AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS
OF THE VILLAGE OF OAK BROOK
WHEREAS, the corporate authorities previously approved Personnel Rules
and Regulations on October 22, 1974; and
WHEREAS, the corporate authorities from time to time have amended said
Personnel Rules and Regulations; and
WHEREAS, the Village President and Board of Trustees deem the further
amendment of said Personnel Rules and Regulations to be appropriate, and in
the best interest of employment relations for the Village of Oak Brook;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section l: That the provisions of the preamble hereinabove set forth are
hereby adopted as though fully set forth herein.
Section 2: That Article I, Section 1, be and is hereby amended to read
as follows:
"[Section 1. ] Definitions.
The following words and terms, when used in this manual shall have the
meaning set forth after each:
Employee Roster and Table of Organization Manual - The Employee Roster
and Table of Organization Manual as prepared by the Village Manager of
the Village of Oak Brook, Illinois.
Full-Time Position - A position in the Village service which has been
authorized as such by the Village Board.
Full-Time Employee: An employee fulfilling a full-time position.
Grievance - A complaint arising in the course of employment with the
Village.
Management Position - A position involving the formal responsibility for
the planning, organizing, assigning, managing and reviewing the work of a
group of employees or a department

Part-Time Employee or Temporary Employee - An employee working less than
17.5 hours per week or receiving compensation on an hourly basis and
hired as a provisional, temporary and/or seasonal employee.
Probationary Employee - Defined in Article III, Probationary Period.
Regular Part-Time Employee - An employee working less than the standard
work week for his or her classification but more than 910 hours per year
(17.5 hours per week) and employed with the understanding that said
employee will work on a continuing regular basis. Employees working less
than 17.5 hours per week will be classified as part-time employees.
Salary Administration Plan The Salary Administration Plan as adopted by
the President and Board of Trustees of the Village of 0ak Brook,
Illinois.
Salary Range - A scale of compensation covering the minimum and maximum
plan levels of pay for a specific position as established in the Village
Pay Plan.
Supervisory Position - A position involving the formal responsibilities
for the organizing, assigning, supervising and reviewing the work of a
group of employees within a department.
Meek The regular work week of whatever number of hours and days
normally and regularly observed within the department to which an
employee is assigned.
Working Day - The normal day and hour of work maintained within the
department to which any employee is assigned."
Section 3: That Article II, Section 1(a) be and is hereby amended to
read as follows:
"Section 1. Preparation.
(a) By Village Manager. The Village Manager shall be responsible for
developing a uniform and equitable pay plan subject to approval by the
Village Board. In addition, the Village Manager shall develop, implement
and revise as necessary job descriptions for full-time positions
authorized by the Village Board."
Section 4: That Article VI, Section 3(c) be and is hereby amended to
read as follows:
"(c) Fire and Police Personnel shall receive a time equivalent to other
full-time Village employees for holidays as scheduled by their department
heads. Any such employee, with the consent of the department head and
the Village Manager, may carry over unused holidays scheduled for use

during November and December to the subsequent calendar year upon
demonstration of extenuating circumstances.
Section 5: That Article VI, Section 4(a) of the Personnel Rules and
Regulations of the Village of Oak Brook be and is hereby amended to read as
follows:
"Section 4. Vacation leave.
(a) How Computed:
(1) Vacation leave is computed in conjunction with the calendar year and
earned in the calendar year prior to that in which it is taken, except
that the initial vacation leave for regular part-time employees pursuant
to the provisions of subsection (j) hereof shall be based upon all prior
consecutive pay periods which said employee has worked.
(2) Full-time employees and regular part-time employees will be entitled
to vacation leave the calendar year following the commencement of their
employment and each calendar year thereafter. The initial vacation
period shall be based upon the number of months worked in the first year
of employment.
(3) No paid vacation shall be taken in the calendar year in which the
employee is hired."
Section 6: That Article IX, Section l(D) be and is hereby amended to
read as follows:
"(D) Uniform Provisions - The Village will supply both the Police and
Fire Department personnel with designated uniforms and will absorb the
original issue and replacement costs. The maintenance costs for the
uniforms are absorbed by the individual officers. Currently, police
officers assigned to civilian clothes duty receive a clothing allowance
of $65 per month."
Section 7: That this Ordinance shall be in full force and effect from
and after passage and approval as provided by 'law.
