CALL TO ORDER The meeting was called to order at 7.31 p m MEMBERS PRESENT MEMBERS ABSENT: ALSO PRESENT. A quorum was present ll. APPROVAL OF MINUTES Chairman Members arrived 7 32 Director of Community Development Stelios Aktipis Stephen Allen Surendra Goel Samuel Girgis Anthony Tappin David Pequet Thomas Hawk Member Tappin moved, seconded by Member Allen, to waive the reading of the February 15, 1999, Plan Commission Meeting minutes and to approve them as written VOICE VOTE. All in favor. Motion passed Ill. VILLAGE OF OAK BROOK - TEXT AMENDMENT - PARKING OF CERTAIN COMMERCIAL VEHICLES AND EQUIPMENT IN RESIDENCE DISTRICTS 171an1L41RIT1=II Tom Hawk, Director of Community Development, provided a brief explanation of the proposed text amendment There have been instances in the past where there have been problems with commercial vehicles being parked in residential districts for long periods of time The current Ordinance has lacked the specificity to effectively handle these situations. There are provisions in the Ordinance dealing with trailers and motor homes, but none specifically for commercial vehicles The intent of this text amendment is aimed at commercial vehicles. Member Tappin questioned, whether the text should also include Jeeps or Broncos with snow plows attached to the front Hawk responded that it would depend upon whether the vehicles had commercial license plates He added that it is very difficult to cover in any Ordinance every scenario imaginable PLAN COMMISSION Minutes March 22, 1999 Chairman Aktipis said that vehicles with passenger plates could also create a nuisance. Parking six (6) or more cars in a driveway and using some of these vehicles for purposes other than personal use. Hawk said that quite a few citizens have a large number of vehicles A family with three (3) children, could conceivably have two (2) cars for each parent and one for each of the children, which is not an unusual situation Chairman Aktipis said that most garages house 2 -4 vehicles, and asked whether a number should be set for the number of cars that can be parked on the driveway or street. Hawk added that the Plan Commission could add a suggestion to the recommendation to the Board of Trustees He noted that the number of vehicles permitted is a problem in many communities Member Tappin said that the Saddle Brook Subdivision has provisions that do not allow parking of trailers and motor homes without permission from the Homeowners Association Permission is usually given for 48 hours and the vehicles must be parked in the rear of the house. Hawk said that homeowners associations have an advantage because they can go beyond what the Village's capabilities would be Member Allen asked if the text amendment would provide controls for overnight parking only, or if it would be at any time Hawk said that it would be anytime, unless the vehicle was there for a legitimate purpose. The Village tries to get voluntary cooperation with the residents, and most often they are successful Hawk referred to the factors required by Ordinance for the Plan Commission to recommend approval for an amendment He noted that the intent of the proposed amendment is to protect the character of the neighborhood and property values of the people that live there. Member Tappin questioned whether a disabled passenger car that was an eye sore could be removed. Hawk responded that the existing Code states that vehicles must be in operating order and must be moved every seven days Chairman Aktipis asked if there was any sentiment among the members regarding a recommendation for the maximum number of passenger cars allowed Member Girgis said if we were to place a maximum limit for cars, say 8, this would be okay for a large driveway, but may be unacceptable on a smaller driveway It may also promote the idea that 8 are allowed Member Goel was concerned of the location of the proposed text amendment in the Ordinance, along with the references being accurate Hawk will bring this to the attention of Attorney Martens, but also indicated that many of those items will be corrected by the codifier. Hawk noted that the Zoning Ordinance is ready for extensive review and cleaning up After thirty years of use it is time for a more comprehensive review and improvement No one in the audience spoke in support of or in opposition to the proposal Member Girgis moved, seconded by Member Goel, that the petitioner having satisfied the requirements as required by Ordinance, to recommend approval of the Text Amendment as proposed ROLL CALL VOTE Ayes. 5- Nays 0 - Absent 1 - Motion Carried PLAN COMMISSION Minutes Allen, Girgis, Goel, Tappin and Aktipis Pequet March 22, 1999 12 IV.
