Il. APPROVAL OF MINUTES Chairman Members Director of Community Development Stelios Aktipis Samuel Girgis Surendra Goel Barbara Payovich Paul Adrian Anthony Tappin Robert Kallien Member Payovich moved, seconded by Member Goel, to waive the reading of the October 15, 2001 Plan Commission Meeting minutes and to approve them as amended. VOICE VOTE: All in favor. Motion passed. Ill. THE FOREST PRESERVE DISTRICT OF DuPAGE COUNTY — AMEND SPECIAL USE ORDINANCE S -841 TO INCLUDE AREAS IN THE RETREAT WING ADJACENT TO THE MANSION TO ALLOW ADA ACCESS TO THE MANSION Michael Palazzetti, Program Services Division Manager for the Forest Preserve District of DuPage County, reviewed the request to amend their existing special use permit. He introduced Christy Holworth, Mayslake Peabody Estate Supervisor, who will be onsite supervising the banquets and weddings on the property. Mr. Palazzetti reviewed the current site (page J of the petition file) showing the area included in the present special use and noted the proposed changes to include the area as shown on page K of the file. The current special use area does not include a portion of the retreat wing, which is what they are seeking to be added to the special use. They have examined how they were going to put the ADA washrooms into the facility and anything they would have put into the mansion would take away from the historic value, so as a result they seeking to have included the area of the Retreat Wing where the ADA washrooms are located and to have the connecting breezeway included so the public will have access to them. The floor plan is on page I of the file. PLAN COMMISSION Minutes PC -MTG. 02- JAN.doc January 21, 2002 Director of Community Development Kallien questioned how people would be prevented from going into the rest of the building. Mr. Palazzetti answered that the doors are all secured. Eventually, when there is a final buildout there will be access into some of the areas, but it would be controlled. Member Girgis asked how it affects the cosmetics from the outside of the building. Mr. Palazzetti said that nothing would be seen. The only thing that has changed is a sidewalk. Mr. Palazzetti said that they have a consultant working on a site design plan, and may come before the Village in about six to twelve months. Rather than wait for that, they are seeking this amendment now so that they can get people into the building and start to utilize it. If they are able to get access into the buildings they are hoping to get some benefactors come in and help with some of the finances they need. Chairman Aktipis questioned the extension of time that had been also requested. Director of Community Development Kallien said that the Village Board has approved a 60 -day extension. Mr. Palazzetti said that they are anticipating substantial completion by the end of January, which will give them an occupancy permit, which is the last thing needed to secure the special use. Member Goel asked what makes this a special use. Director of Community Development Kallien said that they are in a CR zoning district and there is a special use listed for historical and cultural facilities, and that is what this building is being used for. No one spoke in support or in opposition to the request. Member Girgis moved, seconded by Member Goel, that the petitioner has met the requirements necessary to recommend for approval the Special Use Amendment as requested, subject to the following conditions: 1. That development shall be in substantial conformance with the plans as submitted. 2. That all other provisions of Ordinances S -841 and S -986 are in full force and effect. Member Payovich noted before the vote, that they are doing some subcontracting work for the contractor working in that area, and she said that they had the contract long before this came up and does not feel that this effects anything in any way, because it is not a controversial issue, but wanted to mention it. VILLAGE OF OAK BROOK — ZONING ORDINANCE REVIEW PROJECT — TEXT AMENDMENT— TITLE 13 OF THE VILLAGE CODE — CHAPTER 11— SIGN REGULATIONS As part of the Village's comprehensive review to the Zoning Ordinance, Director of Community Development Kallien summarized the proposed text amendments to Chapter 11, Sign Regulations. He said currently, there is no separate chapter for signage, as the language is scattered throughout the zoning ordinance and as a result makes it difficult to actually, interpret, enforce and administer. It is also confusing to others who try to find out what our sign regulations really are. The proposed changes are really consolidating all of the language and putting into a single area to help everyone. PLAN COMMISSION Minutes 2 PC -MTG. 02 -JAN doc January 21, 2002 Oak Brook has very restrictive sign regulations. With this amendment, it is our intention to continue restrictive stance. Director of Community Development Kallien summarized some of the more substantive changes. The backlit sign provision gives a higher end appeal to the customer. No changes of any substance have been made. Another is that lighted signs any other use of light in the village is that we reduce the amount of spillage of light onto adjacent property. We are concerned with people being able to view the source of the light so that the light is diffused properly. The language has been strengthened and a measurement has been included that says at the property line there shall be no more than % foot candle of light at the property line. There has been minor editing and house cleaning, making things a little more clear, but nothing should be a surprise to any one. Chairman Aktipis said that it appears that all of the changes have been made in the line of improvements and clarifications and expansion, nothing appears to be substantive. He noted that a lot of definitions had been added. Director of Community Development Kallien said that the ordinance was deficient in terms of definitions. The Village Attorney has recommended that these be added. Member Goel asked if we have compared our ordinance to DuPage County. Director of Community Development Kallien said that communities have the right to regulate their own signage. Oak Brook's are far more restrictive than other communities, which is obvious when you drive down 22nd Street. No one spoke in favor or in opposition to the request. Member Goel moved, seconded by Member Payovich to recommend for approval the requested text amendments as presented. VOICE VOTE: All in favor. Motion carried. V.
