G - 317 AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS OF THE VILLAGE OF OAK BROOK WHEREAS, the President and Board of Trustees of the Village of Oak Brook have heretofore adopted Personnel Rules and Regulations ; and WHEREAS, said Personnel Rules and Regulations have been amended from time to time ; and WHEREAS, it is deemed appropriate that said Personnel Rules and Regulations as previously amended be further amended as hereinafter provided; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES , ILLINOIS as follows : Section 1 : That Section 1 (D) of Article IX of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows : D. Service Awards - Meritorious and Longevity - Awards Tor outstanding or meritorious service shall be recommended by the Department Heads or Village Manager for employees that perform acts beyond their normal scope of duties . An award shall be presented at the completion of 10 , 15 , 20 , and 25 years of continuous employment to all full time , part time and volunteer employees of the Village of Oak Brook in recognition and appreciation of dedication and service to the residents of Oak Brook. In addition to the awards , all full time employees of the Village shall receive the following based on longevity of continuous full time employment . a) 10 years - $50 . 00 gift certificate b) 15 years - $75 . 00 gift certificate c) 20 years - $150 . 00 gift certificate d) 25 years - 2 weeks of additional vacation Section 2 : That Section 1 of Article V of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows : Section 1 .. Outside Employment Permitted. (a) Outside Employment - Outside employment of any Village employee (except Department Heads as herein- after described) should be kept to a minimum. As a general rule , time off, vacation, and holidays are granted for the benefit of the employee and are not to be utilized for outside employment . No outside rdinance No . G- 317 mending Personnel v Mules & Regulations Page 2 employment shall be permitted if: (1) It physically or mentally hampers the employee in his ability to do the job required of him by the Village, or (2) It would reflect adversely upon the employee or the Village , or (3) It is in conflict with his or her position as a Village employee. Each employee who is engaged in outside employment shall notify his or her Department Head as to : (i) The name of the employer . (ii) The nature of the outside work. (iii) The schedule of the outside work. Each Department Head or the Village Manager shall reserve the right to prohibit any outside employment on the part of any Village employee which employment , in their judgement , might be detrimental to the best interests of the Village . In such cases , the employee will be given an appropriate warning and then must decide if he wants to continue his service with the Village or with the outside business activities while on normal duty nor may Village property be used for anything but Village functions . (b) Department Heads — Outside Employment - All Department Heads are prohibited from outside employment . Levels of compensation for these positions are set by the Village Board at a rate which should preclude the necessity for outside employment . Additionally, because of the more responsible nature of the Department Head 's position and the resulting time demands , it is felt that outside employment may compromise the Department Head 's ability to properly discharge the duties of his office . In unique or extraordi- nary circumstances, the Village President and Board of Trustees , after consultation with the Village Manager, may approve outside employment for department heads when, in their opinion said em- ployment will not be detrimental to the best interest of the Village . Section 3 : That Section 2 of Article V of the Personnel Rules and Regulations_ of the Village of Oak Brook be and is hereby amended to read as follows : Section 2 . Employment of Relatives . It shall be the policy of the Village of Oak Brook not to employ relatives of the Village Board, Village Officers , Department Heads , or Village employees within the same office , department , or division except with the approval of the Village Manager and/or the Village President and Board of Trustees . �,.,dinance No . G- 317 Amending Personnel Rules & Regulations Page 3 Section 4: That Section 3 (a) of Article VI of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows : Section 3 . Holidays . (a) The following and other days as may be designated annually by the Village Board are paid holidays with straight-time for full-time employees : New Year 's Day One-Half Day Good Friday Memorial Day Independence Day Labor Day Thanksgiving Day Day after Thanksgiving One-Half Day Christmas Eve (if December 24th falls on a normally scheduled workday) Christmas Day One-Half Day New Year 's Eve (if December 31st falls on a normally scheduled workday) Section 5 : That Section 5 of Article XII of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows : Section S . Longevity Pay. Upon termination of employment in good standing, Village employees shall be awarded retirement pay based upon years of seniority in the Village service according to the following requirements : 10-14 Years Service . . . . . . . . . 30 Calendar Days Pay 15-19 Years Service . . . . . . . . . 45 Calendar Days Pay 20 or More Years Service . . . . 60 Calendar Days Pay Employees terminated for cause are not eligible for longevity pay. The above provisions shall not be applicable to any person initially employed by the Village subsequent `.. to March 1 , 1982 . Section 6 : That Section 4 of Article XI of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows : Section 4 . Reimbursement of Expenses . The Village shall compensate an employee in attendance at a conference, provided such attend- ance is approved by the respective Department Head, or , in the case of a Department Head, the Village Manager, in the following manner: (a) 100% of registration fee . (b) All reasonable expenses for meals . (c) Single accommodation for room. — G317 �.. Ordinance No . G- 317 Amending Personnel Rules & Regulations Page 4 (d) Coach fare for plane, train or bus transpor- tation. * (e) $ . 20 per mile car allowance . (f) Miscellaneous expenses such as taxi, car rental ,_ etc . , if required. The Village will not compensate for expenses for spouses or additional guests . Section 7 : That Article IX of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended by adding thereto a new Section 3 entitled "Mileage Reimbursement", which section shall read as follows : Section 3 . Mileage Reimbursement . Any employee utilizing one 's private vehicle for Village business as approved by the respective Department Head or the Village Manager (in case of Department Heads) shall be entitled to reimburse- ment at the rate of $ . 20 per mile . No such reim- bursement shall be made for commuting expenses or �. for travel to and from court by police personnel. Section 8 : That Section 1 of Article I of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended by deleting therefrom in its entirety the provisions therein for a "Personnel and Salary Administration Committee" . Section 9 : That except as amended hereby, the Personnel Rules and Regulations of the Village of Oak Brook shall remain in full force and effect and are hereby ratified and confirmed. Section 10 : That this Ordinance shall be in full force and effect from and after its passage, approval and publication as required by law. Section 11 : That the Village Clerk is hereby authorized and directed to publish this Ordinance in pamphlet form. Fiscal Year 1982/83 Budget Meeting Trustee Rush moved - seconded by Trustee Listecki . To schedule a special meeting on '`arch 16, 1982 for the purpose of reviewing the proposed 1982/83 F.Y. Budget and that this meeting also serve as the required Public Hearing on the use of Revenue Sharing Funds. Voice vote: all in favor President Cerne indicated approval of the motion. So ordered. E. Department of Revenue - Sales Tax Return State of Illinois gave notice that sales tax revenue had been erroneously allotted, to the Village in the amount of $127,993.84 and recommended repayment to the City of Northlake in seven (7) monthly installments beginning March, 1982. Trustee Rush moved - seconded by Trustee Philip To table this matter. Voice vote: all in favor So ordered. �. OLD BUSINESS A. Polo Agreement - 1982 . Each Trustee was in receipt of letter dated December 8, 1981 from Michael Butler in behalf of the Oak Brook Polo Corporation requesting changes to the 1981 Polo Agreement. Discussion followed on each issue involved. t VI. NEW BUSINESS { A. Modification - Purchasing Authority Discussion was held relative to the recent modification of the Illinois Municipal Code raising the limits required for competitive bidding from $2,500.00 to $4,000.00. It was. further suggested that expenditures requiring Board approval after competitive bidding be increased also. Direction given to Village Attorney to prepare necessary ordinance. (PB. Modification - Personnel Rules & Regulations Discussion held on amending the Personnel Rules in various areas such as 1) up- dating the list of Department Heads to include Librarian, Village Attorney, Sports Core Manager, and Finance Officer in the section related to outside em- ployment by Department Heads; 2) to clarify the 82 holidays for employees other than Police and Fire Departments; 3) increase the gift certificate Service Award for 10 years from $25.00 to $50.00, for 15 years from $50.00 to $75.00, for 20 years from $100.00 to $150.00; 4) elimination of the entire provision related to retirement pay with a grandfather clause for current employees; 5) in reimburse- ment of expenses that the 15e per mile car allowance -be increased to 20e per mile; 6) remove the definition of the Personnel and Salary Administration Committee. Direction given to Village Attorney to prepare necessary ordinance. C. Watermain Extensions - Project #81-1202 Easement related to 1981 Watermain Extension for Ad ,s'Road/Birchwood Road/ Pine Hill Lane/Cheval Drive/Route 83/35th Street. Trustee Congreve moved - seconded by Trustee Watson To accept the Grants of Easement from Frank R. and Marianne `Lakosil and Louis G. and Anna Lampros for the proposed water main within Pine Hill Lane.
