Minutes - 11/14/2001 - Safety Pathway CommitteeMINUTES OF THE REGULAR MEETING OF THE OAK BROOK SAFETY PATHWAY COMMITTEE OF NOVEMBER 14, 2001 Unofficial until approved as written X or as amended on January 9. 2002 1. ROLL CALL The meeting was called to order at 7:30 p.m. Committee Members Present: Chair Cullum, Doyle, McShane, Miologos, Richardson, Snukst Committee Members Absent: Dinkel Others Present: Tom Suhs, Oak Brook Park District; Michael Crotty, Assistant Village Manager. 2. APPROVAL OF MINUTES A motion was made by Member Doyle, seconded by Member McShane, to ratify the telephone poll vote to approve the minutes of the meeting held on July 11, 2001 as presented. Passed unanimously. 3. PROJECT UPDATES Assistant Village Manager Crotty and Park District Director Suhs, provided updates on various pathway projects: • 22nd Street. This Oak Brook Park District Project is substantially complete. • Midwest Road. This DuPage County project is substantially complete. • Harger/York. Phase I engineering is complete. The existing STP grant covers all engineering and an additional STP grant for construction of the reduced scope has been approved. The alternate CMAQ construction grant application (80% vs. 75 %) was not approved. • 31" Street. Still awaiting IDOT sign -off on the Phase I Project Development Report. • Regional Trail. Awaiting IDOT review of the revised Project Development Report. Oak Brook and Addison are sponsoring STP applications to fund the rest of construction costs for the sections located within DuPage County. The Forest Preserve District is preparing an amendment to the intergovernmental agreement for Phase II engineering design work. Even though the two municipalities would act as local sponsors, it is expected that the Forest Preserve District would continue to lead the project and handle the documentation. Minutes of Oak Brook Safety Pathway Committee Meeting of November 14, 2001 Page 2 2000 Village Project - 35`h Street; Covington to St. Stephens Green. Substantially completed. • 2001 Village Project - Wood Glen Lane, York to existing path. The contractor began work on November 13 without informing the Village. Once Engineering became aware that work had begun and that some mistakes were made, the work was stopped. Work is set to begin again as early as November 16. Member Richardson indicated an interest in removing projects from the update list that are deemed "substantially complete ". He also requested that staff provide its best guess on completion dates for remaining projects. For those that are awaiting IDOT review, it would be satisfactory to indicate estimated completion dates based on number of months from the completion of that review. The Committee also inquired as to what kind of pressure can be placed on IDOT in order to speed up its review of these projects. The Committee indicated its desire to contact IDOT for this purpose, and asked to receive the names of appropriate contact personnel. 4. OLD BUSINESS Maintenance Issues. The annual inspection is complete without remarkable discoveries. Asphalt patching and overlay work has been completed in the Midwest Club area. Chair Cullum asked that staff follow -up with the Forest Preserve District to determine when it will be addressing the bollard and sloping section of the path near the Village Gate tavern. System Signage. The contract for supply of the new Village street markers was awarded on August 14. The project will not be completed before fall 2002. The proposed 2002 Budget includes funds for pathway system signage in conjunction with this project. Chair Cullum requested that the Committee be given the opportunity to review the maps at its January meeting showing where the signs are going to be placed along the pathway system. Pathway Map Update. The Committee reviewed several options and asked Tom Suhs to consult with the printer to determine whether it would be possible to create a map showing three dimensional landmarks along the route. The Committee indicated its interest in reviewing a prototype of this map at its January meeting. Printing costs have been included in the proposed 2002 Budget within the Hotel Tax Fund. 5. NEW BUSINESS 2002 Budget. In addition to signage, maps and continuation of design work on the major grant - funded pathway projects, the proposed 2002 Budget was to include the extension of the 35`h Street Path from St. Stephens Green to Mayslake (to meet a proposed Forest Preserve District Path). District staff has informed the Village that this north/south link will not be constructed in 2002. Accordingly, the Village's extension will not be included in the Village's 2002 Budget. OTHER BUSINESS Chair Cullum asked whether consideration should be given to creating an off -road path along Canterbury Lane if it is to become a part of the regional trail. The Committee suggested that consideration be given to widening Canterbury the next time that the road is scheduled to be repaired. Member Richardson expressed concerns about the Village's funding of grant supported projects given the current economic condition. Assistant Manager Crotty indicated that local match funds for all grant supported projects are included in the proposed 2002 Budget. Chair Cullum distributed a newspaper article that discussed a Southern DuPage County Trail. The Committee asked that a representative from DuPage County be available at the January meeting to discuss the County's plans. 7. ADJOURNMENT There being no additional business, a motion was made by Member Richardson, seconded by Member Doyle, to adjourn the meeting at 8:33 p.m. Passed unanimously.
