Minutes - 02/16/2006 - Library CommissionMINUTES OF THE FEBRUARY 16, 2006 SPECIAL MEETING OF THE LIBRARY COMMISSION OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON MAY 16, 2006. l . CALL TO ORDER: CALL TO ORDER The special meeting of the Library Commission was called to order by Commissioner Jan Skowron in the Library Meeting Room at 6:43 p.m. 2. ROLL CALL: ROLL CALL Carol Maresh called the roll with the following persons PRESENT: Commissioners Madeline Bell, Randa Bishlawi, William Duff, Janice Skowron and Lucia Sutton ABSENT: Commission Chairperson Melissa Salazar and Commissioner Veena Mendiratta IN ATTENDANCE: Meg Klinkow, Library Director and Carol Maresh, Technical Services Library Assistant. 3. UNFINISHED BUSINESS: A. LIBRARY LANDSCAPING: Paul Wiese and Ben Kutscheid of JJR/Smith Group made a presentation summarizing critical issues for the Oak Brook Public Library landscape plan and offered several prospective visions using boards. For the overall site plan there are two options: • Surround view includes tree plantings, flowering bulbs in shaded areas, meandering walkway made of gravel, and options for maze garden and winter garden. • Filtered views with "view corridors ", open plantings, no garden walk but walk in woodland area All agreed there needs to be better access to bike trails. All agreed that the two plans combined was probably a better option. The commission like the view corridors but also want walkways and access to bike trail. Stelios Atikipis stated that there may be money for improved bike paths from other budgets in the Village. 6 views of the front gardens were offered. • Traditional- a few canopy trees against building ground plane of perennial shrubs, ground cover of juniper or similar ground cover, compact trees, and lawns. Simple trees between parking areas and a buffer of shrubs for the friends garden • Activity garden- mow -able ground maze with trees interspersed, chess VILLAGE OF OAK BROOK Minutes Page 1 of 2 February 16, 2006 UNFINISHED BUSINESS LIBRARY LANDSCAPING Ell table, more enriched ground plane with fragrant lilacs and roses, seating, an interactive area. • Color garden- flash of dynamic color with year round interest shaded with overhead trellis of unknown composition, a possible water feature, concrete removed and replaced with brick pavers of a softer color. • Formal garden- sharp line of rows of trees to reinforce shape of building and parking areas, would block view of distant oak trees, reduced paving to allow for more plantings. • Library garden- turf, ornamental trees, remove drive thru lane of asphalt to create open lawn area, simple ground plane, canopy trees, shrubs, ornamental trees, would need to relocate handicap spots and loose 6 parking spaces, informal seating. • Central entryway- like Library garden in size, central walkway, cut through center of hill on far side of parking lot to create a new entrance and remove closer entrance that runs into service entrance, eliminate 2 and on building to make center entry There was a general discussion of the proposals, acknowledging that ideas from several options may be combined. The Commissioners gave their opinions on plants, features, and the designs to the landscape designers. They agreed that they want a simpler design with medium sized trees farther from the building, more color with ornamentals and flowers, seating as a focal point, with maybe a chess table, and seasonal appeal. JJR will revise these and present specific plan refinements at the March 1, 2006 meeting at 7:00 p.m. There will be another meeting on March 8, 2006 at 6:30 p.m. to review any revisions to the plan presented on March 1St ADJOURNMENT: Commissioner Duff moved to adjourn the meeting at 8:53 p.m. Commissioner Bishlawi seconded.
