1. ROLL CALL
Chairman Cullum called the meeting to order at 7:30 p.m.

3. REVIEW OF COVINGTON COURT COMMUNITY ASSOCIATION REQUEST -
VACATION OF BICYCLE EASEMENT
Covington Court Community Association — Chairman Cullum summarized the request received
from the Association to vacate a portion of the bicycle pathway easement located through lots
122, 124 and 125 in the Covington Subdivision. The pathway is part of a much larger system
and directly affects both the Covington and Trinity Lakes Subdivisions. There are other similar
situations in Oak Brook where a pathway encroaches onto a lot.
Carmen Giorno, President of the Association discussed the issues behind the request to vacate
the easement. In particular, the path creates a security issue as it provides access to the
Covington Subdivision even though it is a gated community. Solicitors and trespassers are
common. Automobiles have been found driving on the path. The path also encroaches
approximately 17' into lot 124 and 23' into lot 122. Neither of these lots have adequate privacy.
Residents Chen and Nayak concurred with the issues mentioned by Mr. Giorno.
Member Dinkel stated that the pathway existed in this area before any of the homes on lots 122
or 124 were built.
Chairman Cullum stated that lot 124 was a very small lot to begin with and it was his opinion
that the price of that lot took the easement location into account.
Member Richardson stated that he could not support the vacation of the easement but could
support relocation. It appears the path could be moved further north.
Residents Chen and Nayak asked if the path could be relocated onto a portion of lot 412 to the
north.
Member Doyle stated that it would be the responsibility of the owners of lots 122 and 124 to
work out the particulars to get the owners of lot 412 to take on a portion of the pathway. If they
agree, the Committee should not object. However, the Village should not have to pay for this
relocation.
The Committee discussed the impact of moving the pathway as well as the options to better
screen the path and keep vehicles off the path.
Member Dinkel made the motion, seconded by member Doyle to support the following language
with regard to the request to vacate a portion of the pathway easement through Covington Court
Subdivision:
1. Oppose vacation of any portion of the pathway easement.
2. Support moving the pathway closer to the north property line.
3. Support relocating the pathway onto a portion lot 412 if the owners of lot 412 were
agreeable. However, the Village should not pay for the relocation.
4. Support reducing the width of the pathway on lots 122, 124 and 125 to a minimum of 8'.
However, the pathway width should not be reduced where it makes a 90- degree turn.
5. Encourage the owners of lots 122 and 124 to install trees and bushes to screen the
pathway.
6. Support the installation of a safety device to prohibit vehicles from traveling on the path.
Ayes: Cullum, Dinkel, Doyle, Richardson. Nayes: none. Passed unanimously.
4. ADJOURNMENT
A motion was made by Doyle, seconded by Dinkel, to adjourn the meeting at 8:45 p.m. Passed
unanimously.
