13 -11 -1: PURPOSE:
The regulations set forth herein are established to promote and protect the public health, safety and
general welfare of all persons and property in the Village in order to accomplish one or more of the
following stated purposes:
A. To enhance the economic condition of the Village by promoting reasonable, orderly, and
effective use and display of signs.
B. To enhance the physical appearance of the Village.
C. To protect the general public from damage and injury which might be caused by the faulty and
uncontrolled construction and use of signs within the Village.
D. To protect the public use of streets and rights of way by reducing the advertising distractions that
may increase traffic accidents and congestion.
E. To protect the physical and mental well being of the general public by recognizing and
encouraging a sense of aesthetic appreciation for the visual environment.
F. To preserve the value of private property by assuring the compatibility in design and scale of
signs with adjacent land uses.
13 -11 -2: REQUIRED PERMITS:
All signs located on land within the Village shall comply with this chapter unless specifically exempted
by this chapter. No person shall locate any sign, or cause a sign to be located, relocated, altered, or
modified unless all provisions of this chapter have been met. To ensure compliance with these
regulations, a sign permit shall be secured from the Department of Community Development for each
sign erected unless this chapter specifically exempts such sign. An electrical permit must also be
obtained for any sign requiring electricity.

13 -11 -3: PROHIBITED SIGNS:
Unless specifically permitted, all signs are prohibited. Examples of prohibited signs include but are not
limited to; off - premise signs, search lights, laser lights, pennants, streamers, spinners, portable signs,
billboards, balloons and other inflatable signs and images, and flashing signs or signs with moveable
parts.
13 -11-4: SIGNS NOT REQUIRING A PERMIT:
A. Governmental Signs.
B. Political Signs.
C. Residential For Sale/For Lease Signs.
D. On Site Directional Signs.
E. Security System Signs.
F. Warning Signs, such as, no trespassing, no solicitation, beware of dog, etc., each not more than
one square foot in size and not to exceed four (4) per lot.
G. Temporary Holiday Decorations and Displays.
13 -11 -5: GENERAL REQUIREMENTS
A. Size. Sign area shall include the sign face and not include the bracing or support structure, unless
such structures are made part of the message or face of the sign. Where a sign has two or more
faces, the combined area of all faces shall be included in determining the area of the sign.
B. Design. Signs shall not resemble by design, color, shape or other characteristics of any common
traffic control devise, directional or warning signs directed or maintained by any governmental
unit. In addition, every effort should be made to ensure the compatibility in design and scale of
signs with the principal building and adjacent land uses.
C. Ground Signs. All ground signs, including those directional in nature must be of a shape that is
consistent to that of the principal building or use of the property. The base of all permanent
ground signs shall be effectively landscaped and maintained in good condition at all times. The
minimum landscaped area shall extend at least three feet beyond all sign faces or supporting
structures in all directions. Exposed foundations must be constructed with a finished material
such as brick, stone, or wood.
D. Lighting. Illuminated signs shall be illuminated by one of the following means:
1) By a white, steady, stationary light of reasonable intensity, directed solely at the sign and
shielded or otherwise prevented from shining directly onto adjacent properties or rights -
of -ways. Light fixtures placed along the base of the sign shall be screened from view by
site grading or evergreen shrubs. No unscreened light sources are permitted. Temporary
holiday displays, which contain lights, are exempt from these provisions.
2) By interior white lighting of reasonable intensity with primary and secondary images lit
or silhouetted (i.e., back -lit) on an opaque background. The background of all signs must
be opaque. No additional background lighting or illuminated borders or outlines shall be
permitted.
3) The maximum permitted illumination at the property line of any adjacent residential
property shall not exceed one -half ) 1/2) foot - candle.
Construction. All signs and related surroundings shall be properly maintained and shall not show
evidence of rust or corrosion, exposed wiring, chipped paint or faces, cracked, broken, or missing faces,

or loose materials. The structural integrity of all sign foundations must be maintained. F. Commercial
signs shall be limited to advertising the name of the store, its merchandise or services, or the shopping
district as a whole. All signs shall be nonflashing and have no moving parts.
13 -11 -6: SIGNS IN RESIDENTIAL DISTRICTS:
In the R1, R2, R3 and R4 Zoning Districts, the following sign provisions are in effect. Except where
exempted by this Chapter, all of the following residential signs require permits from the Village.

A. Nameplates and Signs. A nameplate for a single - family dwelling shall not exceed one hundred
twenty (120) square inches in area. For a multiple - family dwelling, a nameplate shall not exceed four (4)
square feet in area, and may indicate the names, addresses and telephone numbers of the building and/or
the rental agents. A nameplate may be illuminated by nonflashing direct or indirect illumination.
B. For Sale Signs. One unilluminated ground sign, not more than six (6) square feet in area may be
located in a front yard or side yard adjoining a street and shall be located not closer than ten feet (10')
from a street and/or side lot line.
C. Signs for Nonresidential Uses. Identification signs for nonresidential uses shall be permitted in
accordance with the following regulations:
1) -. One identification sign affixed flat against a building wall and one ground sign,
which in both cases may be illuminated by nonflashing direct or indirect illumination and
shielded so that the source of light cannot be seen at any point within a residential
district, may be erected along each street frontage. For an educational institution, the
sign may contain not only the name of the institution, but may also announce events or
activities occurring at the institution.
2) -. Each sign shall be limited in area to not more than sixteen (16) square feet and shall
not project higher than ten feet (10') above ground grade. No ground sign shall be located
nearer than eight feet (8) from the nearest interior lot line nor closer to the front lot line
than one -half ('/2) the depth of the required front yard except:
a). A directional sign shall be not more than nine (9) square feet in area and shall
not be located nearer than ten feet (10') from a street line; and
b). A sign for an educational institution shall not be located nearer than ten feet
(10') from a front lot line.
D. Temporary Ground Signs. Temporary ground signs for residential subdivisions shall be
permitted in accordance with the following:
1) -. Signs may be erected along each thoroughfare or highway frontage of the
development not less than one thousand feet (1,000') apart.

2) -. Such signs shall not exceed two hundred forty (240) square feet in area each, and
shall contain only the names, addresses and telephone numbers of the development and
the sales or rental agents, and types, prices, and location of dwelling units.
3) -. Such signs:
a -. may be illuminated with nonflashing illumination shielded so that the source
of light cannot be seen;
b -. shall not project higher than fifteen feet (15') above ground grade;
c -. shall not be located nearer than thirty feet (30') from a lot line; and
d -. shall be removed within thirty (30) days after completion of the development.
E. Additional Ground Signs. Additional ground signs may be used on lots containing model
homes being offered for sale or rent to:
1) -. Identify the name and price of each house, not to exceed twelve (12) square feet in
area.
2) -. Provide directional and safety information, not to exceed two (2) square feet in area.
3) -. No more than one such sign is permitted on any single lot except a maximum of
two (2) signs will be permitted on corner lots, so that one sign can be located along each
street frontage. The maximum size of these signs is six (6) square feet each. -
13 -11 -7 SIGNS IN THE B -1, B -3 and B-4 COMMERCIAL DISTRICTS:
In the B -19 B -3 and B4 Zoning Distncts, the following sign provisions are in effect. Except where
exempted by this Chapter, all of the following commercial signs require permits from the Village.

A. - Awnings, Marquees And Signs. Awnings, marquees and nonflashing illuminated
business signs without moving parts and without exposed neon tubing are permitted subject to meeting
any other applicable regulations of the Village (e.g , Electrical Code) and the following:
1) -. All sources of light, whether by direct exposure, surface reflection or transmission,
shall be shielded so that the source of light is not visible from any adjacent residentially
zoned property.
2) -. No sign shall be painted, pasted or similarly posted directly on the surface of any
building, wall, fence, or structure.
3) -. The gross surface area in square feet of all signs on a lot shall be not more than two
(2) times the number of lineal feet in the length of the building wall facing a public street.
On a corner or through lot a sign may be erected along each street frontage. In a shopping

district containing more than ten (10) acres, signs may be erected on each building wall.
The maximum size of any sign for a single business is 240 square feet.
4). All signs shall be properly affixed to the building walls and shall not extend outward
therefrom more than twelve inches (12 ") or project higher than thirty feet (30') above
curb level .
5) -. In a retail/commercial development containing not less than three (3) acres, one
ground sign, facing each street, which identifies the name and address of the shopping
center may be erected in addition to the signs affixed to the building walls. Such signs
shall: a) be not closer than ten feet (10') from a lot line; b) have a gross surface area of not
more than one hundred sixty (160) square feet which may be in addition to the maximum
gross surface area as permitted in Section 13- 11 -7 -A3 of this Section; c) not project
higher than sixteen feet (16') above grade at the sign; and d) when located within fifty
feet (50') of the lot corner of the intersection of two (2) or more streets, it shall have its
lowest level not less than eight feet (8) above ground grade, and not closer than three feet
(3) from a driveway or parking area.
6) -. In a retail/commercial development containing more than ten (10) acres, a maximum
of two (2) ground signs, each of which identifies the name and address of the shopping
center and may also identify the name and services or merchandise of each of the retail
stores and restaurants located in the center, may be erected in addition to the signs affixed
to building walls. Such signs shall: a) not be closer than ten feet (10') from the right of
way of a public street; b) have a gross surface area of not more than five hundred (500)
square feet on either side which may be in addition to the maximum gross surface area as
permitted in subsection A3 of this Section; c) not project higher than thirty feet (30')
above grade at the sign; and d) when located within fifty feet (50') of the lot corner of the
intersection of two (2) or more streets, it shall have its lowest level not less than eight feet
(8) above ground grade, and shall not be closer than three feet (3) from a driveway or
parking area.
7) -. Awnings and marquees affixed to any building or structure shall have
headroom of not less than eight feet (8').
13 -11 -8 SIGNS IN THE B -2 COMMERCIAL DISTRICT:
In the B -2 Zoning District, the following sign provisions shall be in effect. Except where exempted by
this Chapter, all of the following commercial signs require permits from the Village.

A. Signs: Business signs are permitted in accordance with the following regulations:
1)- There may be a total of not more than two (2) freestanding ground signs on each of
the boundary streets surrounding any shopping center in the B -2 District located not less
than forty feet (40') from any street line; provided that each sign shall not exceed a total
area of one thousand (1,000) square feet on either side, shall not exceed thirty feet (30') in

height, and each shall be limited to advertising the shopping center, its merchandise or
services.
2) -. Signs may be attached to one or more facades of any building, provided that they
conform to the following requirements:
a) -. They shall not project more than thirty inches (30 ") from any facade and
shall not be higher than the building height.
b) -. The total area of any sign attached to a facade shall not exceed two percent
(2 %) of the gross floor area including basements, of the building to which such
sign is attached.
3) -. Signs that are interior to a shopping center in the B -2 District and are not visible
from any exterior street and/or parking lot are exempt from the size limitations contained
in this Chapter.
4) Awnings and marquees affixed to any building or structure shall have
headroom of not less than eight feet (8').

13 -11 -9 SIGNS IN THE HISTORIC GRAUE MILL GATEWAY AREA.
In the Historic Graue Mill Gateway Area, the following sign provisions shall be in effect. Except where
exempted by this Chapter, all signs require permits from the Village.

A. Street Hardware And Signs: All street hardware including bollards and signs shall be
permitted in accordance to the following: 1.). Street hardware located on private property
shall be designed to be part of the architectural concept of design and landscaping. Materials shall
be compatible with buildings; scale and color shall be harmonious.
2) -. Lighting design in connection with street hardware shall meet the criteria applicable to site,
landscape, buildings and signs.
3) -. Wall and ground signs shall be part of the architectural concept. Size, color, lettering,
location, and arrangement shall be harmonious with the building design and shall incorporate the
logo symbol of the area approved by the Village, a copy of which is attached to Ordinance G -272
and labeled Exhibit "B," and hereby made a part hereof by reference.

13--10 SIGNS IN THE INSTITUTIONAL DISTRICT:
In the Institutional District, the following sign provisions shall be in effect. Except where exempted by
this Chapter, all signs require permits from the Village.

A. -. Signs: All signs are permitted in accordance to the following:
1.) -. Residential Uses: Residential use of signs shall be as provided in Section 13 -11 -6 A- of this
Title.
2) -. Nonresidential Uses: No more than one (1) sign is permitted on any single lot except a
maximum of two (2) signs shall be permitted on corner lots, so that one sign can be located along
each street frontage. Each sign shall not exceed forty-eight (48) square feet in area and shall
contain only the name, address, telephone number and type of establishment. No sign shall
project higher than the height of the principal structure , and shall not extend outward from the
principal structure more than two feet (2'); and ground signs shall not be higher than ten feet (10')
above ground grade and shall be located not less than twenty feet (20') from street and side lot
lines. A sign may be illuminated by nonflashing direct or indirect illumination and shall not
contain moving parts.
1371 -11 n 0 0 8 m SIGNS IN THE ORA -1 and 'OR' A -2 OFFICE - RESEARCH- ASSEMBLY DISTRICTS:
In the ORA -1 and ORA -2 Office - Research - Assembly Districts, the following sign provisions shall be in
effect. Except where exempted by this Chapter, all signs require permits from the Village.

A -. Awnings, Marquees And Signs: Awnings, marquees and nonflashing illuminated business signs -
shall be permitted subject to applicable regulations set forth in other ordinances of the Village and the
following:
1) -. All sources of light whether by direct exposure, surface reflection or transmission,
shall be shielded so that the source of light is not visible from any adjacent residentially
zoned property.
2) -. For a building containing less than one hundred thousand (100,000) square feet, the
gross surface area in square feet of all signs for each building on a lot shall not exceed
one hundred (100) square feet. For buildings in excess of one hundred thousand
(100,000) square feet, the allowable sign area permitted shall be computed on a basis of
one square foot of sign area for each one thousand (1,000) square feet of gross floor area
of each principal building on a zoning lot with a maximum sign for all signs not to

exceed two hundred foM (240) square feet. Gross sign area shall be applied to each
building and shall not be cumulative. No sign shall be erected above the height of the
principal structure, excluding any penthouse or roof structure as described in Section
13 -3 -10 of this Title, or thirty five feet (35') above grade, whichever is less.
3) -. One ground sign shall be permitted for each principal building on a lot, except that on
a corner or through lot, a sign may be erected along each street frontage. A ground sign
may not exceed eight feet (8) in height, be not closer than ten feet (10') from any lot line,
be not closer than three feet (3) from a driveway or parking area, and shall have a gross
surface area of not more than two - thirds (2/3) of the maximum allowable sign area
permitted for any one building on a lot. This sign area shall be deducted from the gross
surface area of signs allowed in Section 13- 11- 11 -A2of this Chapter either collectively or
individually. The maximum amount of ground signage on a lot shall not exceed 160
square feet.
4) -. No signs or structural parts thereof shall project beyond any lot line.
5) Awnings and marquees affixed to any building or structure shall have
headroom of not less than eight feet (8').
13 -11 -12 SIGNS IN THE ORA -3 OFFICE - RESEARCH- ASSEMBLY DISTRICT:
In the ORA -3 Office- Research - Assembly District, the following sign provisions shall be in effect.
Except where exempted by this Chapter, all signs require permits from the Village.

A. Signs: Business signs advertising the name, business, and principal products or services of the
principal occupants of a building shall be permitted in accordance with the following regulations:
1) -. All sources of light, whether by direct exposure, surface reflection or transmission,
shall be shielded so that the source of light is not visible from any adjacent residentially
zoned property.
2) -. There may be a total of not more than two (2) freestanding signs having an area not
to exceed, in the aggregate, two hundred forty (240) square feet. The signs must be
located:
a) -. Along the boundary streets;
b) -. At the principal entrance and in the required yard; and
c) -. Not less than ten feet (10') from any street right -of -way line;rovided, however, that
one additional ground sign not to exceed ten (10) square feet may be placed at a service
entrance location.

3) -. There may be an unlimited number of directional signs not larger than six (6) square
feet and there shall be not more than one identification sign per building not larger than
ten (10) square feet in addition to the other signs permitted by this Chapter.
4) -. Development plans governing developments which include a minor parcel separated
by a public street from the major parcel included in the development may provide for
such other signage to be located on such separated minor parcel as is reasonably
necessary to identify the facilities to be located thereon, the entrance thereto, and/or to
provide for safe access thereto; provided, however, that such signage shall not exceed: a)
one ground sign no closer than ten feet (10') from the adjoining right -of -way line
primarily visible from the public street separating the minor parcel from the mayor parcel;
and b) one double -faced ground sign located at the principal entrance to such separated
minor parcel; and, provided further, that the total area of all such signs shall not exceed
ninety (90) square feet and no individual sign facing shall exceed thirty (30) square feet
in area.

In the 0-3 and 0-4 Office Districts, the following sign provisions are in effect. Except where exempted

13-11 -14: SIGNS FOR HANDICAP PARKING

A. Accessible Parking Required: All facilities, which provide parking, shall provide accessible parking in
compliance with the provisions of the Illinois Accessibility Code of the Capital Development Board, as
amended, and of the Federal Americans With Disabilities Act.
B. Required Minimum Number Of Off - Street Accessible Parking Spaces: The required minimum number
of accessible parking spaces shall be in accordance with section 400.320 of the Illinois Accessibility
Code and the Americans With Disabilities Act (ADA) Accessibility Guidelines.
C. Location Of Parking And Passenger Loading Zones: Accessible parking spaces for disabled and
accessible passenger loading zones that serve a particular building shall be the spaces or zones located
closest to the nearest accessible entrance on an accessible route. In separate parking structures or lots that

do not serve a particular building, parking spaces for disabled people shall be located on the shortest
possible circulation route to an accessible'pedestrian entrance of the parking facility.
D. Dimensions, Marking And Signage Of Accessible Parking Spaces: Each parking space shall be at least
sixteen feet (16) wide including an eight foot (8') wide access aisle, and adjacent parking spaces shall not
share a common access aisle. All access aisles shall meet at a common level with an accessible route and
shall be diagonally striped.
1. Accessible parking spaces shall be sized, marked and signed in accordance with subsection 13 -12 -3C
and Exhibits A, B and C of this Chapter.
2. Each parking space designated as reserved for environmentally limited persons shall be equipped with
a sign which complies with section 11 -301 of the Illinois Rules of the Road` and meets the requirements
of Sign R7 -8 (U.S. Department of Transportation Standard). The sign shall be the Illinois standard R7 -8
reserved parking sign and R7-I101 S 100- fine sign (Illinois MUTCD). (See Exhibits B and C in Section
13 -12 -9 of this Chapter for description of above referenced signs.)
3. Signs shall be vertically mounted on a post or a wall at front center of the parking space, no more than
five feet (5') horizontally from the front of the parking space, and set a minimum of four feet (4') from the

WIDTH AND PAVEMENT MARKINGS
Effective October 1, 1992, all parking spaces reserved for the handicapped, except those
reserving on- street parking areas, shall be at least 16 feet wide, including an 8 foot wide
access aisle. Adjacent handicapped parking spaces shall not share a common access
aisle. All access aisles shall blend to a common level with an accessible route and should
be diagonally striped. (Illinois Accessibility Code, Section 400.310(c)(2)).

HANDICAPPED PARKING SIGN
Effective January 1, 1985, Public Act 83 -1316 amended Sec. 11 -301 of the "Illinois
Vehicle Code" to require Handicapped Parking Signs (for parking lots subject to "The
Illinois Vehicle Code ") to comply with the R 7 -8 sign shown below (U.S. Department of
Transportation standard). Existing signs may remain, but their useful lives shall not be
extended by other means than normal maintenance.

DEFINITIONS: (Recommend deleting here as its primary location in the Zoning Ordinance is 13-
2-2). However, 13 -2 -2 would need to be amended concurrent to this Chapter to reflect recommended
changes /additions to several sign definitions).
Sign: Any visual device or representation designed or used for the purposed of the communicating a
message or identifying a product, service, person, organization, business or event, with the use of words
or characters, visible from the outside the premises on which such device is located.
Sign, Advertising: A sign on which is portrayed information which directs attention to a business,
commodity, service or entertainment or other activity not necessarily related to uses permitted on the lot
upon which the sign is located. (Recommend deleting here as it already exists in 13 -2 -2).
Sign, Business: A sign which directs attention to a business, commodity, service, entertainment or other
activity conducted upon the lot upon which such sign is located. (Recommend deleting here as it already
exists in 13 -2 -2).
Sign,Changeable Copy. A sign or portion thereof with characters, letters, or illustrations that can be
changed or rearranged by mechanical, electronic, or manual means without altering the face or surface of
the sign. As an example, gasoline service stations have signs where the price of gasoline is displayed as
changeable copy on a permanent sign.
Sign, Directional: A sign which primarily directs or regulates the movement of pedestrians or vehicles.
Such signs shall not exceed six (6) square feet in gross area nor shall letters or characters thereon be
larger than two inches (2 ") in height and do not interfere with safe vehicular or pedestrian traffic
circulation or obstruct the view of drivers. The words depicted on these signs must be directional in nature
and cannot provide any advertising for the business establishment including a corporate logo.
Such signs must be located on the property to which they refer and may not be placed within a public
right -of -way.
Sign, Flashing: An illuminated sign on which the artificial light is not maintained constant or stationary in
intensity or color at all times when such sign is in use. For the purpose of this Title, a revolving sign, or
any advertising device, which attracts attention by moving parts or movement caused by natural sources,
whether or not illuminated with artificial lighting, shall be considered a flashing sign. Temporary holiday
displays, which are placed on private property, are not considered flashing signs.
Sign, For Sale/For Lease. A sign indicating the sale, rental, or lease of a structure or property.
Sign, Governmental. A sign including but not limited to traffic or similar regulatory devices,
municipal boundary, and population.
Sign, Gross Surface Area Of: The entire area within a single continuous perimeter enclosing the extreme
limits of a sign. Also referred to as sign face.

SIGNAGE
Sign, Ground: A freestanding sign, which is supported by one or more uprights or braces. (Recommend
deleting here as it already exists in 13 -2 -2).
Sign, Monument. A ground sign attached to a wall or a base constructed specifically for the display of
the sign. A common example is a permanent subdivision sign.
Sign, Nameplate. A sign which indicates a name and/or street address.
Sign, Political. A sign or poster concerning candidates for office, public issues or similar matters to be
decided by the public at a regular or special election provided they are displayed no more than 30 days
prior to an election and removed no later than seven days after such election. Such signs shall not exceed
six square feet in size, shall not be illuminated in any manner, shall not be affixed to any public utility,
pole, tree or natural object, nor be located within a public right of way, nor create a safety or sight
distance problem. Permission to post such signs must be obtained from the owners) of the property on
which signs are placed.
Sign, Portable. Any sign that is designed to be or capable of being moved or transported, and not
permanently affixed or attached to any building, structure, or grounds. Also includes any sign that is
placed upon a motor vehicle advertising an off - premise business or use.
Sign, Residential For Sale/For Lease: A sign indicating the sale, rental or lease of a residence, provided
such sign is limited in size to six (6) square feet. The freestanding sign shall be located on the property
where the residence is for sale or lease. A residence, which has frontage on multiple streets, may have
multiple signs as long as the total signage does not exceed 12 square feet.
Sign, Security System. Signs displaying information about the security system protecting buildings or
property.
Sign, Wall. Any sign attached to or erected against the inside or outside wall of a building or structure,
with the exposed display surface of the sign in a plane parallel to the plane of the building or structure.
Sign, Window. Any signs, posters, symbols and other types of identification or information about the use
or premises directly attached to the inside of the window and are visible from any public right -of -way or
access drive.
