LIBRARY COMMISSION MEETING MINUTES
August 24, 1992

This specially called Library Commission meeting was
called to order at 11:10 a.m., August 24, 1992, in the
Lower Level Conference room of the Village Hall.
Chairman Fullan presented a proposed agenda and asked
for acceptance. All accepted.
The minutes of the July 21, 1992, meeting were approved
with a correction being made by Joanne regarding non-
resident fees in our neighboring libraries. The current
fees for the following libraries are:
Downers Grove $105.00 per year
Elmhurst $140.00 per year
Hinsdale $195.00 per year
Oak Brook Library has 4,519 valid card holders. With an
average of 3.1 persons per household, it could cost Oak
Brook to contract library service
$153,090 per year at Downers Grove
$204,120 per year at Elmhurst
$284,310 per year at Hinsdale
A system card valid at all libraries is $212,00, which
could cost Oak Brook $309,096.
Joe reported that DuPage Library System had to let eight
staff members go as a result of State Librarian Ryan's
33% cut in the system's budget. Services will be re-
duced with some eliminated and local libraries will be
charged for many services that system has provided to
local libraries in the past.

Each commissioner received a copy of the current Illinois
Library Law as excerpted from the January 1, 1992,
Illinois Revised Statutes. Joe requested a discussion at
the next meeting regarding library corrmission responsi-
bilities as referred to in the law.
There was considerable discussion -of Trustee Mayer's memo
to the Commission and librarian regarding ways we might
approach the Village Board in order to be given specific
direction from the Board. Barbara Haffner made a motion
that the five questions on Trustee Mayer's memo be placed
on the September 8, 1992, Village Board agenda by Trustee
Mayer. Those questions being:
> Will the village continue to support the library
at about $300,000 per year?
> Would the village increase its library commit-
ment up to $500,000 per year if we had a new
building?
> Would the village seek, through some means,
$3 million in financing- perhaps $500,000 per
year for a building?
> Would the board initiate a referendum for
forming a library taxing district?
> Would the board initiate an advisory refer-
endum asking something like: 'Should Oak Brook
actively and promptly seek to enlarge and im-
prove its library at a cost of about $900,000
per year (until bond retirement, then one
half that expense) as opposed to the present
cost of about $270,000 ?'
Joanne had a concern regarding locating the library on
Sports Core property as the Sports Core is operated as
a membership organization with an enterprise fund budget.
Sports Core Manager, Chuck McAdams, stated that the
Sports Core is not entirely self- sufficient and does use
some corporate fund money. The Sports Core needs to have
an overall long range development plan and the Village
Board needs to decide if it is to be operated strictly
as a business or as a service with daily user fees. It
would be much more likely to have a library on the prop-
erty if the Sports Core is more accessible to residents.
Trustee Mayer expressed the concern that we might be
doing the library a disservice in tying ourselves too
closely to the Sports Core.

Joanne will contact the commissioners regarding the
date of the Village Board meeting.
The date of the next regularly scheduled meeting of the
Library Commission is October 20, 1992, at 2:00 p.m.,
in the library.
The meeting adjourned at 1:00 p.m.
