VILLAGE OF OAK BROOK — 1200 OAK BROOK ROAD — TEXT VOB-TEXTAMEN - INCLUDE AMENDMENTS — TO INCLUDE TEXT RELATING TO VILLAGE REIATINO TO VOH OWNED COMMUNICATION TOWERS and SPECIAL USE — TO ALLOW OCOOMMIlMCATION CONSTRUCTION OF A VILLAGE OWNED COMMUNICATION TOWER TOWER - sEC1AL Icc_rw AT 1200 OAK BROOK ROAD TOWER AT 1200 OAK BROOK ROAD Director of Community Development Kallien provided an overview of the request, stating that a Village owned communication tower is located on its property located at 1200 Oak Brook Road. The tower was improved several years ago by replacing an old lattice tower with the current structure by Sprint/Nextel. The Village has received requests over the years regarding adding equipment to the tower both for itself and for other entities. Amendments to the Zoning Ordinance are needed to confirm the existing tower and provide the appropriate special use so that additional equipment can be added to the tower. Jim Fox, Information Technology Manager for the Village of Oak Brook, reviewed the background of the request. Sprint/Nextel built the existing tower in 2007 and ownership of the tower was turned over to the Village of Oak Brook when construction was completed. Sprint/Nextel utilized the top 10 feet of the existing 80 -foot tower. All of the safety antennas for the Village, police, fire, public works, etc., exist below the 70 -foot level. The new tower replaced an 80 -foot lattice tower that had existed for about 20 years. At that time the Village ran into problems with some of its radio equipment that was added, which was out of effective range. About 18 months ago, the Village added a wireless monitoring system for its water system and needed to get the tower taller in order to have the water system (SCADA- Supervisory Control and Data Acquisition) work with the existing structure. Several different wireless carriers have approached the Village over the years requesting to add on to the tower. The proposed request is to add a 15 -foot section, bringing it to the 95 -foot range. The plan calls for adding another crown of antennas to be added by AT &T Wireless and the top 5 feet of the tower would be for Village use. Member Iyer questioned the cost to the Village. Mr. Fox responded that there would be no cost to the Village. Lew Caliento, SAC Wireless was a representative of AT &T Mobility added that there would be income paid in the amount of $2500 monthly to the Village for rent. Chairwoman Tropinski said that the added antennas would improve wireless communications for the residents and village services. Mr. Caliento responded that a propagation plot located on pages 11 -11.a of the case file shows the area of no coverage, especially those residents with I- phones; and the expanded coverage with the added antennas, which will help to provide better, VILLAGE OF OAK BROOK Regular Plan Commission Minutes Page 2 of 7 October 18, 2010 faster, 4G service to the area covered by this tower, as well as additional revenue. to the Village. Chairwoman Tropinski said that it is important to have good communications for the residents and the Village communication devices. Mr. Caliento said that AT &T would pay for the entire construction of the extension. In addition, AT &T's ground equipment would be located inside the existing compound so there will be no change to the landscape. Chairwoman Tropinski questioned the length of the process. Mr. Caliento said that AT &T would like to complete the project in this calendar year. Due to the type of engineering and construction of the existing tower, it is strong enough to support this extension, plus more. The kit will in essence snap on to the top of the tower. Member Lindgren asked if Sprint/Nextel also paid rent. Mr. Fox responded that Sprint/Nextel pay a little less than what AT &T will pay. However, they paid for the original tower and constructed the existing 1000 foot climate - controlled shelter that exists at the base of the tower where a dedicated area was provided for the Village to locate its transmitters and equipment that had previously been stored in the Public Works building. Member Lindgren asked if any other vendor had an interest in the tower. Mr. Fox responded that T- Mobile was the only other carrier that had also shown an interest, but in 2007, the Village was reluctant to add any additional height to the tower rather than just replacing the lattice tower at that time. T- Mobile eventually placed equipment on the McDonald's building located just north of this tower. Member Dunn questioned how many other towers were located in the Village. Mr. Fox responded that this was the only monopole communication tower. Sprint/Nextel and T- Mobile are also located on the west water tower on Tower Road. The east water tower does not have any communication equipment on it at this time, although they have been approached by T- Mobile to add equipment. Mr. Dunn questioned what the range was for the tower and whether there could be fewer towers, if they were taller. Mr. Caliento responded that the range was about a 2 -3 mile radius; it is all line of sight communication. There are many roof top antennas located in Oak Brook, which is why there is such good coverage in the office section of Oak Brook. Most communities do not want the height and prefer dispersion to height. VILLAGE OF OAK BROOK Regular Plan Commission Minutes Page 3 of 7 October 18, 2010 Director of Community Development Kalhen said that these types of communication towers in most communities have multiple carriers located on them and are privately owned and maintained. The key consideration here is that this is a Village -owned communication tower. It is a communication tower first, and it was originally designed to provide for modest cell equipment. Member Dunn questioned whether this tower was used to notify resides of various warnings. Mr. Fox responded that the antennas located below the 70 -foot level are for public safety and broadcast signals for police, fire and public works bands. The lower antennas are for emergency communications with DuPage County. For emergency communications, some of the antermas activate the emergency siren system should there be a tomado or severe weather approaching the Village. The special use request for the additional height would give the Village even more flexibility. The water telemetry system (SCADA) is working right on the borderline. The vendors that installed the system advised the Village that an additional 5 -10 feet would provide better service. Currently they are at the 70 -foot level and with the extension would be located at the 90 -foot level. Member Sharma questioned whether it could be anticipated that the tower could go above the proposed 95 feet in order to accommodate additional carriers. Mr. Fox responded that the tower was engineered to allow for that capability in the future. An additional 15 feet could be added to the tower (110 feet), which would stay below compliance with FAA regulations. Lighting on the tower would be a requirement, if it went up to 118 feet. William Lindeman, 11 Pembroke Lane, commented that such towers are inherently ugly and was surprised that no one was present from Hunter Trails or Forest Gate complaining. Member Dunn responded that he was from Hunter Trails and that he did not feel at all negative about the tower and realized that it has to be functional. He appreciates that the tower is there, along with the warning system that alerts residents of bad weather so that they can seek shelter. Mr. Lindeman said that there are towers that have a nicer appearance. He asked if AT &T had the ability to improve the appearance of the tower without diminishing the effectiveness of serving as a communication tower. Director of Community Development Kallien said that at a meeting with the President of the Forest Gate Homeowners Association, a point had been made that they specifically contacted all of the neighbors that front Jorie Blvd., and he was not aware of any complaints. There was contact with the Prescient of the Hunter Trails VILLAGE OF OAK BROOK Regular Plan Commission Minutes Page 4 of 7 October 18, 2010 Homeowners Association and no negative comments were received. A letter was also sent to Dr. Forutan, President of the Old Oak Brook Subdivision and no complaints had been received. He respected the comments made by Mr. Lindeman, but the Village did reach out to all the surrounding neighbors including all homeowner association presidents. Chairwoman Tropinski commented that it was more of an engineering issue. If more masts were added to the top of the pole, there would be more resistance to the wind, which may affect the foundation, etc. to keep it from swaying; and by the way it was designed, adding shielding and skirting may create more resistance to wind than may be possible. Mr. Fox said that AT &T was taking that into account, if there would be an addition of additional crowns made to the pole in the future, In response to Mr. Lindeman's comments, prior to 2007 there was an 80 -foot lattice tower and some would say that appearance did not look good. The new tower is more pleasing, which was painted white; and at that time, an analysis had determined that it blended in with the sky and was less obtrusive. Director of Community Development Kallien said that the lattice tower had been there for a very long time. It had been hit by lightning a number of times, and when it was being dismantled, they found that many of the supports were not structurally sound because of the lightning strikes and deterioration over time. From a safety point of view and the efficiency of providing service, the current tower is much better. It is under the control of the Village and cannot be expanded without going through the special use process again. Motion by Member Lalmalani, seconded by Member Lindgren to recommend approval of the text amendments to Section 13 -6A -2 and Section 13- 6A -3D.2 as proposed: 13 -6A -2: Special Uses: Public utility, transportation, and government facilities: Public utility, transportation, and governmental service facilities, including municipal offices and civic centers, public libraries, police and fire stations, public works facilities, Village owned communication towers, conference of municipal governments and ancillary uses (including organizations which provide consultation solely to units of local government), and similar uses. Section 13- 6A -3D.2: Structure Height: Nonresidential Uses: Not more than forty -five feet (45) excluding Village owned communications towers, which may not exceed a height of one hundred twenty feet (1201) ROLL CALL VOTE: Ayes: 7 Members Doyle, Dunn, Iyer, Lalmalani, Lindgren, Sharma and Chairwoman Tropinski Nays: 0 — Motion Carried. VILLAGE OF OAK BROOK Regular Plan Commission Minutes Page 5 of 7 October 18, 2010 Motion by Member Lalmalani, seconded by Member Iyer to recommend approval to amend Special Use Ordinance S -972 to allow the construction of a Village owned communication tower at 1200 Oak Brook Road subject to the following conditions. 1. The construction shall be in substantial conformance with the plans as submitted. 2. The FAA has given its preliminary approval for the Village owned communication tower to be expanded to 95 feet in height. Prior to installation, written confirmation should be obtained from the FAA, if required. 3. Comply with all other applicable rules and ordinances of the Village of Oak Brook. CONFIRMATION OF 2011 MEETING SCHEDULE Gail Polanek reviewed the Plan Commission meeting date schedule for 2011. She advised that the notice for all commissions and boards for the Village must review and confirm its meeting schedule yearly for the Village Clerk's office, which publishes the yearly schedule at the beginning of each year. Several months ago, the Village Board officially changed its meetings from beginning at 7:30 p.m. to 7:00 p.m. Because of the change, some confusion was created for some of the applicants as to why the meetings begin at different times. In an effort to provide consistency for public meetings, it was suggested that the Plan Commission retain its regular meeting date on the 3d Monday of each month, but to begin the meeting at 7:00 p.m. After a brief discussion, there was a consensus that the earlier meeting time would not be a hardship for the commissions to attend meetings. Motion by Member Iyer, seconded by Member Dum Commission 2011 meeting date schedule to meet on the month, but to change the time the meeting begins from commencing in January of 2011.
