AN ORDINANCE AMENDING ORDINANCE NO . C-76 OF THE VILLAGE
OF OAK BROOK, DU PAGE COUNTY , ILLINOIS , PERTAINING TO
THE POLICE DEPARTMENT OF SAID VILLAGE ; RE-ESTABLISHING
AND RE-ORGANIZING THE SAID POLICE DEPARTMENT BY INCREA-
SING THE NUMBER OF POLICE SERGEANTS AND PATROLMEN .
BE IT ORDAINED by the President and Board of Trustees of the
Village of Oak Brook, Du Page County , Illinois :
Section 1 . That Section 5 of "An Ordinance Repealing Ordinance
No . G-4 of the Village of Oak Brook , Du Page County , Illinois , Pertai -
ning to the Police Department of Said Village; Re-establishing the
Offices Therein; Establishing the Method of Appointment , and Prescri-
bing the Duties of Officers Appointed Thereto" , passed and approved by
the President and Board of Trustees of the Village of Oak Brook on the
26th day of September, 1967 , as amended , be and the same is hereby
amended , and as amended shall read as follows :
"Section 5 a. Police Sergeant. The office of Police Sergeant
is hereby created. Police Sergeants shall be limited to five (5)
in number unless such number is otherwise changed by the President
and Board of Trustees . Police Sergeants shall be appointed by the
Board of Fire and Police Commissioners of the Village of Oak Brook
pursuant to the statutes of the State of Illinois and the rules of
said Board .
"The duties of Police Sergeant shall be to give his attention
to the affairs of said Village, preserve the peace , order , safety ,
cleanliness , and to otherwise enforce the ordinances of the Village
of Oak Brook, and the orders of the Police Chief , Lieutenant , and
the Village President.
"Such Police Sergeant shall be under the direct supervision
of the superior officers , and shall at all times be subject to
the rules and regulations of the Board of Fire and Police
Commissioners .
"Section 6 a . Police Patrolmen . The office of Police Patrol -
man is hereby created . Police Patrolmen shall be limited to twenty-

by the Board of Fire and Police Commissioners of the Village of Oak
Brook pursuant to the Statutes of the State of Illinois and the

"All male persons heretofore duly appointed and now acting as
Police Patrolmen and/or desk officer
shall be patrolmen as though a.pp inted
this ordinance.
"The duties of Police Patrolman shall be to give their atten-
tion to the affairs of said Village , preserve the peace , order ,
safety , cleanliness and to otherwise enforce the ordinances of the
Village of Oak Brook , and the orders of superior officers and the
Village President . Such Police Patrolmen shall be under the direct
supervision of their superior officers , and shall at all times be
subject to the rules and regulations of the Board of Fire and Police
Commissioners .

Section 2 . That this ordinance shall be in full force and
effect from and after its passage and approval as by statute in
such cases made and provided .
PASSED AND APPROVED by the President and Board of Trustees of
the Village of Oak Brook , Du Page County , Illinois , this
day of 1975 .

SUBJECT Need for attached Ordinance
Dear George ,
Attached is material which was reviewed by the Public Safety
Committee at their meeting of April 2 , 1974.
Actually all steps through Step ±�4 were carried out except for
those which pertain to the 2nd Lt . position. As soon as the
Lt . ' s eligibility exam is given, we will be able to fill that
position.
This temporarily leaves us with one patrolman over our authorized
strength of 21.
The fifth Sgt. was also authorized at this meeting and is being
placed in the ordinance at this time.
In brief, we have one more patrolman than authorized and one
less Lt . than authorized . Purpose of this ordinance is to bring
our ordinance in line with department strength.
After the Lt . examination, then a new ordinance will have to be
passed increasing the number of Lt. ' s to 2 and reducing the
number of patrolmen back to 21.
Step #5 of our Organizational Objectives for the 174-75 year has
been shelved temporarily in an economy measure .

OAK BROOK. POLICE DEPARTMENT
1974 - 1975 ORGANIZATIONAL OBJECTIVES
The objective of the police department is to provide a service to the
residents and their guests . These services include protection of life
and property and for their safe use of the roadways .
Police duties include general preventative patrol , traffic contacts and
enforcement, accident prevention and investigation , criminal investiga-
tion and apprehension , involvement will juveniles and general law enforce-
ment.
Proposed personnel for the Oak Brook Police Department for the fiscal
year 1974-75 includes twenth-nine sworn personnel , six civilian radio
operators , two civilian clerks and one civilian secretary .
The department will operate ten patrol vehicles ; four marked , four
unmarked and two marked combination patrol/ambulance vehicles , all of
which are radio equipped and carry emergency equipment.
The increase in personnel requested will enable the duties of the
department to be more evenly balanced . Starting at the top will be
two Lieutenants , each will head a seperate function of the department.
One of these Lieutenants will be in charge of operations . Operations
include patrol , traffic , ambulance and juvenile functions of the depart-
ment . He will be directly responsible to the Chief for the operation
of the department in these areas . The second Lieutenant will be in
charge of Administration and Services . This area includes criminal
investigation, court liaison , intelligence , communications , records ,
reception , public information , public relations and services , which
include maintenance and supply , jail and laboratory operations .
Under the Lieutenant in operations will be four Sergeants . Three will
be Shift Commanders and the fourth will be a relief Shift Commander
when the Shift Commander is off duty . Under these Sergeants will be
eighteen Patrolmen who will perform the functions required in patrol ,
traffic , ambulance and juvenile areas .
Under the Lieutenant in the Administration and Services area will be
a Sergeant in charge of investigation who will be responsible for
co-ordinating the Detective function of the department. A civilian
Sergeant will be in charge of the Communications function. Two records
and reception clerks to keep the files and records updated will also
be in this section .
The changes in the department structure will be accomplished on a five
step program over a six month period as shown in the following explana-
tions and diagrams .
PLAN OF IMPLEMENTATION
STEP 1#1 PRE MAY 1st 1974
Fill our present authorized table of organization before the new budget
year .
Fill the Lieutenant vacancy from our present eligibility list.
This Lieutenant will be in charge of operations and would be responsible
for the co-ordination of all uniformed personnel . He would have immedi -
ately under his command , three Sergeants who will each be in charge of a
duty shift.
Under the Sergeants command would be seventeen patrolmen assigned to pat-
rol , traffic and ambulance duties . The patrolmen would be assigned to
particular duty assignments by work load at that particular time .
When the Sergeant is moved to the Lieutenant position , it will create a
vacancy in a position of Sergeant. At this time promote one patrolman ,
who is on the eligibility list , to the position of Sergeant.
With the promotion of this patrolman , there will be an opening in the
position of patrolman. At this time hire a man from our patrolman
eligibility list. This will put us at authorized strength , as authorized
by the 1973-74 budget. See Figure #1 .
STEP #2 MAY 1974
We will be authorized under budget for a total strength of 38 persons .
At this time one new patrolman shall be hired . This will bring the
number of patrolmen to 21 . See Figure #2.
STEP #3 AUGUST 1974
At this time our Lieutenant and Sergeant eligibility list will have
expired . It will be necessary for promotional exams to be given for
Lieutenant and Sergeant . One Sergeant will be promoted to Lieutenant
and one Patrolman to Sergeant. A new man will be hired from the patrol -
man eligibility list. See Figure #3 .

STEP #4 SEPTEMBER 1974
At this time one more Sergeant position will be created on the Depart-
ment . This position will be necessary for the supervision of the
Detective Division function . A patrolman on the Sergeants list shall
be promoted . This promotion will leave a vacancy in the patrolman ' s
classification , at this time we will hire one more man off the patrol
man list. See Figure #4 .
STEP #5 OCTOBER or NOVEMBER 1974
At this time we will hire our sixth Communications Officer and second
Clerk. Hiring them at this time will enable them to be trained for
the approaching busy season . We also will have a large amount of con-
densing of records to do for our approaching new building . At this
time the Department will be at full authorized strength . See Figure #5.
