Minutes - 10/20/1992 - Library Commission9 0 LIBRARY Ca/Y\4ISSION MEETING MINUTES Members Present: Also Present: October 20, 1992 Joseph Fullan, Chairman Barbara Benezra Barbara Haffner Phillip Mayer, Trustee Christie Hart, Daily Herald Joanne Fritter, Librarian The Oak Brook Library Commission met Tuesday, October 20, 1992, at 2:15 p.m., in the library. After making note of a typographical error in which a system card valid at all public libraries could cost $212.00 not $212,000, Barbara Benezra moved that the minutes be approved. So moved. Joanne reviewed the quarterly report and noted that library business had increased 6% over the same quarter a year ago. She also expressed appreciation for the volunteer work per- formed by two persons in the library this summer. Per state requirement, we review our non - resident fee annually. It was the concurrance of the Commissioners to keep the non - resident fee at $94.00 for 1993. This fee was arrived at by calculation of a state mandated formula. Joanne received a legislative notice from the Illinois Library Association that on September 11, 1992, Governor Edgar signed into law, effective January 1, 1993, that no new libraries shall be established under the 'Village Library Act.' This does not affect those few libraries now operating under that rather obscure provision. So never again shall their be a public library established as Oak Brook's which is without tax support and an elected board of trustees whose sole function is the library's welfare. Barbara Haffner and Joanne attended a luncheon meeting at the Bath and Tennis Club, September 23, 1992, with Chuck McAdams, Sports Core Director, members of the Sports Core committees, Trustee Shumate and representatives of Sasaki Associates, Inc, urban planners. The representatives presented a slide show giving us an idea of the wide rang- ing projects they had been involved in. They then describ- ed to us the kinds of ways they could be helpful in • -2- • developing the Sports Core with a comprehensive plan taking into account a thorough site analysis with cultural and recreational amenities. They will come back with a number of proposals with varying costs. Joe opened a discussion with the question, "How can the Commission be better advisers to the Village Board ?" Phil offered to communicate to the Village Board each month during 'Reports of Activities,' any news the library might have. It was suggested we start a public relations campaign to make the library more visible. Barbara Benezra offered to work with Joanne on a news sheet to give to Phil each month. The success of the home rule referendum would establish an income potential. If it loses, all departments will be required to cut back. Barbara Haffner thought this might be in the library's favor as we could then work seriously for a library district. Trustee Mayer stated the reason the Villa e Board did not vote to place the library district formation question on a referendum was that they did not want to be a party to any institution of a tax. As far as Commissioners preparing for a future library building program, we need to get the word out about the library. Barbara Haffner suggested calling Suburban Library System for statistics on how many of our patrons use Elm- hurst, Downers Grove and Hinsdale Libraries. Phil suggested looking at President Bushy's list of residents who might volunteer their services in publicity. Christie - DO we think that defeat of home rule will effect library? Phil responed that everything will have to be looked at. Joe - Served on the DuPage Library System Board of Trustees for six years and was recognized with a certificate of recognition. He stated he had dealt with a split in the automation cluster and a 33% reduction in budget. Feels proud to have served through such a trumatic period. Joe closed by reading the poem Do not go gentle into that good night, by Dylan Thomas.
