MEETING CALL:
The Oak Brook Library Commission special meeting of Monday, February 28, 2000 was
called to order by Chairperson Roberta Petz in the Upper Level Conference Room of the
Village Commons at 9:32 a.m.
PRESENT: Commissioners Roberta Petz, Randa Bishlawi, and Anthony J. Ingrisano.
IN ATTENDANCE: Ruth A. Martin, Library Director, and Michelle M. Coduto, meeting
secretary.
2. DISCUSSION ON THE DUTIES OF THE LIBRARY COMMISSION:
Commissioner Petz introduced the topic of the special meeting. The recommended changes,
drafted by Commissioner Bishlawi, were distributed to all present (draft attached).
Discussion followed expressing the commissioners' concurrence that the ordinance should
reference state law and maintain a term length for the commissioners' appointments. The
discussion included defining the phrases to develop, to participate, to recommend, to advocate
and Village. Commissioner Ingrisano requested clarification of the commission's roles as
advocates if their only power is to recommend. Commissioner Bishlawi stated that to
recommend does give power. Director Martin reviewed minutes of past commission meetings
to demonstrate the positive impact of commission recommendations over the years.
Commissioner Ingrisano recommended that `point f might more appropriately be the first point
under Section 2 -172.2 and that `point e' might be the second as an umbrella under which
`points a -d' would further define the commission's role in making recommendations to the
Village Board of Trustees.
Commissioner Petz asked Commissioner Bishlawi to rewrite the draft for presentation at the
next commission meeting, scheduled for March 21, 2000. Bishlawi will send a copy to
Director Martin prior to the meeting. Martin will draft a cover memo to the Village Manager
to request that the draft of Library Commission duties and responsibilities be placed on the
agenda for the Village Board of Trustees to review.
3. ADJOURNMENT:
The meeting was adjourned at 11:31 a.m. by Chairperson Petz.

Section 2 -171. Created; composition
Pursuant to the provisions of Chapter 75, Act 40, of the Illinois Compiled
Statutes, titled the Village Library Act, there is hereby created in and for the village the
Oak Brook Free Public Library Commission which shall consist of three (3) members.

Section 2- 172.2. Library Commission Duties and Responsibilities:
The Library Commission shall have the following; duties and responsibilities:
(a) To develop and adopt rules and policies regarding l ibrary operations and services, and
recommend such rules and policies to the Village Board for enactment into
ordinances.
(b) To participate in the hiring process of a Library Director, in the event of a vacancy,
and to recommend a candidate to the Village to fill the vacancy.
(c) To continually assess the community's needs both in the public and private sector for
library services and make recommendations to the Village and Village Board on
how to meet those needs.
(d) To review and recommend the annual Library budget to the Village Board.
(e) To consider and make recommendations regarding library matters that the Village
Board is asked to vote upon in open session.
( To promote the Oak Brook Library and its services to the residents, schools, business
community, Village, Village Board, and social and philanthropic organizations and to
work effectively with such organizations to ensure that the library meets the needs of
the community.
