AN ORDINANCE LICENSING PEDDLERS,
CANVASSERS AND SOLICITORS WITHIN THE LIMITS OF THE
VILLAGE OF OAKBROOK, DU PAGE COUNTY,
ILLINOIS, AND REPEALING ORDINANCES
THERETO PERTAINING TO BE ENTITLED THE
"OAKBROOK SOLICITORS REGULATION ORDINANCE OF 1968"
Whereas, the corporate authorities of the Village of Oakbrook
have received numerous complaints from citizens of said Village
alleging that wrongful and fraudulent acts have been committed by
peddlers, canvassers and solicitors within said Village; and,
Whereas, because of the large size of the said Village and
consequently the long distances police are required to travel to
obtain proper surveillance of the activities of, peddlers, canvas-
sers and solicitors; and,
Whereas , the police department of said Village has studied and
reported that the administrative cost of proper supervision of
peddlers, canvassers and solicitors has increased and is rising
and therefore have recommended the following changes in the ordi-
nances heretofore adopted regulating these matters and said re-
commendations are concurred in by the President and Board of Trustees,
NOW, THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Oakbrook, DuPage County, Illinois,
Section 1. That an ordinance entitled "An Ordinance Licensing
Peddlers and Solicitors Within The Limits of The Village of Oakbrook,
DuPage County, Illinois, " passed and approved by the President and
Board of Trustees of the Village of Oakbrook on the 21st day of
April, 1961, and known as Ordinance G-24, and an ordinance entitled
"An Ordinance Amending An Ordinance Licensing Peddlers and Solicitors
Within The Limits of The Village of Oakbrook, DuPage County, Illinois,
and Repealing An Ordinance Thereto Pertaining, Passed and Approved
By The President and Board of Trustees on The 21st Day of April,
A. D. 1961, As Amended, " passed and approved by the President and
Board of Trustees on the 16th day of July, A.D. 1962, and known as
Ordinance G-37, both be, and the same are, hereby repealed, and
that in lieu thereof the following ordinance be and the same is
hereby adopted.
Section 2. This ordinance shall be known as the "Oakbrook
Solicitors Regulation Ordinance of 1968" .
Section 3 . It shall be unlawful for any person to engage in
winess as a peddler, canvasser or solicitor, calling at residences
hin the Village of Oakbrook, without the previous consent of the
occupant, for the purpose of soliciting orders, sales, subscriptions
or business of any kind, or seeking information or donations without
first having registered in the Office of the Department of Police
of said Village of Oakbrook. The registrant shall give his complete
identification, his signature, the name of his employer and the

employer's business address and, if a corporation, the name of the
registered office and registered agent, and, if said business is
conducted under an assumed business name, then the names and ad-
dresses of the true owners thereof must be given, the nature of
the products or services in which he is interested, the names of
the suppliers or manufacturers of such products, or of the organi-
zation which he is representing, and the proposed method of opera-
tion in the Village.
Section 4. Each registrant shall pay to the Village a regis-
tration fee of +Nb .tin YA A Dollars

the date of said registration.
Section 5. At the time of making payment of the registration
fee herein, the registrant shall also deposit with the Village Clerk
a cash bond or surety bond in the amount of o N= //aW,Q A E.6
o •- collars ($ _Ar,,& &—* ) conditioned upon such
person co plying with all of the ordinances of the Village of Oak-
brook, which bond shall be returned to registrant upon the expiration
of the term of said license, if no offense is committed.
Section 6. Each registrant, who shows evidence of good character
and who pays the fee provided for herein, shall be furnished a license
indicating that he has registered and showing the dates covered by
such registration, the name of the registrant, the person, firm or
corporation registrant represents and the number of said license.
The license shall be provided by the Village, shall be in the
form of a badge and shall be prominently displayed by registrant on
the front, upper part of his outer garment while he is peddling,
canvassing or soliciting in the Village.
Section 7. The provisions of this ordinance shall not apply
to officers or employees of the Village, DuPage County, the State
of Illinois, or the Government of the United States of America
when on official business or to persons peddling, canvassing or
soliciting on behalf of any religious organization.
Section 8. Any such license may be revoked by the Village
President or Chief of Police because of any violation by the regis-
trant of this ordinance or of any other ordinance of the Village,
or by any State or Federal law, or whenever the registrant shall
cease to possess the qualifications and character required in this
ordinance for the original registration.
Section 9. Peddling, canvassing and soliciting on Sundays and
legal holidays shall be prohibited and no such activities shall be
permitted on other days between the hours of 7:00 o'clock P.M. and
9:00 o'clock A.M.
Section 10. It shall be unlawful to enter any residential or
business premises, or to remain therein, for the purpose of peddling,

canvassing or soliciting, selling or taking orders for any com-
modity or service, or for soliciting for any charitable cause
without the express or implied consent of the occupant of said
premises regardless of whether or not a license has been issued.
Section 11. Any person who shall violate any provision of
this ordinance shall be fined not less than Five and No/100 Dollars
($5,00) nor more than Five Hundred and No/100 Dollars ($500.00) for
each offense. Each day such violation shall continue shall consti-
tute a separate offense.
