Minutes - 07/27/1993 - Library CommissionLIBRARY COMMISSION MEETING MINUTES JULY 271 1993 Members Present: Joe Fullan, President Barbara Benezra Barbara Haffner Also Present: Karen Bushy, Village President Gerald McInerny, Trustee Bob Leslie, Oakbrook Terrace Alderman John Vallie, Oakbrook Terrace Alderman Joanne Fritter, Librarian The Oak Brook Library Corrmission met Tuesday, July 27, 1993, at 6:00 p.m. in the lower level conference room of the Village Hall. Barbara Benezra moved that the agenda be adopted as presented. So moved. Joe introduced new village trustee, Gerald McInerny, liaison to the Library Corrmission and welcomed and en- couraged him to be an act -ive advocate of the library. Alderman Bob Leslie from Oakbrook Terrace presented a proposal requesting Oak Brook to consider providing library service to approximately 100 Oakbrook Terrace families residing primarily along Spring Road just south of Roosevelt. Oakbrook Terrace currently contracts for library service with Villa Park library and will continue to do so. Their request to Oak Brook is in addition to their contract with Villa Park. Alderman Leslie then distributed a draft of an agreement for library service and noted that the non - resident fee for a library card for a family card for one year at Villa Park is $94.00 which is identical to Oak Brook's fee. Oakbrook Terrace also pays a $3.00 bookkeeping fee. If a family wishes a system card, they are personally re- sponsible for paying the difference. Joanne did not see the request as a burden for our staff or resources. After discussion of the proposal, it was the recorrrnenda- tion of the Library Corrmission that Joanne bring this item to the Village Board for their approval. Joanne reported that staff polled four sourrounding libraries as to whether they allowed non - resident children to participate in their sun -mer reading programs. -2- We were interested in knowing the possible impact on our program. Hinsdale and Westmont responded, 'no,' Elm- hurst, 'yes,' and Downers Grove, 'yes' if they attended Downers Grove schools. Trustee McInerney suggested we might try to coordinate our summer activities with those of the Park District or the Bath and Tennis programs. Joe attended an Open House of the new regional talking book service which is housed at the DuPage Library System building in Geneva. The open house was well attended (and judging from the glowing letters of users of talk- ing books they are providing an exceptionally well managed operation). The Library Commission attended the Committee of the Whole meeting of July 12, 1993, regarding Sports Core manage- ment and want to make it known that they were disappoin- ted in Trustee Shumate's recommendation for a management company to operate the Sports Core. President Bushy stated she was also disappointed. And that the proposal does not follow the intent of the original referendum at the time of the Sports Core purchase. Joanne shared a memo from herself and Vince Long, Acting Sports Core Manager, addressed to the Village President and Board of Trustees regarding a request to receive nronesals from urban planners rec-ardina the development of the Snorts Core. Both the library budget and Sports Core budget each have fi35.000 for this item. Joe expressed the desire of the Library Commission to be involved in the planning-of the Ion; range development of the Sports Core. Barbara Benezra, "this is the biggest window of opportunity for the library by being included in the long range plan for the Sports Core." President Bushy believes that it would be very difficult to sell a stand alone building to the community but likes a multipurpose building where each special use area could share utilities, washrooms, parking, etc. Timing is critical - should have a referendum ready by the time the Sports Core is fully paid for in 1994. Joe will write a letter on behalf of the Library Commission to the Village Board concerning its desire to be a full fledged partner in the Sports C ^re long range plan.
