Minutes - 11/16/1999 - Library Commission.7 • MEETING CALL: OAK BROOK LIBRARY COMMISSION Minutes November 16, 1999 UNOFFICIAL UNTIL APPROVED AS WRITTEN X OR`AS AMENDED BY THE LIBRARY COMMISSION ON January 18, 2000 The Oak Brook Library Commission meeting of Tuesday, November 16, 1999 was called to order by Chairperson Roberta Petz in the Upper Level Conference Room of the Village Commons at 7:31 p.m. PRESENT: Commissioners Roberta Petz, Randa Bishlawi, and Anthony J. Ingrisano. IN ATTENDANCE: Adam Butler, Library Liaison Trustee, Ruth A. Martin, Library Director, and Michelle M. Coduto, meeting secretary. Stephen B. Veitch, Village Manager and Richard A. Martens, Village Attorney arrived at 7:40 p.m. and departed at 8:15 p.m. New Library Commissioner, Randa Bishlawi, was welcomed by the attendees. 2. APPROVAL OF MINUTES: The minutes of the September 21, 1999 meeting were approved as submitted. 3. ADDITIONS TO THE AGENDA: None. 4. OLD BUSINESS: A. LIBRARY FOUNDATION REPORT: Director Martin announced that the second solicitation letter had been sent and 14 letters had already been received with approximately $3,500 in donations. B. FRIENDS OF THE LIBRARY REPORT: Commissioner Petz reported that the Evergreen Concert on October 17, 1999 was a success, with nearly 100 in attendance to enjoy the Barrington Brass. The next Evergreen Conert, featuring Tango Real, will take place on April 9, 2000. The Friends will decorate the Library for the holiday season on December 4, 1999. C. LIBRARY PROJECT REPORT: Director Martin reported that Carow Architects Planners had completed the drawings, which were then passed on to Harbour Contractors who will approve them for clarity before taking the drawings out for bid. Martin also reported that the Village's motion to dismiss Mr. Kitsos' lawsuit was denied on November 16, OAK BROOK LIBRARY COMMISSION 1 of 3 November 16, 1999 i 0 .0 1999. Attorney Martens added that Kitsos can bring evidence to the hearing on December 1, 1999 to prove why the Library should not begin the building process. 5. NEW BUSINESS A. STATEMENT HONORING BARBARA D. BENEZRA: Commissioner Petz stated that "on behalf of her fellow Commission members, Tony Ingrisano and myself, I would like to note for the record our appreciation for our former colleague, Barbara D. Benezra. Her vision of a beautiful library to meet the recreational and informational needs of everyone in our Village of Oak Brook will soon be a reality. Barbara's energy, intensity of purpose, determination, and willingness to put forth so may efforts have contributed greatly to making that dream come true. We say `thank you' for being such a vital part of the Library team." B. REVIEW OF REFERENCE AND YOUTH SERVICES POLICIES: Director Martin described the Reference Policy as a short policy which deals with service to Oak Brook and non -Oak Brook patrons that was passed in 1995 with no changes made in 1997. The Library staff recommended no changes for 1999 because the whole policy will need to be revised for the new building. The Commission agreed that the current Reference Policy will remain until the Summer of 2000. Director Martin next discussed the Youth Services Policy which has been revised and was distributed to the Commissioners and Trustee Butler for review. The Commissioners were asked to contact Martin with comments. She will prepare a final draft for a vote at the January meeting. C. REVIEW OF LIBRARY COMMISSION DUTIES: Village Manager Veitch and Attorney Martens discussed the duties of the Library Commission as stated in Village Ordinance and state law. It was decided by the Commission that they ,will recommend that their duties should be made more specific within the Library's General Policy and possibly the Village Code of Ordinance. D. SERVING OUR PUBLIC. INTRODUCTION AND CHAPTER 6: Director Martin reviewed the Introduction for the benefit of Commissioner Bishlawi. Martin then discussed Chapter six, dealing with programming in which many of the core and supplemental standards were met by the Library and those that were not met will be accounted for in the new building. 6. DIRECTOR'S REPORT: • Director Martin announced the Library's new adult Winter reading program. 8. ADJOURNMENT: The meeting was adjourned at 9:38 p.m. by Chairperson Petz.
