Minutes - 12/08/1986 - Committee of the Wholef VILLAGE OF OAK BROOK MINiTPES OF THE COMMITTEE -0F - THE -WHOLE MEETING OF December 8, 1986 I CALL MEETING TO ORDER The Committee -of- the -Whole Meeting of December 8, 1986 was called to order by President Cerne in the Samuel E. Dean Board Rocm of the Village Commons at 8:02 P. M. ROLL CALL: PRESENT: Trustees Karen M. Bushy Walter C. Imrie Ronald P. Maher Arthur W. Philip Joseph H. Rush H. Richard Winters President T%bnce F. Cerne ABSENT: None II FAIR LABOR STANDARDS ACT (FISA ) The Village Board discussed the menorandun fram Attorney Martens dated December 3, 1986, and attachment, Fair Labor Standards Act Policies For The Village of Oak Brook, October 1986. A consensus was reached that the present po 1 icy complies with FLSA and in most cases exceeds the standards. Attorney Martens was directed to prepare an ordinance amending Section 5 of the Personnel Rules and Regulations, Overtime Pay: 1) Non - Supervisory Personnel to be referred to as Non - Exempt Personnel. This would include all personnel below the rank of Lieutenant in the Police Department and all personnel below the rank of Chief in the Fire Department. 2) Non - Exempt Police personnel are to be canpensated for required court appearances. The proposed ordinance and policies are to be on the agenda for the Rescheduled Meeting of December 16, 1986. CCMMITTEE -0E- THE -WHOLE Minutes -1- December 8, 1986 ` ^ -2 CCMMI TTEE -OF- THE -WHOLE Minutes -2- December 8, 1986 III HISTORIC GRAUE GATEWAY DISTRICT The Village Board discussed the activities of the 6- member Fullersburg Committee and their review of the Historic Graue Gateway ordinance shared by Hinsdale and Oak Brook. There was a consensus that the committee continue with their efforts, that the Plan Commission is not authorized to expend any monies in this effort and that the Plan Commission review the ccmmittee's findings and make a recommendation to the Board. IV IRRIGATION STUDY/]DAM & SLUICE GATE The Village Board addressed the concerns of the cost of repair and maintenance of the den located in the Old Oak Brook Subdivision. Staff is to review the critical issue of reducing costs by eliminating the dam and sluice gate which would probably lower the water level of the creek by 2 to 3 feet. Concerns are to be shared with the adjoining property owners affected by the dam, Butler National Golf Club and McDonald's Corporation. Trustee Rush moved, seconded by Trustee Imrie...
