AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS
OF THE VILLAGE OF OAK BROOK, ILLINOIS
WHEREAS, the corporate authorities previously approved Personnel Rules
and Regulations on January 23, 1990; and
WHEREAS, the corporate authorities from time to time have amended said
Personnel Rules and Regulations; and
WHEREAS, the Village President and Board of Trustees deem the further
amendment of said Personnel Rules and Regulations to be appropriate, and in
the best interest of employment relations for the Village of Oak Brook;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: That the provisions of the preamble hereinabove set forth are
hereby adopted as though fully set forth herein.
Section 2: That Section 3 of Article VI of Appendix D, Personnel Rules
and,Regulations of the Code of Ordinances of the Village of Oak Brook be and
is hereby amended to read as follows:
ARTICLE VI. ATTENDANCE AND LEAVES
"Section 3. Holidays.
(a) Designated. The following and other days as may be designated
annually by the Village Board are paid holidays with straight-time for full-
time employees.
New Year's Day
One-half Day Good Friday
Memorial Day
Independence Day
Labor Day
Thanksgiving Day
Day after Thanksgiving
Christmas Eve (If December 25 falls on a Saturday, Sunday
or Monday, see paragraphs (e) , (f) and (g) below) .
Christmas Day
One-half Day New Year's Eve (If January 1 falls on a Saturday,
Sunday or Monday, see paragraphs (e) , (f) and (g) below) .

(b) Holiday Compensation. Paid holiday compensation shall be computed
as one working day's pay at a straight-time pay rate and shall be credited to
full-time non-supervisory employees in addition to the number of hours
actually worked during the pay period.
(c) Fire and Police Personnel shall receive a time equivalent to other
full-time Village employees for holidays as scheduled by their department
heads. Any such employee, with the consent of the department head and the
village manager, may carry over unused holidays scheduled for use during
November and December to the subsequent calendar year upon demonstration of
extenuating circumstances.
(d) Overtime, Paid Holiday. Work performed in addition to the regularly
established number of hours a day or days a week by a full-time, non-
supervisory employee during a paid holiday shall be computed at a rate one and
one-half (12) the regular straight-time pay and shall be credited in addition
to the paid holiday compensation.
(e) On Saturday. When a holiday, except New Year's Eve, falls on a
Saturday, the previous Friday shall be considered a holiday. If January 1
falls on a Saturday, the one-half day New Year's Eve holiday will be observed
on the previous Friday afternoon.
(f) On Sunday. Whenever a holiday, except New Year's Eve, falls on a
Sunday, the following Monday shall be considered a holiday. If January 1
falls on a Sunday, the one-half day New Year's Eve holiday will be observed
on the previous Friday afternoon.
(g) On Monday. When Christmas or New Year's falls on a Monday, the
Christmas Eve holiday and the one-half day New Year's Eve holiday will be
observed on the previous Friday and Friday afternoon, respectively.
(h) Holidays During Vacation Leave. In the event that a paid holiday
occurs during an employee's vacation leave, the employee may, with the
approval of the department head and/or village manager, commence his vacation
leave a day prior to the effective date of his regular vacation period or may
receive the holiday compensation and commence leave on the effective date of
his regular vacation period.
(i) Work Shift Changes. Any employee whose shift commenced during a
holiday and who worked a full shift shall be considered as having worked on
the holiday."

Section 3: That Section 4(a) of Article VI of Appendix D, Personnel
Rules and Regulations of the Code of Ordinances of the Village of Oak Brook is
hereby amended to read as follows:
"Section 4. Vacation Leave.
(a) How Computed:
(1) Vacation leave is computed in conjunction with the calendar year
and earned in the calendar year prior to that in which it is taken,
except that the initial vacation leave for regular part-time
employees pursuant to 'the provisions of subsection (j ) hereof shall
be based upon all prior, consecutive pay periods which said
employee has worked.
(2) No paid vacation shall be taken in the calendar year in which the
employee is hired.
_ (3) Full-time employees and regular part-time employees will be
entitled to vacation leave in the calendar year following their
date of hire. The initial vacation period shall be prorated, based
on the number of months worked in the year of hire. Full-time
employees are allowed two weeks paid vacation in the second, third
and fourth calendar years following their date of hire.
Section 3: That this ordinance shall be in full force and effect from
and after its passage, approval and publication as required by law.
Section 4: That the Village Clerk is hereby authorized and directed to
publish this ordinance in pamphlet form in the manner provided by law.
