S-1294 - 10/12/2010 - LIBRARY - OrdinancesORDINANCE 2010- LY -EX1 -S -1294 AN ORDINANCE ADOPTING A REVISION TO THE THE LIBRARY COMPUTER USE POLICY WHEREAS, on July 28, 1998, the Village Board passed an Ordinance S -908 entitled, "An Ordinance Adopting a Policy for Use of Public Access Computers and Electronically Delivered Information for the Oak Brook Free Public Library", which same was last amended with the passage of Ordinance 2007-LY-EX1 -S-1 181 on January 9, 2007; and WHEREAS, the Library Commission and Library Director have reviewed the Computer Use Policy (Policy) regarding the use of computers in the library, which is attached hereto as Exhibit A; and WHEREAS, the Library Commission has approved the attached Policy, and has recommended that it be revised with regard to installation of a computer print management system and setting of conditions for access and possible limitations of service by the Village President and Board of Trustees; and WHEREAS, it is in the best interests of the Village of Oak Brook that the attached Policy be revised and adopted. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: The provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: The Computer Use Policy, a copy of which is attached hereto and incorporated herein as Exhibit A, is hereby approved and re- adopted in its entirety. Section 3: The Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law. Section 4: All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of the conflict. Section 5: This ordinance shall be in full force and effect from and after its passage, approval and publication as required by law. Pruss Village Clerk EXHIBIT Oak Brook Public Library Computer Use Policy Purpose The Oak Brook Public Library provides access to computers and the Internet as a source of information to meet its patrons' educational and recreational needs. This policy sets the conditions under which patrons may use the Library's public access computers. Goal Oak Brook Public Library's goal is to provide computers with high speed access to the Internet. Standards • The use of electronic resources is permitted in accordance with license agreements binding the Library. • The Library does not monitor and has no control over information on the Internet. It makes no guarantees, either expressed or implied, with respect to the quality of the content of information available on the Internet since it is an unregulated information network. • Information and images found on the Internet may be inappropriate or offensive to some individuals. The Library reserves the right to require individuals to discontinue the display of information and images that disrupt the orderly operation of the Library. • The Library assumes no responsibility for any damages, direct or indirect, arising from its connections to the Internet. Access • The Oak Brook Public Library provides its patrons with access to the Internet via public computers and its wireless network. • Patrons using the Internet must agree to the conditions of the online Internet User Agreement each time they access the Internet from the Library's public computers or wireless network. • Users under 16 years of age are required to have a parent /legal guardian sign a computer user form in person in the Library. Parents or legal guardians, not Library staff, are solely responsible for deciding which Internet resources are appropriate for their children. • The Library reserves the right to filter Internet access in accordance with recommendations from the Village Administration, the Village of Oak Brook Board of Trustees and the Oak Brook Library Commission. • The Library subscribes to a public computer use and print management system. • Use of the public computers requires nonresidents to purchase a Computer Use Card.
