A RESOLUTION AUTHORIZED BY THE VILLAGE OF OAK BROOK TO
ADOPT AN INTERGOVERNMENTAL AGREEMENT ESTABLISHING A MOBILE
TEAM IN-SERVICE TRAINING UNIT
WHEREAS, The General Assembly of the State of Illinois had
enacted the "Intergovernmental Law Enforcement Officer's In-service
Training Act" (hereinafter "the Act") , (Public Act 83-20 approved
and effective July 18, 1983) ; and
WHEREAS, on April 15, 1983 the Village of Addison, DuPage
County, Illinois, A municipal corporation and Kendall County, a
body politic and corporate, State of Illinois, entered into an
Intergovernmental Agreement pursuant to authority vested in them by
Article VII, Section 10 of the Constitution of the State of
Illinois and the Intergovernmental Cooperation Act (Ch. 127 , Sec.
741, et. seq. , Illinois Revised Statutes) , which agreement was
amended on the 15th day of May, 1983 and
WHEREAS, the participants in such a mobile team would
provide and deliver in-service training to local and state law
enforcement officers of the Village of Oak Brook, at scheduled
times and selected sites and will be in the best interest of the
Village.
NOW THEREFORE, BE IT RESOLVED BY The Board of Trustees of
the Village of Oak Brook, as follows:
SECTION I. That the President and Clerk are hereby
authorized to execute an adoption of the Intergovernmental
Agreement entered into on April 15, 1983 , between the Village of
Addison and Kendall County, Illinois as amended, establishing a
Mobile Team pursuant to the Intergovernmental Law Enforcement
Officer's In-Service Training Act.

SECTION 2. That the President and the Chief of Police are
hereby authorized to serve on the Advisory Board of the Mobile Team
and to otherwise participate with the Mobile Team which is
authorized pursuant to the Act.
PASSED AND APPROVED this 28th day of June , 1994, by
the President and Board of Trustees of the Village of Oak Brook,
Dupage and Cook Counties, Illinois, according to a roll call vote
as follows:

IN WITNESS WHEREOF, the President and Board of Trustees, of
the Village of Oak Brook, having passed and approved Resolution No.
94-AG-R-627 on June 28, 1994 , authorizing the Village
of Oak Brook, Illinois to adopt this Intergovernmental Agreement
establishing a Mobile Team In-Service Training Unit, have hereunto
caused this Agreement to be executed in its corporate name, by the
authorized signature of its President this 28th day of

programs"; and to approve the Special Use subject to the following
conditions:
1. 12,000 square feet floor area limitation;
2. Approved activities are limited to classroom instruction, related
educational programs, and administrative and support services.
Non-academic activities are not permitted; and
3. A minimum of 75% of the courses offered will be in the evening
and on weekends

requisition to North East Multi-Regional Police Training for the
membership of the forty (40) Oak Brook Police officers. ROLL CALL

SUBJECT: MEMBERSHIP: NORTH EAST MULTI-REGIONAL
POLICE TRAINING (N.E.M.E.R.T. )
RECOMMENDATION:
Authorize President Bushy to execute the required resolution
adopting the existing intergovernmental agreements and authorize a
purchase requisition to N.E.M.E.R.T. for the membership of the
forty Oak Brook Police officers. The yearly membership cost is
$50. 00 per officer. The annual expense for all officers would be
$2 , 010. 00. N.E.M.E.R.T. 's fiscal period runs from July 1, 1994 to
June 30, 1995.
This expense is budgeted in the police training budget.
IN GENERAL:
N.E.M.E.R.T. Inc, is a "Not for Profit Corporation" , established
and operated by police chiefs, sheriffs, and elected officials of
local units of government in northeastern Illinois, pursuant to the
Intergovernmental Law Enforcement Officers In-Service Training Act
(Public Act 83-20) . N.E.M.E.R.T. , Inc. has been designated as
Mobile Team Unit 3 by the Illinois Local Governmental Law
Enforcement Officers In-Service Training Board for their Statewide
System of In-Service Training Program (ASSIST) .
North East Multi-Regional Training/Mobile Team Unit 3 is charged
with analyzing and determining the educational and training needs
of its law enforcement personnel; overseeing the development of
education and training programs; and conducting those educational
and in-service training courses for federal, state, and local law
enforcement officers of its participating member departments.
TRAINING INFORMATION:
N.E.M.E.R.T. offers 12 months of unlimited training for $50. 00 per
officer, per year. During Fiscal year 94 N.E.M.E.R.T. estimates
that they will present over 350 seminars and workshops.
In addition to the training classes, N.E.M.E.R.T. has almost 400
in-service video training tapes available for member departments.
