SUBJECT: Award of Contract — Pedestrian Access Stage 4 Area G3 Construction

RECOMMENDED MOTION: I move that the Village Board award a contract to
the lowest responsive and responsible bidder, Martam Construction Inc., Elgin, Illinois,
for the Pedestrian Access Stage 4 Area G3 Construction Project in the amount of
$157,938.50. Additionally, I move that the Village Board approves Resolution R-1576.
Backtzround/Historv:
A solicitation for bids for the 2016 Street Improvement Project was posted on Village
website on Friday, May 13, 2016. Bid packages were picked up by four (4) companies.
Two (2) sealed bids were received and opened on Wednesday. June l; 2016. Hitchcock
Design Group (our consulting engineer) recommends that we award the contract to the
lowest responsive and responsible bidder, Martam Construction (see attached letter). The
Consulting Engineer reviewed references and staff is satisfied. Also, Martam
Construction completed projects for the Village in previous years and has performed
satisfactorily. There are ample funds in the Hotel and Motel Structural Improvements
Program for this project since other projects budgeted will not be completed this year.
The Streetscape Committee formulated a project to improve pedestrian and bicycle
access to the Oakbrook Center, hotels, offices, and businesses located adjacent to or near
the Oakbrook Center through the implementation of 10 related infrastructure projects
collectively known as the Pedestrian Access Project. This project, known as Stage 4
Area G3, is to construct crosswalks and modify pedestrian traffic signals located at 22nd
Street and the Oakbrook Center West Entrance.

The work is expected to begin in early-July and to be completed in late-October.
Recommendation:
Staff recommends that the Village Board award a contract to the lowest responsive and
responsible bidder, Martam Construction Inc., Elgin, Illinois, in the amount of
$157,938.50, for the Pedestrian Access Stage 4 Area G3 Construction Project.
Additionally, I move that the Village Board approves Resolution R-1576.

Dear Ms.Serences
After reviewing the bids received on June 1,2016 for the Pedestrian Circulation improvements Stage
4(area Gal project,Martam Construction.Inc.is the lowest qualified bidder.
Although the bidding period was open for close to 3 weeks,only two bids were received.Initial
feedback is that many contractors are busy at this time of year,and due to the relatively small
quantities,specialized construction,and complications of construction in a high traffic area on an
IDOT route,many qualified contractor=_chose not to submit bids.
Two bids were received for the project as follows.:

The attached Bid Tabulation spreadsheet includes a complete breakdown of unit prices.
The Construction Cost Opinion prepared by Hitchcock Design Croup and Engineering Resource
Associates prior to bidding totaled$134,582.We anticipated that costs might come in higher than
normal due to the bid timing,relatively small quantities and the complications of working on an tDOT

The bid submitted by Martam Construction meets all of the protect requirements,and they have
completed many projects of similar scope and size in the past.We have had positive experiences on
other projects with Martam and would recommend them for this project.
In conclusion,having reviewed the bid information,we recommend that that the Village of Oak Brook
enter into an agreement with Martam Construction,Inc.for the construction of the Pedestrian
Circulation Improvements Stage 4(Area G3)project,for a total amount of$137,9$8.50.

A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION OF A
CONSTRUCTION CONTRACT WITH MARTAM CONSTRUCTION INC. FOR THE PEDESTRIAN
ACCESS STAGE 4 (AREA G3) PROJECT
WHEREAS, the Village desires to improve pedestrian and bicycle access to the Oakbrook Center
and the hotels, offices, businesses, universities, and residential developments located adjacent to or near
the Oakbrook Center through the implementation of 10 related infrastructure projects collectively known
as the Pedestrian Access Project; and
WHEREAS, as part of the Pedestrian Access Project, the Village solicited bids on May 13, 2016,
to construct crosswalks and modify pedestrian traffic signals located at 22nd Street and the Oakbrook
Center West Entrance (Stage 4 Area G3) ("Project"); and
WHEREAS, the Village received 2 bids for construction of the Project; and
WHEREAS, Martam Construction Inc. was the lowest responsive and responsible bidder to
provide construction services for the Project in an amount not to exceed $157,938.50; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to award a construction contract to Martam Construction Inc. for the Project in substantially the
form attached hereto as Exhibit A ("Agreement"),-
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The purchase of construction services from Martam
Construction Inc. to construct the Project in a total amount not to exceed $157,938.50 shall be, and is
hereby, approved.
Section 3: Authorization and Execution of Agreements. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement between the Village and
Copenhaver Construction after receipt of the final Agreement fully executed by Martam Construction Inc.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
