AN ORDINANCE AMENDING ORDINANCES S -729, S -919 and S -987
AND GRANTING AN AMENDED SPECIAL USE PERMIT
(Christ Church of Oak Brook, 501 Oak Brook Road, Oak Brook, IL 60523)
WHEREAS, on August 10, 1971 the corporate authorities of the Village of Oak Brook passed
Ordinance S -237, which approved a special use for the property hereinafter described ( "Subject Property ")
for construction of a church sanctuary and steeple; and
WHEREAS, on October 28, 1975 and October 25, 1983, the corporate authorities of the Village of
Oak Brook passed Ordinances S -346 and S -511, respectively, which amended the aforementioned
special use by permitting additional parking; and
WHEREAS, on April 22, 1986, the corporate authorities of the Village of Oak Brook passed
Ordinance S -583, amending the aforementioned special use by permitting construction of two additions to
the church, 136 additional parking space and various roadway and grading modifications; and
WHEREAS, on March 10, 1992, the corporate authorities of the Village of Oak Brook passed
Ordinance S -729 granting an amendment to the aforementioned special use by permitting constr ction of
a choir rehearsal room and additional classrooms; and
WHEREAS, on December 8, 1998, the corporate authorities of the Village of Oak Brook passed
Ordinance S -919 which granted an amendment to the aforementioned special use by permitting the use of
an existing building as a temporary office for not more than five years and regulating the use of the
volleyball courts, and
WHEREAS, on March 13, 2001, the corporate authorities of the Village of Oak Brook passed
Ordinance S -987 which granted an amendment to the aforementioned special use by permitting
construction and maintenance of additions to the church building for two nurture rooms, an audio - visual
center above the bridge, and an expanded kitchen and new preschool atrium; and
WHEREAS, Christ Church has proposed further amendments to the aforementioned existing
special use which would allow use of the Subject Property for construction of 36 additional parking
spaces, 10 of which will have full access to York Road, the remaining 26 spaces to have access to
southbound York Road only, and
WHEREAS, the Plan Commission on April 16, 2001, recommended approval of the requested
amendments to the special use, and
WHEREAS, a public hearing thereon was conducted by the Zoning Board of Appeals of the
Village of Oak Brook on June 5, 2001, pursuant to due and appropriate legal notice, and
WHEREAS, a recommendation has been made by both the said Zoning Board of Appeals and
Plan Commission that the amendments to the aforementioned special use set forth below be granted; and
WHEREAS, the President and Board of Trustees concur with the findings and recommendations
of the Zoning Board of Appeals and Plan Commission and deem the passage of this ordinance to be in the
best interest and in furtherance of the general welfare of the Village of Oak Brook, subject to the
conditions set forth below;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:

Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as
though fully set forth herein.
Section 2: That the special use granted pursuant to Ordinances S -237, S -346, S -382, S� -511, S-
583, S -728, S -919 and S -987 is hereby further amended to allow use of the property described in Section
4 for the creation of a new 36 -car parking lot and right- out -only access to York Road, ten spaces to have
full access to York Road and the remaining 26 spaces to have access to southbound York Road only; and
Section 3: That the amendments to the special use herein granted pursuant to Section 2 of this
ordinance are expressly subject to the following conditions:
(1) That the 36 -space parking lot shall be constructed in substantial conformity with the site
plan drawn by Larson and Darby, Inc. as last revised June 4, 2001,
(2) That the parking lot shall be landscaped in substantial conformity with the landscape plan
drawn by Grant & Power Landscaping, dated July 2, 2001 and Christ Church of Oak Brook shall be
responsible for maintaining the landscaping;
(3) That directional signs shall be erected pursuant to the report of Metro Transportation
Group, Inc. dated June 4, 2001 and the signage plan dated July 3, 2001,
(4) That on Sundays, the 36 -car space lot shall be used solely for congregation members and
guests who require reserved parking which shall be regulated by permits issued by Christ Church,
(5) That the final engineering plans be approved by the Village Engineer,
(6) That Christ Church shall use its best efforts to monitor the operation of the parking lot,
and in particular, the egress onto York Road. Christ Church shall provide a police officer to direct traffic in
and out of the lot if requested to do so by the Chief of Police and Village Manager
Section 4. That this ordinance is limited to property located at 501 Oak Brook Road, Oa
Brook, Illinois, which property is legally described as:
Lot 1 in the Christ Church Resubdivision of part of the Northwest Quarter of Section 36,
Township 39 North, Range 11, East of the Third Principal Meridian, in DuPage County,
Illinois, recorded on the 9th day of September, 1986 as Document No. R86- 107588 in th
Recorder's Office of DuPage County, IL. Also, Lot "B" (except the North 250 feet thereo
measured along the East line) according to the survey of part of the West half of Sectior
36, Township 39 North, Range 11, East of the Third Principal Meridian, recorded
November 16, 1897 as Document 65421 in the Recorder's Office of DuPage County,
Illinois Also, Lot 2 in Henrickson's Resubdivision of that part of the West half of Section
36, Township 39 North, Range 11, East of the Third Principal Meridian, according to the
Plat thereof recorded October 4, 1982 as Document No R82 -45443 in the Recorder's
Office of DuPage County, IL.

Section 4: That except as amended hereby, the special use granted pursuant to Ordinances S-
237, S -346, S -382, S -511, S -583, S -729, S -919 and S -987 be and the same is hereby ratified and
confirmed in all respects.
Section • That this ordinance shall be in full force and effect from and after passage and
approval pursuant to law.
