1. CALL TO ORDER: CALL TO ORDER
The special meeting of the Library Commission was called to order by Chairperson
Melissa Salazar in the Library Meeting Room at 7:30 p.m.
2. ROLL CALL: ROLL CALL
Commissioner Salazar called the roll with the following persons
PRESENT: Commission Chairperson Melissa Salazar, Commissioners Randa
Bishlawi, William Duff and Janice Skowron
ABSENT: Commissioners Madeline Bell, Lucia Sutton and Veena Mendiratta
IN ATTENDANCE: Meg Klinkow, Library Director and Michelle M. Coduto,
Meeting Secretary, Denise Zielinski, DuPage Library System
Director of Informational Services and Nancy Hayden, Friends of
Oak Brook Public Library President
3. APPROVAL OF MINUTES: MINUTES
SPECIAL LIBRARY COMMISSION MEETING — JUNE 17, 2004
Motion by Commissioner Skowron seconded by Commissioner Duff to approve
the minutes of the Special Library Commission Meeting — June 17, 2004 as
written.
4. UNFINISHED BUSINESS UNFINISHED
BUSINESS
A. MEETING DATES FOR 2004: MEETING DATES
Chairperson Salazar solicited comments concerning the Special Meeting dates for
the remainder of 2004. In 2005, the meetings will return to the third Tuesday of
the month and will be bi- monthly instead of quarterly.
5. NEW BUSINESS NEW BUSINESS
A. PROPOSED POLICY AMENDMENTS TO GENERAL AND MEETING POLICY AMMEND
ROOM POLICIES:
Director Klinkow introduced amendments to the General Policy and Meeting
Room Policy to reflect the following changes to the policies:

No eating, drinking or smoking is allowed in the library. Running
is not permitted in the Library. Proper attire which includes shoes
and shirt is required at all times.
Amend to read:
No smoking is allowed in the Library. Eating and drinking,
including alcoholic beverages, are allowed at the discretion of the
Library Director and in conformance with Illinois compiled statutes
and Village Policies and Ordinances.
Meeting Room & Group Study Rooms Policy
I. REGULATIONS AND RESTRICTIONS
11. Smoking and alcoholic beverages are not permitted in the Library.
Amend to read:
11. Smoking is not permitted in the Library.- Alcoholic beverages are
permitted in the Meeting Room and Meeting Room Garden areas at
the discretion of the Library Director and in conformance with
Illinois compiled statutes and Village Policies and Ordinances on the
serving of liquor.
Discussions covered Library patrons' requests for the privilege of drinking coffee
in the Library. Additionally, the Friends of the Library have requested the ability
to serve wine or champagne at their Evergreen Concerts to be held in the Library
Meeting Room. Other discussions included selling drinks and light food in the
lobby, allowing drinks in covered cups in the main part of the Library and allowing
the occasional alcoholic beverages to be served in the Meeting Room and its
surrounding garden at the discretion of the Library Director and in conformance
with all applicable statutes and Village Policies and Ordinances.
Commissioner Bishlawi moved to amend the General and Meeting Room Policies.
Commissioner Skowron seconded the motion. The Commission voted
unanimously to amend said policies.
B. CHAIRPERSON'S REPORT:
Chairperson Salazar reported that she and Director Klinkow had met with Village
Manager Rick Boehm to discuss the opening of a cafe in the Library's lobby.
Salazar opened the floor to Denise Zielinkski who distributed DuPage Library
System (DLS) Trustee Packets to the Commissioners and took a few moments to
review the role and benefits of DLS in conjunction with the Oak Brook Library.

C. DIRECTOR'S REPORT:
Director Klinkow distributed a written report and highlighted some
accomplishments since the last Commission meeting including a record high
circulation of over 10,000 for the month of June, the creation of a calendar of
events and the redesigning of the children's garden. Klinkow invited the
Commissioners to become involved with the landscape design for the rest of the
building's grounds.
Klinkow thanked Friend's President Nancy Hayden for her work with the new
landscape plan and thanked the Friends for funding the project.
ADJOURNMENT:
Chairperson Salazar moved to adjourn the meeting at 8:55 p.m. Commissioner
Bishlawi seconded the motion.
