MINUTES OF MEETING
November 27, 1973

Meeting convened at 6:30 P.M.
York Road - Widening Request
Dave Swain presented to the Committee of the Whole his report relative to
the York Road widening. Copy of that report is attached to the Minutes

At the completion of the presentation, a series of questions were developed.
Trustee Brown questioned tpe answer from DuPage County as it related to
Question #11 and their suggestion that seven -lane capacity was necessary.
The conclusion was it was a misprint in the letter and four lanes should
have been typed.
*Also Trustee Brown asked the village manager to describe the D.H.V. which
is the designed hourly volume. The manager described the designed hourly
volume, 20th maximum hour.
Trustee Baschen asked what the City of Elmhurst was doing relative to York
Road. Village manager advised, the Committee that the City of Elmhurst has,
in fact, prepared a preliminary engineering study for the construction of
a by -pass of York Road through the central business district and has re-
quested federal funding for said improvement.
A question was asked relative to the rationale of widening 31st Street from
York Road to the Tollway. Trustee Swain indicated that he is surprised
that more accidents have not occurred in that section since we are going
from a four -lane facility east of the Illinois Tri -State Tollway to a
two -lane facility and then widening out to four lanes again at the inter-
section. It seemed that the section of 31st Street which was not now
widened should be widened to eliminate the gap in that particular section.
A question was raised relative to the level of service of the roadways.
The village manager described the level of service and again the designed
hourly volumes and their relationship to the 24- hour "traffic volumes that
were reported in the various reports.
The next question was the question relative to the Tollway position on
and whether or not it was the final decision. Trustee Swain indicated

that, in his opinion, that was the final decision and had been advised by
Mr. Blakely of the Illinois Tollway Commission that the Tollway would not

•consider any additional ramps at this time and could not anticipate any
future requests being approved due to the operation of the Tollway
system.
The trustees reviewed the strip map prepared by the Police Department analyz-
ing the accidents and locations of said accidents along the strip of York
Road. The trustees were interested in analyzing, by year, the volumes of
accidents.
It was concluded that the Traffic & Transportation Committee should analyze
the York Road request and make a recommendation to the village board at
their December 11th board meeting.
The meeting was adjourned at 8:00 P.M.
