Minutes - 03/13/2002 - Safety Pathway CommitteeMINUTES OF THE REGULAR MEETING OF THE OAK BROOK SAFETY PATHWAY COMMITTEE OF MARCH 13, 2002 Unofficial until approved as written X or as amended _ on July 10, 2002 1. ROLL CALL Chairman Cullum called the meeting to order at 7:32 p.m.. Committee Members Present: Chairman Cullum, Dinkel, McShane, Richardson Committee Members Absent: Doyle, Miologos, Snukst Others Present: Tom Suhs, Oak Brook Park District; Stephen Veitch, Village Manager. 2. APPROVAL OF MINUTES A motion was made by McShane, seconded by Dinkel, to approve the minutes of the meeting held on January 9, 2002 as presented. Passed unanimously. 3. PROJECT UPDATES Village Manager Veitch provided updates on various pathway projects: Harger/York. Phase H engineering is underway and should be completed by year -end, with construction in 2003. • 31" Street. MOT has approved the Phase I Project Development Report. The Village is awaiting approval of the Phase II engineering services agreement and joint funding agreement so that Phase II engineering can proceed. Construction is presently scheduled for 2003. Salt Creek Greenway (Regional Trail). The intergovernmental group is awaiting final IDOT approval of the re- revised Project Development Report and Forest Preserve District- prepared amendment to the intergovernmental agreement for Phase II engineering. The Oak Brook and Addison sponsored STP applications to fund the rest of construction costs for the sections located within DuPage County have been approved. Construction is expected to begin in 2003. The Committee requested further information concerning how maintenance of this facility is to be handled. Park District Director Suhs reported that the remaining punchlist items on the 22nd Street project are being pursued with the bonding company in the wake of the contractor's bankruptcy. 4. OLD BUSINESS A. Maintenance Activities. The Public Works Department will inspect the system in April. Members were encouraged to ride the system and report any observations. Village Manager Veitch reported that supplies for the new Village street markers are expected to begin arriving soon. C. System Map. Park District Director Suhs presented a near -final proof for review. The Committee responded positively and pointed out a number of minor adjustments and corrections. It was agreed that each member would review the map further and submit their suggestions to Mr. Suhs. Director Subs and Manager Veitch will meet and conduct a final review of the document before re- submitting it to the printer. Village Manager Veitch will obtain a copy of Downers Grove's system map in order to correctly reflect any connection points to Oak Brook. D. South DuPage County Regional Trail. Manager Veitch presented pathway system maps obtained from Hinsdale and Westmont. He reported that Clarendon Hills has no designated system, and hence no map. Hinsdale's only indicated connection to Oak Brook is not quite a connection at all as it would appear to involve use of the private roads between Salt Creek Lane and York Road. The map does not officially designate the connection. The Hinsdale system appears to meet the Southern DuPage Regional Trail route at 8th Street and Madison Street, near Madison School. Manager Veitch will talk further with Hinsdale regarding the Madison Street corridor, the Salt Creek Lane connection and the Minneola Street connection to Western Springs via the Tollway bridge. Westmont's map indicates a connection to Oak Brook's system at 35th Street and Oakwood Drive. Manager Veitch will talk further with Westmont concerning showing a connection at the Cass/Midwest S -curve. Westmont's system connects to the Regional Trail route at 59`" Street. 5. NEW BUSINESS There was no new business. 6.
