additional criteria also
differ by only one point and in a different order. One conclu-
sion might be that the choice between Bit B2, or B3 is so close
that the rating system cannot di*sti.nguish the difference.
ADDENDED CONSIDERATIONS
Extend Glendale from Washington to York
It has been suggested that an alternative should be tested
which includes extending Glendale to York from Washington. Any
alternative that adds Glendale merely adds another choice of
travel paths for commuters. It also adds another access point
to the Fullersburg area which reduces security in the area.. The
apparent advantage of extending Glendale is that a better geo-
metric design could be obtained at York if the York /Spring inter-
section were closed. In that case Glendale would be the alter-
nate to Spring. Because of the land uses at the intersection of
York and Spring, it does not seem likely that the intersection
could be closed.
Legal Exposure As a Criteria
There seems to be a possibility of legal exposure to Oak
Brook associated with alternatives C, Stops; E, Mazes; G, Direc-
tionai Streets, and to a lesser degree with alternatives J, heft
Turn Restrictions; and Kit Peak Hour Turn Restrictions. We recom-
mend that this matter be reviewed by the Village Attorney if any
of these alternatives are selected for implementation.

be constructed so as to develop a comprehensive trail system.

SUBJECT: Water Main Extei sion - Project No. 78 -1202

This project has recently been completed, with contractor finishing all of the
items that appeared on the Engineering Department's punch -list. There is one
policy determination, however, that remains to be decided by the Village Board;
namely, the Question of financial restitution for the damage which was caused
to the Sheffield Lane pavement during construction.
Over the course of the past several months, I have been in contact with'the con-
tractor, George D. Hardin Inc., to negotiate a, in jry opinion, reasonable set -
tlement concerning this damage. At key tine periods, both the Village PIanager
Canflignani and Trustee Congreve were informed as to any progress regarding such
negotiations, and also gave theit input relative to my discussions.
I believe the details of this subject can be summarized as follows: On Friday,
March 30, 1979, the contractor severely damaged the existing pavement of Sheffield
Lane adjacent to 56 Sheff=ield. I then informed the contractor that it was his
responsibility to accoinimiish the .- onstruction of this section of pavement, with
his reply being that the. pavement failure was not due solely to his operation and
that the pare -ent was badly- deteriorated prior to his construction activities.
Upon investigating the pavement's structural characteristics, I found that this
street was constructed aromd 1963 with a paving section which is now below the
minimum standards of the j "i.11age.
The estimated cost to restore the pavement to an existing condition equaled $6,000.00.
Upon review of this, and further discussions with Village t,.anager CaYmi.gnani, Trustee
Congreve, and the contractor, my conclusion is that the,.Village of Oak Brook and
the contractor should share equally in the cost of this pavement reconstruction; in
other words, each contributing $3,000.00 towards this cost. This is due, in part, to
the age of the pavement and also its substandard structural characteristics, which
may have increased the possibilities of pavement damage due to construction activities.
In this regard, attached you will find a letter dated November 14, 1979 from W.
Charles Wolf of George D. Hardin Inc., accepting tip compromised proposal of $3,000.00
for pavement r construction.

SUBJECT: Wood Street Water Connection. Charge
Attached please find is all the information relative to a request to
reduce the current charges on Wood Street for water connection fee.
If you recall the ordinance was passed or, July 10 effective July 20,
1979 changing the connection charges for water service.
John Brechin's memorandum clearly indicates the alternatives. Trustees
Congreve and Mush have reviewed the situation, and Mr. Spinner is await-
ing an answer from the village board.
The matter has been placed on the Committee -of- the -Whole agenda for
November 26, 1979 for determination.

SUBJECT: Skinner Water Connection Charges
Staff,. _sked to review the particulars as it related to the water
connection charges paid by representatives of Wood Street, specifically,
Ken Skinner.
Attorney Brechin's•memorandum summarizes the circumstances related to this
incident.. There are no extenuating circumstances that would set this aside
from other applications which have been received during the same period.
If the board wishes to pass an amendment to extend the time frame, I be-
lieve we could accommodate that, however, three permit applications have
been received during the same period of time and have paid the full amount
of the fee.
Perhaps we can review at your earliest convenience and decide what
recor endation we would like to make to the board or respond to Mr. Skinner.

SUBJECT: Skinner Water Connection Charges
Recently you asked me to review the situation as
explained in Marianne Lakosil's August 162 1979 memo. The
time frames expressed in that memo clearly describe the effective
date of the Ordinance and the other relevant facts of this
situation. If application by Mr. Skinner was made on July 20
or thereafter, Ordinance No. G -251 is applicable to the property,
and thus the increased connection fees were validly imposed.
I am ur 'aware of any extenuating circumstances which would dis-
tinguish the Skinner situation from other potential applicants
in the time period involved. Granting any relief from the
connection charges would require an amendment to-the Ordinance.
Such an amendment could, for example, provide that the connection
fees involved would not be applicable to any permit applications
made between July 10 and August 10. However, if this amendment
were Trade, it would require the readjustment of any permit fees
received from any persons during whatever time frame is selected
for de:jerring implementation of the increased rates. Please
advise what further action you-wish me to take on this matter.

Here's the chronological information I had on the Skinner
water permit:
7/10/79 - Ord G -251, amending the water fee schedule,
approved by Board of Trustees _
•7/20/79 - Effective date - (10 days later)

It was at this time that he was told to
return the applications with site plans.
8/8/79 - Received the completed applications and
referred same to F. Wilson.
