ROLL CALL Chairman Cullum called the meeting to order at 7:30 p.m. Committee Members Present: Chairman Cullum, Dinkel, Doyle, McShane, Richardson, Snukst Committee Members Absent: Miologos Others Present: Howard Trier and Tom Suhs, Oak Brook Park District; Dale L. Durfey, Jr., P.E., Village Engineer 2. APPROVAL OF MINUTES A motion was made by Cullum, seconded by Doyle, to approve the minutes of the meeting held on October 9, 2002 with the correction of the word "properly" instead of "property" in item C and the word "made" instead of "mad" in item 6 on page 2. Passed unanimously. 3. PROJECT UPDATES Village Engineer Durfey provided updates on various pathway projects: • Harger/York. Phase II engineering is continuing. The Village is still awaiting comments from IDOT and ISTHA on 75% complete plans. The southerly Tollway crossing will be accomplished by a bridge widening and the northerly crossing by a separate bikeway bridge. The northern terminus will be at the Harger / Tollway on- ramp/Forest Preserve intersection with a cross -walk to the Forest Preserve. Plans are available for inspection in the Engineering Department. • 31" Street. Phase Il engineering is continuing. Plans are 75% complete and have been submitted to IDOT and the County for review. The County has requested the plans be revised to include curb and gutter along the south edge of pavement from Trinity Lane to St. Paschal Drive. The consultant has developed a cost for this extra work and will be submitting a contract amendment. • Salt Creek Greenway (Regional Trail). Still awaiting final IDOT approval of the re- revised Project Development Report. Phase II cannot proceed until it is approved. 4. OLD BUSINESS A. System Signage. Acting Manager Crotty's memo of January 6, 2003 indicated that $10,000 is included in the 2003 Budget for Safety Pathway system signage. Public Works staff is working with sign fabricators to develop options for signage and is also working on identifying proposed locations. This will require input from the Committee as the project proceeds. The committee asked that this item be placed on their next agenda also. The Priority List dated November 15, 2002 was discussed and the following revisions were made: • Group B Madison Street — Spring Road to Glendale Avenue. Make the Description "Upgrade of on -road route to paved shoulder." Spring Road — Adams Road to N Add new item: Location: Description: Rationale: Status: • Group C adison Street. Delete. 22 "d Street/I -88 Viaduct. Add appropriate street lighting. Adequate lighting does not exist for bicyclists going from a sunny outside environment to the dark under - bridge environment. Added to list 1/8/03. 35`h Street — St. Stephens Green to St. Paschal Drive. Make Location "35`h Street — St. Stephens Green to Forest Preserve." St. Paschal Drive — 31S` Street to 35`h Street. Make Location "Forest Preserve — 31" Street to 35`h Street" and move it to be the 2nd item under Group C. Bath & Tennis Drive — 31" Street to Sports Core Path. Delete. Windsor Drive — 22 "d Street to Tollway bridge. Make Location "Windsor Drive — 22 "d Street to Swift Road." Add new item: Location: Swift Drive — North Cul -De -Sac to South Cul -De -Sac. Description: Sidewalk or pathway on west side of Swift. Rationale: Connects employment area to the system. Status: Added 1/8/03. Place this item below the Windsor Drive item. Spring Road — North of Harger Road. Ask Village staff to discuss with the Hyatt Hotel if a crosswalk should be placed on Harger Road near the Hyatt's south driveway to connect the Hyatt parking lot with the pathway along the south side of Harger Road. If yes, then this item can be eliminated. 6. OTHER BUSINESS Member Dinkel discussed the following maintenance items: • Depressed curb and gutter should be along the path near the Forest Glen Subdivision entrance so that people can proceed south on Wood Glen Lane. Minutes of Oak Brook Safety Pathway Committee Meeting of January 8, 2003 Page 3 • Depressed curb and gutter should be along the path on the west side of Midwest Road opposite Mockingbird Land and also Kimberley Lane. • Warning signs are needed along 315L Street approaching Spring Road to tell motorists about the upcoming pedestrian crossing on 315` Street. • The curb and gutter inlets along 31st Street near Route 83 need bicycle safe grates. • There are potholes in the path near the bridge between St. Michael Court and St. Stephens Green. • Ponding exists along sections of the path along York Road near Robin Hood Ranch. Signage along York Road also needs to be installed or re- installed. As the result of discussion, Tom Suhs stated that the Pathway Map could possibly be placed on the Park District's Web Site. The Committee requested that the Village contact the Forest Preserve District and ask them to install a pathway from the existing path along Salt Creek near Spring Road/Washington Street to Spring Road so that pathway users can access to and from Washington Street. The Committee requested that the Pathway Map be distributed to the Village Board, Plan Commission and Zoning Board of Appeals. Chairman Cullum reminded the members that the Committee appointments end in June of this year. It was concluded that this item should be discussed and placed on the Committee's next agenda. 7. ADJOURNMENT A motion was made by Richardson, seconded by Dinkel, to adjourn the meeting at 9:40 p.m. Passed unanimously. The next Committee meeting will be held on Wednesday, April 9, 2003.
