THE OAK BROOK SAFETY PATHWAY COMMITTEE OF JULY 11, 2001

1. ROLL CALL
The meeting was called to order at 7:45 p.m., Member Richardson presiding by consent of those
present.

2. APPROVAL OF MINUTES
A motion was made by Member Dinkel, seconded by Member Doyle, to approve the minutes of the
meeting held on May 9, 2001 as presented. Passed unanimously.
3. PROJECT UPDATES
Village Manager Veitch and Park District Director Suhs, provided updates on various pathway
projects:
22nd Street. Project construction is substantially complete. Restoration from the subsequent
telecommunications and bridge abutment work at the site should be completed by July 20.
Midwest Road. Construction on the roadway is continuing at a healthy pace. Pathway work
will not be evident until later this summer.
Harger/York. Phase I engineering is complete. ISTHA review comments have been
responded to. New IDOT comments regarding the width of the bridge sections have been
received, indicating that a variation from the 14 -foot standard might be needed (and should be
obtainable). The existing STP grant covers all engineering and an additional STP grant for
construction of the reduced scope project has been approved. The status of the alternate CMAQ
construction grant application 80% vs. 75 %) won't be known for some time.
31" Street. Still awaiting MOT sign -off on the Phase I Project Development Report.
Regional Trail. Still awaiting IDOT review of the Project Development Report. At this point,
CMAQ has approved $1,000,000 for construction, which could start as early as August 2002.
We have also applied for a State DNR grant ($200,000) as have several other participating

agencies. The total project cost is estimated at $6,200,000 including engineering. Excerpts
from the Project Development Report pertaining to the crossings under Roosevelt Road and I-
294 were distributed and discussed.
• 2000 Village Project - 35th Street; Covington to St. Stephens Green. The pathway has been
installed and restoration is proceeding.
• 2001 Village Project - Wood Glen Lane, York to existing path. Design is complete and the
permit application will be submitted to the Toll Highway Authority this week.
4. OLD BUSINESS
Maintenance Issues. Committee members were reminded to report any areas needing attention in
the upcoming annual inspection. Village Manager Veitch reported that the Forest Preserve District
work order to replace a bollard and asphalt the sloping section of path near the York Tavern has not
yet been completed.
System Signage. Village Manager Veitch reported that negotiations are proceeding with the two
preferred vendors for materials needed for new Village street markers based on the new design
developed last year. In addition, the Village Board has asked for detailed costs to replace the
existing markers essentially in kind. In either event, the concept for subtle pathway system signage
can be accomplished, in his opinion.
The Committee also discussed the possibility that pavement markings might be needed on long
stretches if signs cannot be conveniently placed. It was also noted that signs along on -road paths
must be large enough to warn motorists as well as inform cyclists.
Pathway Map Update. Tom Suhs presented the latest prototype and numerous constructive
comments were offered. He will mail out subsequent proofs for comment so as to speed up the final
design process. The Committee discussed including textual information on the back of the map, in
a tri-fold format, including information on lodging and shopping. The hotel tax was again identified
as a potential source of funds for printing.
5. NEW BUSINESS
Recommendations for Projects to be Included in the 2002 -2006 Five -Year Financial Plan. The
Committee reviewed the 2001 -2005 Five -Year Financial Plan material concerning pathway
improvements and made several recommendations for the 2002 -2006 Plan. In addition to continued
inclusion of the major projects already in the Plan, the Committee suggested a specific line item for
system signage, including the Harger Road - Salt Creek to Yorkshire Woods segment (in a time
frame commensurate with the York Harger Path), the Madison Street paved shoulder project (with
the street resurfacing project), and if possible the Spring Road — north of Harger Road path. In
connection with the latter project, the possibility of furure availability of hotel tax funding for
improvements that benefit hotels directly was discussed. Village Manager Veitch thanked the
Committee for its input.

6. OTHER BUSINESS
There was no new business.
7. ADJOURNMENT
There being no additional business, a motion was made by Member Dinkel, seconded by Member
Snukst, to adjourn the meeting at 9:15 p.m. Passed unanimously.
The next Committee meeting will be held on Wednesday, September 12, 2001.
