OF THE LIBRARY COMMISSION OF THE VILLAGE OF
OAK BROOK APPROVED AS WRITTEN ON
SEPTEMBER 20, 2005.
1. CALL TO ORDER: CALL TO ORDER
The special meeting of the Library Commission was called to order by Chairperson
Melissa Salazar in the Library Meeting Room at 7:02 p.m.
2. ROLL CALL: ROLL CALL
Commissioner Salazar called the roll with the following persons
PRESENT: Commission Chairperson Melissa Salazar, Commissioners
Madeline Bell, William Duff, Veena Mendiratta, Janice Skowron
and Lucia Sutton
ABSENT: Commissioner Randa Bishlawi
IN ATTENDANCE: Meg Klinkow, Library Director and Michelle M. Coduto,
Office Coordinator.

BUSINESS
LIBRARY LANDSCAPING:
Chairperson Salazar thanked the residents for coming and announced that although
the floor would not be opened for discussion, written comments would be accepted
by the Commission.
Salazar addressed the Commission stating that within this meeting they should
consider the public opinions and their own personal views and either come up with
a list of changes to the current plan or decide to initiate a new, broader plan.
Commissioner Skowron noted that the sprinkling system, shade trees, patio and
fountain came up repeatedly at the public hearing.
Commissioner Mendiratta suggested that since the Village Board asked them to
consider a whole Library landscaping plan, the Commission should create a
wishlist of everything the landscaping needs that can be implemented in stages. It
may not work to make piecemeal changes to a smaller plan. Mendiratta also
suggested that the Commission bring in a landscape architect to talk with the
Commission; someone who is knowledgeable about what is native and will do well
in this environment.
Director Klinkow reminded the Commission that bringing in a landscape architect
will cost the Library money. She explained that in the past, this information was
provided by those submitting proposals. The Commission would choose among
those proposals for the final landscape plan.

LANDSCAPING
Mendiratta clarified that she was speaking of bringing in someone from the Morton
Arboretum to educate the Commission and provide a general concept or
understanding of the natural context of the garden. She feels that this will be worth
the money. Commissioners Bell and Skowron agreed with Mendiratta's opinion.
Mendiratta offered to call her contact at Morton Arboretum, Marcy Stewart- Pyziak,
to set something up.
The need for a sprinkler system in the front garden was discussed and it was
decided that the Commission would seek counsel with the consultant from Morton
Arboretum on this matter.
Klinkow explained the difference between proposals and bids, within the Village's
structure, to the Commission.
Mendiratta suggested putting mulch in the front garden as the plan would not be
finished this season. Klinkow said a landscape architect had suggested sod instead
of mulch so they might ask the consultant which to use.
There was general discussion of which consultant at the Morton Arboretum to
contact for the educational session. Commissioner Skowron asked Klinkow to
arrange for a consultant and Mendiratta offered to call her contact. Klinkow said
she would be willing to arrange for the educational session if payment was
reasonable. Mendiratta said her contact was not expensive and she would discuss
this with her and get back to Klinkow.
It was decided that the Commission would come up with a proposal of a landscape
architect to create a plan and bring this proposal before the Village Board. Since a
budget has not been established, the Village Board can make a decision regarding
how much to spend at that time.
The Commission created a schedule for completing the landscape plan. It is as
follows:
1) Each member will walk around the building on his /her own to form a personal
vision for the landscape plan.
2) Meeting on August 17th at 7 pm to discuss the personal visions and to generate a
list of talking points for the consultant.
3) Meeting on August 31St at 6:30 pm to talk with the consultant from Morton
Arboretum.
4) Regularly scheduled Commission meeting on September 20, 2005 at 7 pm. In
addition to regular Library business, the Commission will agree on project
parameters, compose a general outline and prepare a package to be sent out for
proposals.
5) Contact landscape architects for proposals or work with the appropriate Village

staff to go out for a formal bid.
6) A meeting will be scheduled for the proposals to be presented or for a bid
opening (arranged by the Village's Purchasing Department).
7) A meeting will be held to choose a landscape architect and plan.
8) The chosen plan will be presented to the Village Board at the next regularly
scheduled Board meeting.
4. ADJOURNMENT: ADJRN
Commission Chairperson Salazar moved to adjourn the meeting at
8:40 p.m. Commissioner Bell seconded the motion.
