12, Of The Village Code To Consolidate The Village Streetscape Committee And
The Village Commercial Revitalization Committee Into The Community
Ehancement Committee
Background/History:
In December 2011, the President and Board of Trustees passed and approved Ordinance
creating the Village Streetscape Committee and the Village Commercial Revitalization
Committee for the purpose of advising the President and Board of Trustees on a variety
of matters, including implementing the Village's Streetscape and Commercial
Revitalization Plans.
The Village President is now recommending to the Board to consolidate both Committees
into a single new committee,the Oak Brook Community Enhancement Committee.
This Committee shall consist of the following sixteen(16)members: the Oakbrook
Center General Manager; the Chairperson of the Plan Commission;the Chairperson of
the Zoning Board of Appeals; the CEO of the Greater Oak Brook Chamber of
Commerce; and the following"at-large"members: four(4) local business executives; one
(1)homeowners association president; six (6)Village residents; and one (1)hotel general
manager. At-large members shall serve for a term of two years.
Recommendation:

AN ORDINANCE AMENDING TITLE 2,CHAPTERS 11 AND 12, OF THE VILLAGE CODE
TO CONSOLIDATE THE VILLAGE STREETSCAPE COMMITTEE AND THE VILLAGE COMMERCIAL
REVITALIZATION COMMITTEE INTO THE COMMUNITY ENHANCEMENT COMMITTEE
WHEREAS, the Illinois Municipal Code (65 ILCS 5/1, et seq.) authorizes the President and Board
of Trustees to create advisory committees, establish membership criteria, and assign committee duties;
and
WHEREAS, in December 2011, the President and Board of Trustees passed and approved
Ordinance 2011-STRTSCP-CR-COM-G-959 creating the Village Streetscape Committee and the Village
Commercial Revitalization Committee (collectively, the "Committees") for the purpose of advising the
President and Board of Trustees on a variety of matters, including implementing the Village's Streetscape
and Commercial Revitalization Plans; and
WHEREAS, in 2012 and 2013, the President and Board of Trustees passed and approved
ordinances amending the membership composition of the Committees; and
WHEREAS, the President and Board of Trustees now wish to consolidate the Committees into a
single new committee, the Oak Brook Community Enhancement Committee, in accordance with the terms
of this Ordinance; and
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Amendment to Title 2 Chapter 11 of the Village Code to Establish the Oak Brook
Community Enhancement Committee. Title 2, Chapter 11, of the Village Code is deleted in its entirety
and replaced with the following:

2-11-1: Committee Established: There is hereby established the Village's Community
Enhancement Committee. The Community Enhancement Committee shall be advisory in
nature to the Village President and Board of Trustees.
2-11-2: Purpose: The purpose of the Community Enhancement Committee shall be to
provide advice and recommendations to the Village President and Board of Trustees
concerning:
(a) priorities for implementing the Village's Streetscape Plan and appropriate
changes to the Plan;

(b) priorities for implementing the Village's Commercial Revitalization Plan and
appropriate changes to the Plan;
(c) other policies and procedures that will improve the Village's Streetscape Plan,
the Village's Commercial Revitalization Plan, and the Village's Economic
Development Program; and
(d) other issues referred to the Community Enhancement Committee by the Village
President and Board of Trustees.
2-11-3 Membership: The Community Enhancement Committee shall consist of the
following sixteen (16) members: the Oakbrook Center General Manager; the
Chairperson of the Plan Commission; the Chairperson of the Zoning Board of Appeals;
the CEO of the Greater Oak Brook Chamber of Commerce; and the following "at-large"
members: four (4) local business executives; one (1) homeowners association president;
six (6) Village residents; and one (1) hotel general manager. At- large members shall
serve for a term of two years.
(a) Initial Membership: The Committee's initial members shall be those members
serving on the Village's Streetscape Committee or Commercial Revitalization
Committee at the time this Ordinance was adopted. The initial at-large members
shall serve the time remaining on their terms with the Streetscape Committee or
the Commercial Revitalization Committee as at-large members of the Community
Enhancement Committee.
(b) Future Membership: Upon the expiration of the term of an at-large member, a
new at-large member shall be appointed by the Village President with the advice
and consent of the Board of Trustees.
2-11-4: Officers: The chairperson and secretary of the Community Enhancement
Committee shall be selected by the Village President with the advice and consent of the
Board of Trustees. The Committee shall select a vice chairperson from its membership at
its first meeting. Officers will serve for terms of two years. Any vacancies in those offices
will be filled for the balance of any unexpired terms.
2-11-5: Meetings: The Community Enhancement Committee shall meet as often as
necessary to carry out its obligations.
Section 3: Amendment to Title 2 Chapter 12 of the Village Code to Eliminate the
Commercial Revitalization Committee. Title 2, Chapter 12 of the Village Code is hereby deleted in its
entirety.
Section 4: Effective Date. This Ordinance shall be in full force and effect from and after its
passage by the President and Board of Trustees and its approval in the manner provided by law.

RECOMMENDED MOTION: Motion to confirm President Lalmalani's
recommendation to reappoint Jeff Kennedy as Chairman, Linda Gonnella as Secretary,
Bob Sanford, Marcia Tropinski, Champ Davis, Tracy Mulqueen, Jeff Shay, Joe Endress,
Dennis Hiffman, Chuck Fleming,Raj Lal, Mort Westman, Kathy Manofsky, Mort
Kouklan, Dan Wagner and Lina Shah to the Oak Brook Community Enhancement
Committee.
Background/History: This Committee is the combination of two previous committees,
the Commercial Revitalization Committee and the Streetscape Committee. The members
of both committees are being recommended for an appointment to the Community
Enhancement Committee.
The Community Enhancement Committee shall be advisory in nature to the Village
President and Board of Trustees. The Committee is comprised of sixteen members and
meets as needed. The members hold 2-year terms that will expire in July of 2018.
Recommendation: Motion to confirm President Lalmalani's appointment
recommendations to the Community Enhancement Committee.
