AN ORDINANCE AMENDING SECTION 8-35
OF THE CODE OF ORDINANCES
OF THE VILLAGE OF OAK BROOK
WHEREAS, the Chief of Police has recommended to the corporate
authorities that the requirements and standards for issuance of taxicab licenses
be modified; and
WHEREAS, the corporate authorities concur with the Chief's
recommendation.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: That Section 8-18 of the Code of Ordinances of the Village
of Oak Broo is amended to read as follows:
Section 8-18. Inspections.
No vehicle shall be licensed or entitled to renewal of
licenses as a taxicab or livery until it has been thoroughly
and carefully inspected and examined by the Oak Brook Police
Department and found to be in thoroughly safe condition for
the transportation of passengers and shall be kept in a clean
and sanitary condition in accordance with the standards set
forth in Section 8-35 hereof.
Within not more than sixty (60) days before original
application or renewal thereof, every such taxi vehicle or
livery vehicle shall first pass an inspection at a State of
Illinois approved Class C testing lane. The expense for such
inspection shall be that of the licensee and the inspection
shall be made at any approved facility for the making of such
inspections, or such other facility as :nay be authorized by
the Chief of Police.
The Chief of Police shall make or have made such examination
and inspection before a license shall be issued. At the time
of issuance of a license, the Chief of Police shall furnish
the licensee with a decal evidencing satisfactory completion
of the required inspection. Within seven (7) days of the
issuance of the decal, the licensee shall display said decal
on the back of the rear view mirror of the licensed vehicle.
Section 2: That Section 8-35 of the Code of Ordinances of the Village
of Oak Broo s anended to read as follows:
Section 8-35. Qualifications and Standards.
Taxi cabs and livery vehicles will not qualify for licensing
or renewal of licensing unless the following standards are
met:
a) The vehicle's brake system and its component parts are in
good working order,
b) The vehicle's steering system and its component parts are
In good working order.
c) The vehicle's exhaust system is in good working order and
firmly affixed.
d) The vehicle's suspension system and its component parts
are in good working order.

e) The vehicle's lighting equipment, including high and low
bean, parking, directional, tail, stop and license
illuminating lights are in good working order.
f) The vehicle's cooling and heating system, water hoses, fan
and belts are in good working order.
g) The vehicle's tires, wheels and lugs are in good
condition. A set of tires shall be properly matched and
the tread depth shall not be less than 1/16 of an inch.
h) The vehicle's windshield wiper blades, motor and washer
are in good working order.
i) The vehicle's horn is in good working order.
j) The vehicle's glass and mirrors including all exterior
glass, windshield, sides and rear windows including rear
vision mirrors is unbroken and in good operating
conditions.
k) The vehicle's exterior appearance including paint,
lettering and chrome is in good condition and free from
excessive rust.
1) The vehicle's interior is clean, sanitary and the
upholstery is in good repair.
Any taxicab which is licensed after the effective date of this Ordinance shall be
not more than five (5) years old at the time it is first licensed, provided that
taxicabs licensed by the Village in 1984 or 1985 shall be eligible for a renewal
license, regardless of the vehicle's age.
Section 3: That this Ordinance shall be in full force and effect from
and after s3�passage, approval, and publication in pamphlet form as provided by
law.
Section 4: That all ordinances or parts thereof in conflict with the
provisions--or-EET-s-'Urdinance be and the same are hereby repealed to the extent of
such conflict.
