Brechin, Village Manager RE: Ordinance Restricting Sale and Promotion of Alcoholic Beverages RECOMMENDATION: That the Village Board pass the attached ordinance restricting "Happy Hours" and similar promotional devices in licensed liquor establishments. Some time ago, the mayors of Downers Grove, Lombard and Oak Brook met and agreed that to attempt to develop an ordinance to control "Happy Hours" and similar types of liquor promotions that have in other communities produced a myriad of problems. In response to this request, I have drafted the attached ordinance which has been reviewed by the attorneys for the various communities involved. It is anticipated that Downers Grove and Lombard will pass the ordinance `- April 14, 1987 and that Oakbrook Terrace will pass the ordinance shortly. It is hoped that the passage of the ordinance by multiple jurisdictions will have a desired effect of minimizing the promotion of alcoholic consumption and further the interests of public health and safety. Respectfully submitted, John Brec in Villa e Manager JHB/mr Attach.
