The Oak Brook Library Commission met in a special meeting
March 24, 1992, at 7:30 p.m., in the library.
Notice of the meeting had been posted with one agenda item,
notably, an exploration of options available for library
expansion.
Rarbara Renezra felt that we needed to know how the library
would he funded first before we proceed with site sugges-
tions.
Rarbara Haffner's opinion was that we form a library district
first which would automatically put the funding in place
and then choose a site.
:doe Fullan felt we needed to proceed first with a sketch of
a building with its cost and then proceed to a referendum
for funding. As far as governance, Joe felt that the 'Village
Library' oot ion was preferred for our situation.
Joanne conveyed Mack Shuma.te's ideas to the Commission, as he
was not able to attend. Mack suggested we choose three sites,
rank them and provide the cost to build at each site. The
Village can choose to act on our suggestions or not. As
far as the Village continuing, to overate the library if it is
expanded, the decision must be made whether to continue to
operate the library out of the General Fund or levy a tax.
If we propose to create a taxing body, we have to set para-
meters from the beginning.
One way to word the question on a referendum could he,
no you want to establish a board that has the
ability to tax to build a library building
at ........ (site)?

The Corrmission chose and ranked three sites as follows:
1. Park District - Central Park
2. West of fire station on northeast corner of
Jorie Blvd. and Oak Brook Road
3. Sports Core by the Administration Building
Joanne shared a letter she had received from Steve Larson,
financial advisor /consultant to many libraries, and sugges-
ted that we contact him to help us in this major under-
taking.
Barbara Benezra is going to talk to Susan Johnson, President
of the Park District Board, Joe Fullan is going to talk to
John T_tnquist, Park Board Trustee, and Joanne is going to
talk with Jon Sommer, to gage their receptivity to our
first ranked new library location.
Joanne will also contact Charles McAdams, Snorts Core Direc-
tor, for possible site location in the Sports Core.
The meeting adjourned at 9:50 p.m.
The next regularly scheduled meeting is April 21, 1992 in
the library.
