AN ORDINANCE AMENDING CHAPTER 5
OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK
RELATING TO BUILDINGS AND BUILDING REGULATIONS
WHEREAS, the Village President and Board of Trustees have heretofore
established rules and regulations for the construction, alteration, repair and
conversions of building within the Village of Oak Brook; and
WHEREAS, said provisions have been codified as Chapter 5 of the Code of
Ordinances of the Village of Oak Brook; and
WHEREAS, the Village President and Board of Trustees deem the amendment of
said regulations to be in the best interest of the public health, safety and
welfare; and
WHEREAS, section 5/1-3-2 of Chapter 65 of the Illinois Compiled Statutes
specifically authorizes the adoption of codes and public records by reference; and
WHEREAS, the codes and portions thereof herein adopted have been filed in the
office of the Village Clerk and available for public use and inspection and have
been on file for a period in excess of 30 days prior to the passage of this
ordinance as required pursuant to the provisions of section 5/1-3-2 of Chapter 65 of
the Illinois Compiled Statutes;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: That the provisions of the preamble hereinabove set forth are
hereby adopted as though fully set forth herein.
Section 2: That Section 5-1 of the Code of Ordinances of the Village of Oak
Brook be and is hereby amended to read as follows:
115-1. Codes adopted by reference.
' a) There are hereby adopted by reference the following regulations governing
all single-family residential buildings and appurtenances, multi-family
residential buildings and appurtenances, and all other buildings and
structures hereinafter erected, installed, altered, converted, remodeled or
structurally repaired, demolished, moved, or their use or occupancy
established or changed collectively to be known as the Oak Brook Building
Code.
1. The BOCA National Building Code, 12th Edition (1993) published by the
Building Officials and Code Administrators International, Inc.

2. The City of Chicago Electrical Code (1993-4) known as Chapters 14-8,
14-12, 14-16, 14-20, 14-24, 14-28 and 14-32 of the Chicago Building
Code.
3. The City of Chicago Plumbing Code (1993-4) known as Chapters 11-8 and
13-168 of the Chicago Building Code.
4. BOCA National Mechanical Code, 8th Edition (1993) published by
the Building Officials and Code Administrators International, Inc.
5. The Safety Code for Elevators and Escalators, 1990 Editions, published
by the American Society of Mechanical Engineers.
b) The Oak Brook Building Code is amended and changed in the following
respects:
1. All fees that are stipulated in Section 112.3.1 of the BOCA Code shall
be those specified in Section 5-7 of this Code of Ordinances.
2. All fines and penalties stipulated in Sections 112.3.1, 116.4 and
117.2 of the BOCA Code shall be those specified in Section 1-8 of the
Code of Ordinances.
3. The Board of Appeals described in Section 121.2 shall be comprised of
the membership of the Village Board at the time of said appeal.
4. Automatic sprinkler systems shall be installed and maintained in full
operating condition in all parts of all buildings, and structures as
specified in Chapter 6, Article III of this Code of Ordinances.
5. All fees specified in the Chicago Electrical Code shall be superseded
and replaced by those set forth in Section 5-7 of this Code of
Ordinances.
6. All fees specified in the Chicago Plumbing Code shall be superseded and
replaced by those set forth in Section 5-7 of this Code of Ordinances.

7. The City of Chicago Plumbing Code adopted pursuant to Section 5.1 (3
hereof) is amended as follows:
i) Section 13-168-320 regarding lead pipe is deleted and not
adopted.
ii) Section 13-168-705 a and b are deleted.
iii) Section 13-168-306 is amended by adding thereto the following:
The use of 4" P.V.C. plastic pipe is also permitted.

iv) Table 13-168-710A is amended by adding the following note:
Not over two (2) water closets or two (2) bathroom groups
shall be allowed on three (3) inch P.V.C. pipes in single-
family detached dwellings.
V) Section 13-168-540 is amended by adding thereto the following:
Sump or receiving tanks constructed of fiberglass shall be
permitted in single-family detached dwellings.
8. All fees, fines and penalties stipulated in the BOCA National
Mechanical Code shall be superseded and replaced by those set forth in
Sections 5-7 and 1-8 of this Code of Ordinances.
C) In addition to the requirements of the Oak Brook Building Code,
plumbing fixtures and any replacement plumbing fixtures shall comply
with the following standards of water use.
Water closet, tank type: Maximum 3.5 gallons (13.2 liters) per flush.
Water closet, flushometer: Maximum 3.0 gallons (11.4 liters) per
flush.
Urinal, tank type: Maximum 3.0 gallons (11.4 liters) per flush.
Urinal, flushometer: Maximum 3.0 gallons (11.4 liters) per flush.
Shower head: Maximum flow 4.0 gallons (15.1 liters) per minute.
Special purpose shower heads, where necessary, may be exempt from this
requirement upon approval of the building commissioner.
Lavatory sink faucets: Maximum flow 4.0 gallons (15.1 liters) per
minute. The maximum rate of flow for lavatory sink faucets is measured
with both hot and cold water supply fully opened.
Public lavatories. Faucets or lavatories located in restrooms intended
for public use shall be of self-closing type.

Water pressure-reducing valves. When internal (water) system pressure
exceeds 60 psi (413.69 pascals) pressure-reducing valves shall be
installed to reduce the pressure to a maximum of 50 psi (344.74
pascals) in residential dwelling units and other uses where the reduced
pressure is compatible with the owner's requirement. This requirement
for the installation of pressure-reducing valves does not apply to fire
protection water uses.
Section 3: The Village Clerk is authorized and directed to publish this
Ordinance in pamphlet form.

Section 4: This Ordinance shall be in full force and effect from and after
its passage, approval and publication in pamphlet form in the manner required by
law.
